PERFORMANCE WORK STATEMENT (PWS)

FOR

MAINTENANCE, REPAIR, REMOVAL & INSTALLATION OF THE

ON-BOARD VEHICLE SURVEILLANCE SYSTEM (OBVSS) USED

TO

SUPPORT STUDENT TRANSPORTATION BUSES

FOR

DODEA PACIFIC WEST

1.0 SCOPE

1.1 Background. The On-board Vehicle Surveillance System (OBVSS) is a digital bus video camera system with audio capability designed to record on board images and sound. The systems were installed on U.S. government-owned buses and South Korean contract buses transporting Department of Defense Dependents Schools Activity (DoDEA) Pacific West elementary and secondary school students. The OBVSS were installed during the summer and early fall of 2014, with utilization of the systems beginning immediately with the start of school year 2014. Data captured by the OBVSS is transferred from the bus to a Student Transportation Office (STO) for review (of video and sound) on a Government computer. Each bus is equipped with three or four cameras, depending on the size and capacity of the vehicle.

The 14 and 18 passenger buses are equipped with three cameras (two microphone enabled) and the larger buses have four cameras (three microphone enabled), with synchronized audio capability for monitoring student safety and security while in transit and during loading/unloading operations. Periodically, a bus may be replaced and/or retired at a Pacific West site within Korea. This creates a need to remove the OBVSS equipment from one bus, and reinstall the system on a replacement bus.

1.2 This requirement is for a contractor to provide sustained scheduled and unscheduled maintenance support as well as removal/reinstallation services of OBVSS equipment on designated buses located in Korea.

2.0 GENERAL REQUIREMENTS

2.1 General. The contractor shall provide all labor, tools, equipment, parts, wiring, conduits, brackets (with ancillary screws, nuts, bolts and miscellaneous materials) and transportation/ lodging required to provide maintenance, repair and perform removal/installation services for OBVSS systems installed on DoDEA Pacific West school buses throughout Korea. A list of the school locations and number of existing OBVSS Systems is shown in Attachment 1.

2.2 Removal/Re-installation of Hardware. For removal/re-installation purposes, the contractor will remove/reinstall the OBVSS digital video cameras/mics, mounting bracket and Digital Video Recorder (DVR). If the OBVSS system has been removed at an earlier time, the above listed items will be provided by the Government.

2.2.1 OBVSS System Description/Specifications. The OBVSS is comprised of dome-type digital high-resolution video cameras, with audio capability, and an 8 channel Digital Video Recorder (DVR) installed in the school buses. Details of the OBVSS system description and specifications are shown in Attachment 4.

2.3 Equipment Availability/Installation. The OBVSS will only be accessible during normal working hours. Normal working hours are from 7:30 A.M. to 4:30 P.M., Monday through Friday, except U.S. holidays.

2.4 Technician. The contractor shall designate a technician to be the overall point of contact with the government Contracting Officer’s Representative (COR) for work performed under this contract. The technician shall be sufficiently fluent in English to be able to read, write, and speak in order to communicate with the COR and STOs.

2.4.1 The contractor shall visit each site twice a year, in accordance with the Preventative Maintenance Schedule, and perform inspections of the OBVSS system on each bus.

Inspections will consist of checking the system wiring, camera focus, camera picture quality, camera positioning, functionality of built-in microphones, the recording quality/capability of the DVR, and making necessary adjustments to make the system fully operational.

2.5 The DoDEA Pacific West COR or local designated government representative shall coordinate any requirements for the contractor’s employees to access overseas U.S. military installations in support of this contract with the military.

2.6 After completion of each inspection, contractor will notify the COR of the results and provide/install replacement cameras/microphones, digital video recorders, and associated parts to swiftly fully restore the OBVSS system.

2.6.1 With 15 days advance notice, the contractor shall coordinate their trip itinerary with the COR at each Student Transportation Office (STO) location to ensure the equipment and offices are open and available for access by the contractor.

2.6.2 COR shall provide the contractor a list of known or suspected problems and/or issues concerning the systems within 15 working days of scheduled visits, so the contractor can have sufficient spare parts on hand to fix the problems and/or issues.

2.6.3 The contractor shall provide a Maintenance Schedule to the COR within 20 days after contract award. The schedule shall include projected timelines for performing the preventative maintenance at all locations.

2.7 The contractor shall coordinate with the COR or designated government representative to establish a storage area to maintain spare parts kits at each STO location to allow the contractor to have the necessary stock in order to make the necessary repairs each time a site visit occurs.

2.7.1 The government shall allow the contractor to use the docking port required to interface with the video hard drive at each transportation office in order to test for problems with the system. The docking port is used to connect the DVR hard drive to the PC.

2.7.2 The contractor shall possess a laptop computer, a LAN cross-over cable to interface with the Digital Video Recorder installed on the bus in order to check the quality of the video recording, positioning of the cameras, and to make the necessary adjustments.

2.8 Preventative Maintenance

2.8.1 This consists of checks of equipment, performance, visual inspections, equipment fault diagnosis, cleaning, lubricating, and minor servicing and adjustments. The contractor shall provide the COR with a list of the defective equipment/parts, and swiftly restore the OBVSS system after the COR’s repair approval.

2.8.2 The contractor shall begin the preventative maintenance inspections within 30 days of the beginning of the contract performance period. These inspections shall be scheduled every six months of each calendar year.

2.9 Unscheduled Corrective Maintenance

2.9.1 The contractor shall troubleshoot the defective OBVSS system and return system to its fully operational capabilities. Contractor shall respond to an Unscheduled Corrective Maintenance request by the COR within 5 working days.

2.9.2 The contractor needs to notify the COR of removed equipment and return the government property back to the COR for disposition.

2.10 Removal and Reinstallation of OBVSS systems

2.10.1 Periodically, some buses are retired and/or replaced at different Pacific West locations.

This generates the requirement to remove the OBVSS equipment from the retired buses and reinstall the OBVSS equipment on replacement buses.

2.10.2 As requested by the COR, contractor shall remove OBVSS system from old bus and reinstall it into the replacement bus. Cables shall be professionally installed in small conduits (cables shall not be visible). Contractor will provide all required cables/mounting hardware required for the re-installation/new-installations.

2.10.3 Contractor shall remove system from the old bus without causing damage to the bus or leaving visible abandoned cables/hardware.

2.10.4 Contractor shall respond to the Removal/Reinstallation request by the COR within 10 working days.

2.11 Liability

2.11.1. The contractor is responsible for damages causes to the buses or its systems during the course of this contract if attributed to the quality of the contractor’s workmanship.

2.12 Replacement Items

2.12.1 Parts and Materials. The contractor is authorized to purchase all repair parts and/or materials necessary to maintain and sustain the OBVSS. The contractor may not exceed the Not-To-Exceed amount shown in the Materials Contract Line Item Number (CLIN) of Section B, Schedule of Supplies or Services and Prices.
