Attachment 6 - Q&A HE1254-20-R-0003 - EDUCATIONAL PROGRAM at HANSCOM AIR FORCE BASE (AFB) - Attachment 6 - Questions and Answers

| 1 | If this requirement is being performed by a contractor currently or have been performed in the past, could you please provide the associated incumbent contract or task order numbers? If not, could please tell me whether this is a new requirement? | The current contract number is HE1254-18-C-0010. This is not a new requirement, this is a recompete. |
2 We note a change in the Scope of Work from past RFP Performance Work Statements (PWS) indicating that program services shall be provided for K – grade 12, a change from PK – 8. Please refer to PWS sections 1.2 and 1.3 for the scope of work of this requirement.
3 The prior PWS required Preschool to be provided to eligible children age four years, or younger if identified for special services. Is there a requirement to provide preschool services to eligible students residing at Hanscom Air Force Base (HAFB)? If not, has the HAFB leadership been informed that these services will not be provided to eligible preschool age children in the Hanscom schools? Please refer to PWS section 2.1.3. The contractor shall provide services in accordance with all federal and state laws and DoD Instruction 1342.12. Section 2.1.3.4 requires services for all students with identified needs as prescribed by IDEA.
4 If preschool is not included in the scope, how is it anticipated that the contractor shall provide Federal and State mandated special education services and programming to preschool age students residing at HAFB? Please see the answer to question 3.
5 Will the current arrangement with Bedford Public Schools remain in place to serve eligible high school students residing on HAFB? 3.1.1 of the PWS states that high school students will be educated at Bedford High School. At this time, we have educational services for grades 9 - 12 with Bedford High School. If anything changes, the requirement/potential contract will be modified accordingly.
6 What responsibility will the contractor have for providing educational programming for high school students, if the contractor is not Bedford Public Schools? At this time, the only requirement for high school students is what is stated in the current PWS.
7 2.5.1 Task 15 eCMRA states that data shall be reported no later than October 15 of each calendar year. Can this requirement be aligned with the actual eCMRA deadline of October 31? No, the submission requirement is mandated by DoD, we cannot change the submission deadline. As stated in PWS section 2.5.1, contractors are required to report data for each fiscal year’s period of performance (Oct 01 - Sep 30). While inputs may be reported any time during the fiscal year, all data shall be reported no later than October 15 of each calendar year.
8 3.4.2 Training in the appropriate management of student information in accordance with MA and Federal laws and guidelines is currently provided to our employees annually through our mandated training process and as part of our new employee on-boarding process. Will this meet the requirements of the contract? Please provide information about specific topics currently included in the DoD PA and PPI/PII training for incorporation into our training materials. To meet the requirements of the contract with a contractor's existing training, your curriculum and our curriculum would need to be crosswalked for alignment and gaps. Several DoD approved courses are available with public access to accomplish this task (no CAC required). At https://www.cdse.edu/popular/pii.html the eLearning Course Identifying and Safeguaring Personally Identifiable Information (PII), and (Protected Health Information (PHI)), which includes PII fulfills the DoD requirements. 9 Attachments 2, 3 and 4 appear to be designed for software vendors. Please confirm that these attachments are not required. Confirmed. These attachements are not required, if your proposed solution to meeting our requirement will not include you accessing DoDEA IT system.
10 1.2 Background – New Bedford High School should be Bedford High School Updated, see amendment 01.
11 2.1.1.1 Terminology and measures listed do not match the current, recently revised MA system of accountability. This section is for the comprehensive educaton program and follows the current expectations for differentiated instructions, evidence based practices, updated measurement and reporting as required by ESSA and State Laws for accreditation. Many public education requirements have changed in the past 10 years and this PWS reflects these expectations. Please see section 2.1.1.
12 2.1.2.1 In regards to Task 2, in the accountability system adopted in 2018, the state of Massachusetts does not provide district rankings and does not provide an accountability percentile for Hanscom Primary School because of insufficient information due to state-wide MCAS assessments beginning only in grade 3. Is an acceptable alternative measure maintaining a status in good standing as a "School or District not requiring assistance or intervention" as described in the new accountability system (http://www.doe.mass.edu/accountability/lists-tools.html), or is there an alternative measure that aligns with the new state accountability system? Although it is true that state rankings begin at grade 3, local records would indicate formative and benchmarking data to show K - grade 2 students are progressing toward student mastery to sustain a favorable school ranking. 13 Some of the language in the RFP was confusing, can please clarify, if the RFP only wants Academic interventions or would Prevention education qualify as well? The question is unclear. The requirement in the contract is to provide the same and equitable education to the students on Hanscom AFB that would be availabe to any publicly educated student in Massachusetts.
