ReferenceQuestionRESPONSE
Pricing SheetWhat currency should offerors propose?Offerors shall propose in Yen, the pricing sheet will be modified through an amendment.
The CLIN0003AC Long Haul unit is 30 runs, however, is this 1run a single way to the destination or including the way back to Yokota?Long Haul is round trip. All runs are round trips from yokota to event back to yokota.
Pricing SheetFor long haul CLINs do runs include one way or both? Is long haul different from overnight? The term run is a round trip to an from requested location. Overnight is not transportation it is expenses for staying overnight(i.e. lodging and food.) for the driver.
Pricing SheetFor CLINs 0003AB-4003AB Curricular are listed with 45 runs while the workload attachment is showing 129 trips. Is the 45 runs the correct number for this CLIN?129 is the historical amount of runs (previous years) but next year 145 runs are estimated
Pricing SheetDoes this solicitation include the daily school bus transportation in Yokosuka such as in Yokota ? Does Yokosuka have to be included in submissions?Yokosuka support is an exercisable option in addition to Yokota support. The Yokosuka driver cost needs to be included in just the Yokosuka CLIN
Continuation SheetRegarding the special unscheduled runs to include series of CLIN 0003AA-4003AA Co-Curricular (FAR East), 0003AB-4003AB Curricular and 0003AC-4003AC Long Haul, is the quantity the number of runs per bus operated, not the number of events/activities for which a run is scheduled? For example there may be two or more buses which are operated for the same one (1) event/activity.The quantity was calculated 1 run = 1 bus. Multiple buses would be charged as multiple runs.
Pricing SheetFor the Overnight Travel CLIN is that ane expenditure for overnight travel? If so, what shall the cost (price) be amongst the following three: a. For drivers per bus in a trip, b. Per driver in a trip or C. The maximum of 4 drivers operating maximum two buses. It is to cover expenditures like lodging and food. Per Driver on a Trip
This Student Transportation Service location is located within Yokota AB (Paragraph 1.3.), Service for Yokosuka is stated as OPTION (Para 2.1.10, Para 2.2.3.4) but price list doesn’t described as OPTION, You provide time schedule only for Optional Yokosuka transport service therefore contractor cannot understand how this OPTION is used or your true requirement at Yokosuka. Where is bus parking, how many buses at there? Where contractor can manage admin work in Yokosuka area? Who supervise for Yokosuka service? Since it is OPTION, Is Contractor has right to decline this option?Divers will report to Ikego Motor Pool to provide daily/SPED commute due to short fall requirements (exercisable option). Contract Manager at Yokota will manage admin work for Yokosuka drivers. The Yokosuka STO will be their POC to work with Yokota contract manager to manage work schedule. This Option is an option that can exercise per DoDEA's request. There will be enough buses available for the drivers. Buses will be parked at Ikego Motor Pool.
PWS 2.3.4Request that a word "Normally" in PWS, to be deleted.

2.3.4 Long-Haul Transportation Service provides transportation in support of Yokota HS Athletic and Far East programs. Destinations include but are not limited to Misawa AB, MCAS Iwakuni, Practice Facilities and local Host Nation Schools in the Yokota AB area. Departure times and return times are NORMALLY between 0500 and 2300 hours. This service NORMALLY departs the installation on a Thursday and returns on a Sunday.

My concern is, this "Normally" shall cause drivers short rest at the destination some times.

In case if the departure request will be Friday 24:00 and the destination departure request shall be Sat 5:00, the drivers only can have a short time to rest.

This lack of rest will cause an un-safe hard driving time, and the drivers un-safe is equal to the students.

To ensure a safety long haul trip, drivers resting time shall is be absolutely necessary.

If this "Normally" will be deleted from the term, it will be good to send a bit ASAP without concerning or feeling uneasy.

"The Contractor shall adhere to applicable Host Nation laws, installation regulations, and safety procedures." It is expected that all drivers will adhere to the Host Nation Law dictating required rest periods.
PWSLong distance Transportation Service category CLIN (CO-Curricular, Long Haul, Overnight) looks very similar therefore request more clear guidance. There is no Definition about Double-run, Far East Program and Overnight Travel CLIN. Could you include detail for each CLIN specific information required to calculate the cost otherwise those CLIN will just same costCo- Curricular is typically within the Kanto Plan approx. 100 km from Yokota, Long Haul is when a run requires overnight or when the driver is out multiple days and require lodging at event. Note any additional transportation requirements at the event is also included in the cost of the long haul. As stated before the Overnight travel is to cover expenses for staying overnight during long hauls which is to include lodging and food.
PWSQuestion 4. Other Co-Curricular/Long Haul/ Overnight transportation service costs,. need more information on these below items to calculate the cost.

1. Lodging cost. Describe.

2. Parking fee. Describe.

3. Meal while during trip or staying lodging. Describe.

4. Fuel cost. Describe.

5. These long-distance transportation CLIN Price will be calculated based on

6. These long-distance transportation CLIN Price “Unit of issue“ is indicated as RUN, therefore calculation will be maximum (two) driver and maximum days per run? How many days between Yokota -Iwakuni transportation service per run? 4days 3night?

Parking Fees will be charged to the Parking Fee CLIN. Parking Fee is not only for Long Hauls; many of the curricular and co-curricular runs to include runs to the airport to pick up visiting students flying to Narita and Haneda Airports. Fees very by location. Lodging and Food will be charged to Overnight Travel expenses CLIN. Fuel Cost is N/A and is covered by the government. Long Hauls are 2 driver per bus run and historically require 1 to 3 days of lodging. Example: run leaves on Thursday afternoon arrives Friday AM lodging an parking required Friday. Then bus departs Saturday to return back to Yokota arrives late Saturday night or Sunday morning. This only requires one night lodging the other days would be covered under Long Haul run. Lodging/Meal rates would be base of the JTR. https://www.defensetravel.dod.mil/pdcgi/pd-rates/opdrates5.cgi

2.2. 3.4 Special Needs Transportation (SPED) and also Ikego Route listed in

ATTACHMENT F, will be the buses used for these services are two of those regularly assigned in the Bus fleet at Ikego Motor Pool?
