Performance Work Statement

20 Nov 18 1

Middle School and High School Health Education Curriculum Resources

1.0 Introduction, Background, and Scope

1.1 Agency: The Department of Defense Education Activity (DoDEA) serves the educational needs of the dependents of military and civilian employees by providing PK-12 instruction to about 71,000 students in 163 brick-and-mortar schools. Student enrollment varies based primarily on the deployment of military troops worldwide. DoDEA’s curriculum, resources, and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems. In North America DoDEA runs 51 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoDEA operates 65 schools located in Germany, England, Netherlands, Belgium, Italy, Spain, Turkey and Bahrain. In the Pacific, DoDEA has 47 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA also operates a fully accredited Virtual High School with teaching hubs in the US, Europe, and the Pacific.

1.2 Background: DoDEA does not currently have an active contract for middle or high school health education curriculum resources. DoDEA has adopted the national standards for secondary level health education, which may be found at the following URLs:

https://www.shapeamerica.org/standards/health/?hkey=6e00dd03-1a27-4f65-9066- 157ce6013356 https://www.shapeamerica.org//publications/products/upload/Appropriate-Practices-in-School-Based-Health-Education.pdf.

1.3 Scope: DoDEA expects to make a total of 1-2 awards for middle school and high school health education curriculum resources. The award(s) are expected to be for a 5-year base period plus one option year.

Middle and High School Programs o For both programs, DoDEA requires instructional resources for students and teachers.

Visual design of print and digital instructional resources shall be engaging and easy for students and teachers to navigate.

o Digital offerings shall not require each student to possess his/her own digital device during school (“one-to-one program”) and shall allow for teachers to deliver instruction offline as well (by downloading lessons, printing student work, etc.).

o Note: DoDEA has 85 schools with at least one of the seven grades (6-12).

DoDEA has a wide variety of school sizes and configurations, including nine schools with only a grade 6 and 2018-19 school enrollments ranging from seven students (in the sixth grade of one school) to 1,012 (Ramstein High School).

Middle School Program o Systemwide the enrollment for grades 6-8 is approximately 5,400, 4,850, and 4,400, respectively. There are 64 brick-and-mortar schools serving middle school students, of which eight schools serve only grade 6 and four schools only serve grades 7-8.

The schools range in size from 16-803 students.

20 Nov 18 2 o In the first base year DoDEA requires classroom sets of resources for about 87, 82, and 79, grade 6-8 classrooms, respectively. In the other four base years and option years, DoDEA requires replace/replenish student print materials, estimated at eight percent of the first base year’s total per year and a modest number of teacher print materials.

High School Program o Systemwide the enrollment for grades 9-12 is approximately 13,000 students. In any given year, approximately 3,400 students will take the 0.5 credit health education course. There are 41 brick-and-mortar highs schools and one virtual high school.

DoDEA high school sizes vary greatly, ranging from 80-1,000 students.

o In the first base year DoDEA requires classroom sets of resources for about 72 high school teachers. In the other four base and option years, DoDEA requires replace/replenish student print materials, estimated at about eight percent of the first base year’s total per year and a modest number of teacher print materials.
