Questions Answers

Student articles can be printed off, but there are no printed teacher guides(they are online) and the activities and assessments are completed online. There is a section for shipping and printed materials. We would be leaving those sections blank. Is that what you are looking for?

The requirement as stated in Technical Exhibit ‐1 is for vendors to provide both print and digital resources.

Would the DOD be willing to accept a proposal for a resource that starts at 2nd grade and is only digital? Yes. As long as the resources are printable and downloadable.

Our bid will include the print along with the digital. I’m guessing that the review will be virtual for your teams – but do you want a copy of the print to be sent in to you for the record? If so – where should it be sent to? No we do not need a print hard copy for our records. A PDF version of the print material will suffice.

Regarding the submission Volumes and page limitations, Section 2. Volume 2 Factor 1 ‐ K‐12 Reading Intervention Resources Specifications, Section 3. Volume 3 Factor 2– Product Training and Professional Learning Approach (10 pages maximum), Section 4. Volume 3 – Past Performance (no page limit), and Section 5. Volume 4 – Price;

a. Should Section 2. Volume 2 Factor 1 and Section 3. Volume 3 Factor 2 be combined into a single Volume 2 with a 10 page maximum?

b. If not, would there be five separate Volumes, where the cited Section 4. Volume 3 – Past Performance and Section 5. Volume 4 – Price would be Volumes 4 and 5, respectively? There are five (5) separate volumes (see Solicitation Amendment for corrections).

Will DoDEA award multiple contracts for 6‐12 Reading Intervention Materials, or just one 6‐12 Award It depends, the best value will be in accordance with the solicitation evaluation criteria.

HE125420Q0014‐Attachment 5‐Questions and Answers

How many people would be receiving product training and how many would be receiving professional learning?

The requirement is to provide hours and not based on number of personnel for product training as stated in the PWS.

Are correlations, for each program vendors submit, due with the RFQ response? It is not a requirement but it would be helpful in evaluation of quotes.

In noting shipping prices, may we note a percentage for CONUS and a percentage for OCONUS? Yes but at time of award a value will have to be inserted in the shipping CLINS.

On Page 80 of the RFP, under 2.1 Objective1: Product Training and Professional Learning; #3 notes that “DoDEA expects product training will not be separately priced.” Does this mean that the six hours of product training for elementary‐level reading specialists and the six hours of product training for the secondary‐level reading specialists delivered via synchronous webinar 3 times (1x for each DoDEA region) will be free to DoDEA?

See Solicitation Amendment for PWS revisions. Vendor shall quote in accordance with their commercial business practice.

Why are the quantities needed different for Teacher Print Resources and Teacher Digital Resources? If our product for teachers is a Teacher Classroom Package that included print and digital resources, what quantity should be used?

See Solicitation Amendment and the Revised Attachment 1‐Pricing Sheet for the quantities for the Teacher Print and Digital Resources

The quantities needed for student print and digital for K‐5 and 6‐12 are noted. If our program spans some of the grades in K‐5 and 6‐12 other than the spans noted on page 80 of the RFQ, what enrollment quantities should we use? See Solicitation Amendment for the update to the PWS Chart (1.3.2)

Will you be accepting electronic submissions for this request, given most states are on stay‐at‐ home orders for the next month?

Yes, If digital access is not available, a PDF version of the print material shall be provided for the same K‐12 Reading Intervention Curriculum and shall be emailed to Ms. Hope N. Woods at hope.woods@dodea.edu.

Can you please clarify whether or not print samples are required (we are able to provide digital samples)?

If print samples are required, can you please confirm the address physical samples should be sent to? RFQ states print (PDF version) and digital. See #20 response

Are we able to submit our own price list based on the quantities on attachment 1 Pricing Sheet? Yes

Can we use DoDEA as one of our references? Yes

Are we to complete and submit pages 3‐25, 32‐78? Yes

Are there pre‐determined locations or dates for the training? Vendors should be able to provide training for any of our three regions based on their time zones.

For the required total contact hours, is there an expected breakdown in how many hours will be delivered and when? Please refer to PWS section 2.1.2‐Task 2, Virtual Professional Learning.

For #5 on pg 82, what are the recommended file types to be provided? See Solicitation Amendment for revisions to the PWS Section 2.1.2.6 #5 and #6.

Should correlations be provided with RFP submission or are they expected with product delivery if selected? If they should be included in the submission, which Volume should they be added to? See #15 response

Our bid will include the print along with the digital. I’m guessing that the review will be virtual for your teams – but do you want a copy of the print to be sent in to you for the record? If so – where should it be sent to? See #20 response
