QUESTION ANSWER
1) How is the mentioned number of runs calculated?
The RFQ shows 679 runs for 51 passenger buses in Zone C and 291 runs for 42 passenger buses in Zone C.
Are we right in assuming that there are usually two runs per day and that the school year has about 180 days?
So are you sure that the number of estimated runs is correct?
The route samples, although sent as examples, suggest that there are 4 buses in zone C. If we divide the number of runs by 2 runs per day and then by 180 school days we get as a result only 2.7 buses per day.
1) Some routes have multiple 51 or 42 passenger buses. Zone C example -
Requires three 51 passenger buses and one 42 passenger bus.
Assuming approximately 190 school days, this would equate to 1140 runs for 51 passenger buses. For the 42 passenger bus it would equate to 380 runs.
Solicitation will be amended to adjust quantities for each SLIN.
2) You have defined the contract period as the period from 09.08.2019 to 31.07.2019. Would the driving services actually have to be provided as of 09-Aug-2019 (one day after the closing date of the solicitation)?
We kindly ask you to inform us how many days the school year consists of and in which period concrete driving performances are to be rendered.
School calendar shows Aug 26th as first day of school and Jun 10th as last day for all students.
2) School starts 26 August (1st grade - 12th grade). Kindergarten starts 3
September. School calendar will be attached to the amended solicitation package.
3) In view of the short time available, it is unfortunately not possible for us to submit documents Volume I and Volume II. Does a price quotation make any sense against this background?
3) Offerors can provide a Technical Capability statement to show their ability provide the services needed for this requirement. Offerors must provide a signed 1449, SF30, Pricing Sheet, CPARS Form FAR 42.15, Letter of Commitment, and Cover Sheet as listed in 52.212-1 in the solicitation.
4) Attachment 3 / Sample Bus Routes, bus size
Do you allow deviations from the number of seats stated in the Route
Samples if this does not fall below the number of students registered on a route?
Does the specified bus size refer to the fact that prohibited or restricted seats have already been subtracted or is the number of seats required before subtraction of restricted or prohibited seats?
4) The 6, 18, 42, and 51 passenger SLINS are meant to require Offerors to provide up to that many "safe" seats for registered riders.
Zone C requires the use of a 42 passenger bus and three 51 passenger buses to service the villages within Zone C - changes in routes are expected and
Offerors are expected to be flexible with changes should they arise.
5) Attachment 1 / PWS, 3.3.5
Are you sure that buses (42- and 51 seater in Daily Commute) must now be equipped with air conditioning? So far this is not the case.
5) 3.3.5 of the Performance Work Statement states that Offerors will ensure all vehicles are equipped with functional climate control and/or operational heaters to ensure that Drivers can maintain the passenger compartment temperature at 65-76 degrees (Fahrenheit). (18-25 degrees Celsius).
6) Do you also allow offers only for individual zones or do we have to bid on all zones?
6) The Government will allow for Offerors to provide quotes for individual zones.
