If no past performance is submitted, would a "Neutral" be assigned to a proposing vendor? Yes
In the solicitation’s QASP attachment, Page 1, Objectives section, first paragraph, last sentence, what is meant by “xyz” in the statement “The contractor shall provide xyz, as described in the PWS”? See revised QASP.
Will the government be providing the contractor with DoDEA brand guidelines to use when designing the website and other deliverables? No, but we have an NDSP logo.
We understand that the current international school information exists in an Excel
Spreadsheet on the DoDEA‐NDSP website. Will other information described in the solicitation such as number of students served, number of post/duty stations, website, address, phone number, and Director’s name be provided in an Excel
Spreadsheet format as well? Yes, see revised PWS section 2.1.
We understand that the new website will need to include an interactive map of international DoDEA‐NDSP schools and their relevant information. Can the government provide more specifications regarding the content to be on the website? That is, what other information will the contractor be responsible for providing on the website, besides the interactive map and school information?
The interactive map that includes the school information will be all that is on the website. We will link the website with the map to our website. See revised PWS paragrapgh 2.1.1.1
There is an existing DoDEA‐NDSP website on www.DODEA.edu/nonDoD. Will the contractor’s website replace it? Or will the contractor’s site stand alone as a separate entity just for the interactive map and digital school information? No, it will be linked to our website.
In the solicitation’s PWS, Task 3 on Page 70, Digital Fact Sheets ‐ Can the government clarify the following?
(1) Will the information on these fact sheets be similar to the information intended to be displayed on the interactive map?
(2) What is meant by “other program data”?
(3) How many fact sheets are expected to be created? Is this one per school, one per region, one for the whole program, etc.?
No, the information in the fact sheets will be different than what is on the interactive map. The map is intended to focus on the school options by duty station/location. The fact sheets are focused on annual statistics such as the number of students served, number post/duty stations, number of schools, number of homeschooling students, by branch of military service, and will be provided by NDSP annually. The intent is a visually appealing presentation of this data, such as infographics. The fact sheets would be by region, and/or country. There would be 5 facts sheets total to include 1 that is program‐wide, and one per region (Europe, Pacific, Americas, Africa).
In the solicitation’s PWS, Task 4 on Page 70, Digital Contact Card – Can the government elaborate on the requirement for the digital contact card?
(1) What information will be provided to the contractor to incorporate into the design the contact card?
(2) What are the expectations or specifications for the contact card?
(3) How does the government intend to use the contact card, i.e. what is its purpose?
The contact card includes the contact information for the program.
The contact card will include contact information by region (Pacific, Europe, Americas) and the services provided (education, invoices, management, administration). There are 8 different contacts to include on the contact card. The contact card should be well organized and visually appealing. It is expected to be digital, and will be used to provide families with information regarding whom to contact when they have questions.
In the solicitation’s PWS, Task 5 on Page 70‐71, Booklet – The solicitation states that each school’s address will be provided to the contractor. Will this address be the school’s mailing address? Or its physical/street address? The address listed on their website. See PWS Section 1.2

The anticipated start of 08‐JUL‐2020 is stated in the solicitation

How many updates does the govt anticipate per year (how many schools added, duty posts added, etc.)‐‐do you have a historical?
Twice per year. Data from this year show 87 new schools added within this year.

One website with all locations where the user selects a location on a map and it zooms in to show the options available.

Will likely be the same schools being updated yearly in addition to any new schools added (last year 87 new schools were added). All data is provided. Updating the current and adding the new.

No, the referenced attachments are to be submitted as part of volume 1 at time of quote submission.
Item 2.3 – Objective 3 – Contractor Manpower Requirement Application (eCMRA) – page 4 ‐ of the Scope of Work ‐ How often can labor hours be reported? Can labor hours be exported from a DCAA compliant system into your system?

Item 3 ‐ page 19 ‐ Addendum 52.212‐1 ‐ Instructions to Offerors ‐ Can a past performance project(s) be sent via email as a link?
No, past performance information shall be submitted in Volume 3 and when citing each source of past performance, the following information shall be included:
• Organization name and address
• Point of Contact name, phone number, and email
• Description of the effort to include performance dates
• Contract Number and Contract Value
Section 2.1.1.2 bullet 1 states there is a single website update yearly.
‐ Does this reference the briefing one pagers and fact sheets?
‐ Will there be other site content authoring needs owned by the vendor?
‐ Will DoDEA users require access and/or training to the content management system?
Yes, the briefing papers and fact sheets are updated once per year.
DoDEA users will not make changes within the management system;
however, will require access to the system.
Task 7 "Delivery of Print and Digital Resources"? If possible, could you please clarify what's specifically being requested in section 2.2.2.1 from Contractors? By "digital resources' do you mean those associated with the digital fact sheets and contact cards, website, and interactive map?
The digital resources include the fact sheets, the contact card, and the briefing papers.
In reference to section 5.1.5, for cloud‐based platforms and products vendors will be unable to provide source code as product companies do not provide this information. Does this imply on‐premise and/or open source content management solutions are preferred?
Please submit the Addendum to License Agreement or Terms of Use, Cloud Questionnaire, and Government Product Accessibility Template attachments.
Section 2.1 states that “DoDEA will provide a spreadsheet with information on approximately 1000 schools worldwide” For the spreadsheet of 1000 schools, will the information be complete, or will the contractor be required to perform research to fill in any data gaps? All information will be provided in the spreadsheet.
In reference to section 2.1.2.2, can you please provide any types of information that might be added to the list provided? There isn't anything additional to be added at this time.
Can you please specify the following regarding Task 3 “Digital Fact Sheets” :
‐ How many are contractors expected to provide?
‐ What size will the fact sheets be?
‐ How many pages/sides per fact sheet?
‐ Can you please verify that a PDF is the delivered file type for the fact sheets?
*The fact sheets are one page in length.
*To include one that is program‐wide, and 4 additional fact sheets by region (Africa, Europe, Americas, Pacific).
*The size would not exceed standard paper size (8 x 11).
*The delivered file is a pdf.
In reference to Task 5 “Booklet”, what size and how many pages/sides should the booklet be? Can you also confirm production would be of 250 units? See revised PWS paragraph 2.1.5.2.
Do you have a budget in mind for production of the booklets referenced in Task 5 or have you produced these before and could provide us with the piece’s printing/binding/paper specifications? Task 5, requires the contractor to provide and not the government.
For the print resources (task 7), can you provide delivery addresses so that we can estimate cost of delivery? See PWS paragraph 2.1.5.4
Are there established branding/designs for these pieces or will we be creating new designs/branding? We have NDSP logos.
