Question/Confirmation/Comment Answers/Responses

01 What does quantity undefined mean for special needs transportation service?

If there are Subline Item Numbers (example 0001AA, 0001AB, etc.) then the Contract Line Item Number (example 0001) will read as undefined) so then please look at the SLINs (example 0001AA, 0001AB, etc.) for quantity amounts in the solicitation and attachment 2 Pricing sheet.

02 Is it possible to bid only for special needs transportation service, and safety aides attendants sections of solicitation?

In accordance with Solicitation HE1254-20-R-2002:

"The Government anticipates awarding one (1) Firm-Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract to the Offeror using the Best Value Continuum source selection approach, in accordance with FAR Part 15.101-1 (Trade-off Process). The resultant IDIQ contract will only be awarded to Offeror who is deemed responsible in accordance with FAR Part 9 and whose proposal conforms to the solicitation, and will be most advantageous to the Government, price and other factors considered.

By submission of its proposal, the Offeror agrees to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in a proposal being determined unacceptable for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale."

03 What are the components cost per run, assuming each run constitutes 40 miles. For instance: labor cost, depreciation and administrative costs?

All the technical information concerning particular nature and matter of what constitutes a 'run' is provided in the PWS (Attachment 1) on page 20. Price accordingly for this FFP type contract.

04 Page 56 (52.216-22 Indefinite Quantity) paragraph b states that the government shall order at least the quantity of supplies or services designated in the schedule as the minimum. On page 55 the minimum is listed as 5 runs. Does this mean that, in the occurrence of a shutdown like the one we are currently experiencing, the contractor can bill 5 runs/day for scheduled school days that are cancelled and not made up later? If not, what would that

This clause means the government will order a minimum of 5 Runs on the entire task order to fulfill the minimum requirement for the task order. The task orders are the orders issued, so, it is not a per day minimum ordering scheme. Please refer to PWS 2.1.10 for schedule adjustments.

05 In 2.1.11 of the PWS (and later in 2.2.1 and repeated in other places), scenarios are described where, during a bus run, COR direction needs to be given.

What is the contingency plan for when the COR cannot be reached via telephone or e-mail?

Attempt to call the ACOR, if they cannot be reached, contact the District Transportation Supervisor (DTS) , District Logistics Chief (DLC) and School Officials.

06 In 3.1.6.2 of the PWS it states that communications need to be portable and require no external connection to the vehicle. Are you requiring handheld only radios, or will a combination of cell phones and onboard radios be sufficient?

A cell phone is a two-way, portable communication device. PWS 3.4.9.9 Drivers shall not use mobile devices without hands-free abilities, for the duration of the run.

07 In 3.3.2 of the PWS it states that vehicles must comply with DoDEA requirements. Where can these requirements be found? Are they related to state school bus specifications?

Federal and State standards, DoDEA 4500.01 (https://www.dodea.edu/Offices/PolicyAndLegislation/upload/DoDEA-AI-4500-01-Use-Non- Tactical-Vehicles-Signed.pdf.)
