Amendment 1, Proposal Preparation and Submission Instructions, Volume I – Technical Proposal (Factor I)
Regarding RFP Proposal Preparation and Submission Instructions, Paragraph 2.i, Volume I, the instructions state that each of the three sub-factors should be addressed in separate sections, each printed independently. As this is to be an electronic submission, should the Offeror create three separate electronic files, each distinctly identified for each sub-factor?
Government Response
“Printed independently” in the first sentence under VOLUME I– TECHNICAL PROPOSAL (FACTOR I) on page 202 of the original solicitation is deleted, as submission of proposals must be via email see paragraph (h). Please provide each distinctly identified sub-factor in your electronic response. There is no need to create separate electronic files for each sub-factor, so long as each is addressed separately, under a separate heading.
Amendment 1, Proposal Preparation and Submission Instructions, Volume I – Technical Proposal (Factor I), para b.
Regarding RFP Proposal Preparation and Submission Instructions, Paragraph 2.i, Volume I paragraph b, please confirm that Offeror descriptions of prior experience may include experience of both the Prime and all subcontractors, as appropriate to the Objective.

Government Response Please provide a staffing plan that addresses a detailed explanation of how the offeror will staff all positions, so as to meet the PWS and solicitation requirements, within 10 days of any task order issuance.
Amendment 1, Proposal Preparation and Submission Instructions, Volume I – Technical
Regarding Proposal Preparation and Submission Instructions Paragraph 2.i, Volume I paragraph c, the requirement emphasizes that offerors should staff all positions listed in the PWS. The PWS does not identify any “positions”, it just refers to the term. Please clarify what positions offerors are to propose in their staffing plan.
Proposal (Factor I), para. c
Government Response Each position is a CLIN/SCLIN for which a monthly rate must be provided. The exceptions are informational CLINS which do not have a quantity and CLINs 0018, 1018, 2018, 3018, 4018, which are all travel CLINS/SLINS and should not be priced.
Amendment 1, Proposal Preparation and Submission Instructions, Volume I – Technical Proposal (Factor I), para. c
Regarding Proposal Preparation and Submission Instructions Paragraph 2.i, Volume I paragraph c, the requirement states that offerors must demonstrate their ability to staff a qualified workforce. The RFP does not identify any required qualifications. Please provide a list of workforce qualifications, including education, years of experience and associated skills, and any other technical qualifications not described in PWS Sect5ion 3.11.
Government Response All required qualifications/certifications are stated in the PWS.
Amendment 1, Proposal Preparation and Submission Instructions, Volume II – Past Performance (Factor II)
Regarding Proposal Preparation and Submission Instructions Paragraph 2.i, Volume II Past Performance, please clarify the total number of past performance references required, broken down by the number required to be submitted by the Prime contractor (Offeror) and the number allowed to be submitted by Offeror subcontractors.
Government Response
There is no limit to the number of past performance references. As stated in the solicitation, there is a page limit for past performance information provided in the offeror’s proposal. Offerors must note that more weight will be given to past performance efforts of the offeror (Prime Contractor submitting a proposal) than any of the past performance efforts of the offeror’s proposed subcontractor(s).
Amendment 1, Proposal Preparation and Submission Instructions, Volume II – Past Performance (Factor II)
Regarding Proposal Preparation and Submission Instructions Paragraph 2.i, Volume II Past Performance, will the Government provide a Past Performance Reference form that includes the specific information and format which the Government requires to be included for evaluation? Without such a form, or a description of the information the Government will be evaluating, a comparison of past performance information across different offerors cannot be made.
Government Response There was a form posted with the RFP. Please carefully review the posting.
Amendment 1, Proposal Preparation and Submission Instructions, Volume II – Past Performance (Factor II)
Regarding Proposal Preparation and Submission Instructions Paragraph 2.i, Volume II Past Performance, please provide the date by which the Government requires completed PPQ’s to be received.
Government Response All past performance questionnaires must be provided by the closing date of the RFP.
15 Amendment 1, Proposal How does the government intend to evaluate offeror pricing without critical information such as LCATs, Preparation and Submission Instructions, Volume III – Price Proposal (Factor III) experience and education to determine if the pricing is realistic and able to meet the customer’s requirements?
We recommend requiring offerors to submit LCATS, experience, and education for all positions.
Government Response All services in the RFP are commercial. As such, the Government will not require additional pricing information outside of the monthly rates. In the event additional information is needed, the Government may ask for other than certified pricing data in accordance with FAR 15.404-1.
Amendment 1, Proposal Preparation and Submission Instructions, Volume III – Price Proposal (Factor III) (d), LOE_ITSS_Final.xls, and
HE1254-17-R-
90002_Price_Guide_Final .xls
The example provided is incorrect as written when compared to the LOE_ITSS_Final.xls. The RFP states, “For example, CLIN 0002 has two SCLINS. SCLIN 0001 has a max of 156 months. This means the maximum the Government would order for the base period of SCLIN 0001 under CLIN 0002 is about 13 FTEs working for 12 months for a total of 156 months.” The LOE_ITSS_Final.xls lists SCLIN 0001 under CLIN 0002 as 10 Level of Effort (# individuals), 12 Level of Effort (in Months), 120 Annual Rate – Total. The HE1254-17-R- 90002_Price_Guide_Final for CLIN 0002, 0002AA with a maximum quantity of 156. Can the Government please confirm that the information provided in the LOE_ITSS_Final.xls is complete and accurate and synchronized with the information provided in the HE1254-17-R-90002_Price_Guide_Final.xls?
Government Response
The LOE document is an estimate. It is not supposed to match the solicitation with regard to quantities. The solicitation lists a “Maximum” quantity that the Government may order for a specific period of time. The LOE is simply an estimate of the first task order and should not be confused as anything more than just an estimate for planning purposes.
Amendment 1, Proposal Preparation and Submission Instructions, Volume III – Price Proposal (Factor III) (d), and HE1254-17-R- 90002_Price_Guide_Final .xls
Based on the example provided, it appears the Government is asking for pricing based on dividing the Max Quantity column in the HE1254-17-R-90002_Price_Guide_Final spreadsheet by 12 and pricing out the resulting est. FTEs for a unit price. This does not allow for accurate pricing of an FFP contract because there are too many variables present that would preclude the Government from performing a fair evaluation of offerors since the Government is not providing LCATs, experience, education, and other requirements. Additionally, the Government is not providing enough information for future tasks and what those tasks might entail for an offeror to provide an accurate costs. For example. CLIN 0001, 0001AA Help Desk / Call Center Support (Tier 1) lists a Max. Quantity of 108. This would give an estimate of 9 FTEs on which to base pricing based on the Government instructions. However, a Task Order could be issued with requirements that only require 4 FTEs or a Task Order could be issued with requirements that need 12 FTEs. Using the Government proposed pricing methodology with no insight or detail would result in contractors potentially over charging in the case where the FTEs are less, and drastically under charging if the requirements are higher. Will the government considering providing additional information on each CLIN to preclude pricing protests due to lack of information on proposed TOs that they be issued?
Government Response
All services in the RFP are commercial, and the PWS and solicitation define requirements for tasks, including any requirements such as clearances. As stated in the solicitation “The unit price represents the price for one month worth of service performed by one full time equivalent (FTE).” This means that the Government can order any number of FTE’s for a specific period of time as long as it does not exceed the maximum number of months listed on each CLIN/SCLIN. For example, a CLIN can have annual maximum of 24 months. This could mean 2 FTEs working for 12 months each or 4 FTEs working for 6 months each. It can also mean any other combination of FTEs that does not exceed the maximum.
Amendment 1, Proposal Preparation and Submission Instructions, Volume III – Price Proposal (Factor III) (d), and RFP attachment file
HE1254-17-R-
90002_Price_Guide_Final .xls
We request the Government evaluate pricing based on cost and price realism?
Government Response All services in the RFP are commercial, and firm-fixed-price. The Government will not change its evaluation method stated in the solicitation.
Amendment 1, Proposal Preparation and Submission Instructions, Volume III – Price Proposal (Factor III) (d), and RFP attachment file
HE1254-17-R-
90002_Price_Guide_Final .xls
How will the Government hold offerors responsible if task orders require more than the maximum number per their instructions? What is the process if this happens?
Government Response The Government does not intend to exceed any of the maximums stated in the RFP. A provision under FAR 52.212-4, which is incorporated by reference in the solicitation and will be included in the resulting contract, addresses any contract changes.
Amendment 1, Proposal Preparation and Submission Instructions, Volume III – Price Proposal (Factor III) (d), and RFP attachment file
HE1254-17-R-
90002_Price_Guide_Final .xls
Is the Government going to allow ECPs to CLINS based on the limited information provided? For instance, if the Government estimates that a maximum order quantity is 108 or approx. 9 FTEs and reality dictates that the mission cannot be accomplished with those manpower numbers, is the Government going to allow price revisions for a given CLIN or is the Government going to hold the offeror to the CLIN amount they submit? Due to the lack of clarity in requirements, there is a high probability that the effort required to satisfactorily address requirements may exceed the Government estimates. This may result in post-award cost inflation and potential protests from other offerors based on price guidelines and unclear requirements.
Government Response
The RFP is for a Firm-Fixed-Priced contract with CLINS/SCLINS. Offerors are required to price each CLIN/SCLIN accordingly. Each month purchased for a CLIN/SCLIN represents a month’s worth of effort accomplishing the objective and tasks listed in the CLIN/SCLIN. The Maximum quantities are set to establish a ceiling for which the proposed ID/IQ contract cannot exceed.
Amendment 1, Proposal Preparation and Submission Instructions, Volume III – Price Proposal (Factor III) (d), and RFP attachment file
HE1254-17-R-
90002_Price_Guide_Final .xls
What was the methodology used by the Government to derive the maximum quantity numbers in the price spreadsheet?
Government Response The maximum for each CLIN is based on the Government knowledge of mission needs. It is not anticipated that the Government’s mission will change in such a manner which will warrant exceeding the maximums stated on the RFP.
Amendment 1, Proposal Preparation and Submission Instructions, Volume III – Price Proposal (Factor III) (d), and RPF attachment file
HE1254-17-R-
The Government appears to be mixing concepts between FFP, FFP LOE, etc. Would the Government clearly explain the intent of their pricing model? Under a FFP-LOE term contract the contractor is obligated to perform specified work within a specified period of time until it has expended a stipulated level of effort (usually a number of hours), at which point its obligation is at an end and it is entitled to payment of the firm-fixed-price. While, the FFP-LOE contract is appropriate when you want the contractor to do work for which there is no natural completion state and the only practical way to specify the contractor's obligation is to stipulate a number of hours of work. However, in this instance the work is too vague to indicate specifics on future Task
90002_Price_Guide_Final .xls
Order requirements other than providing the offeror with a maximum quantity. Without clearly indicating specifics on future task orders, this may result in inaccurate pricing, potential of offerors to under / over bid, and may result in potential cost modifications if future task orders exceed Government estimates. Additionally, the hours required may shift and change based on changing Government requirements during execution. We request the Government reexamine their pricing methodology and clearly articulate current and future requirements with specifics in order to facilitate accurate pricing.
Government Response
The Government has included a Level of Effort document to provide a forecast of what the first task order will look like, and a PWS and CLINs/SUBCLINs to define the tasks and any requirements (such as clearances). The requirement is being procured via an ID/IQ contract vehicle. Specific details on future orders are not known, but as you note, the ordering clause at 52.216-19 ORDER LIMITATIONS. (OCT 1995) provides order minimums and maximums. If there is an unanticipated change in the contract’s scope over the course of this procurement, or after award, the Government will follow law and regulation to address such a change.
Amendment 1, Proposal Preparation and Submission Instructions, Volume V – Contract Documentation
Regarding Proposal Preparation and Submission Instructions, Volume V Contract Documentation, please confirm our understanding that the Offeror’s proposal must include a signed SF 1449 and SF 30(s) and not a copy of the entire solicitation documents.

90 RFP attachment file Will the Government provide LCATS, experience and education requirements associated with each SCLIN? This
LOE_ITSS_Final.xls will ensure an apples to apples comparison of Offerors’ pricing and preclude one company from under bidding based on personnel costs at a lower than acceptable standard for meeting performance.
Government Response The Government will not provide experience and education requirements. The offeror is expected to staff personnel qualified to perform the tasks as stated in the PWS.
91 RFP attachment file, LOE_ITSS_Final.xls
Regarding the CLIN Minimum/Maximum Quantity and CLIN Value, we assume the minimum and maximum quantities shown are in months. Is this correct?
Government Response Correct, the minimum and maximum quantities are shown in months.
92 RFP attachment file, LOE_ITSS_Final.xls
Regarding the CLIN Minimum/Maximum Quantity and CLIN Value, please clarify what is meant when the Minimum Amount is left blank.
Government Response
When a CLIN is left blank (Without Minimum/Maximum Quantity) it means that the CLIN is an informational CLIN designed to house the SCLINS which will be used to order services. In this case only the SCLINS are priced.
This is the case for CLINS 0001, 0002, 0003, 0007, 0009, 0010, 0011, 0012, 0015 and their options.
The “LOE_ITSS_Final.xls” document is just an estimate for planning purposes. It is not meant to be priced. The LOE document is designed to provide offerors with a snapshot of what the Government anticipates ordering for the first task order. But it is only an estimate.
RFP attachment file, HE1254-17-R-
9002_Price_Guide_Final.
xls
The Price Guide spreadsheet only provides a single line for each SCLIN. Most of the SCLINs require multiple labor categories and skill levels to execute the required activities. Please clarify what the Government wants for a single line entry. For example, does the Government want offerors to enter an average cost, blended cost, or a maximum cost?
Government Response Offerors shall submit the final unit price for each CLIN or SCLIN. Each CLIN/SCLIN represents a single labor category. The Government does not agree with the notion of multiple labor categories for each CLIN/SCLIN.
94 Page 172, Section 3.1 Security
Facility Security Clearance Levels states:
"The prime contractor will be required at a minimum to have a Top Secret facility security clearance (FCL)." This requirement is consistent with information provided by the DoD OIG Security Officer during the Industry Day Brief. However, the solicitation introduced a new facility clearance requirement. For example, on page 202, Cover Letter subparagraph g it states: "All offerors must possess a facility clearance level (FCL) of Top Secret/SCI by the closing date of the solicitation". Similar language appears on page 206, 2nd and 3rd paragraphs, where it states: "Offerors must possess a Top Secret/SCI FCL by the time the solicitation closes". At your earliest opportunity, please advise which security requirement applies.
Government Response Please see Amendment 01. It corrected the clearance level to a “Top Secret” Facility Clearance Level.
95 On DD254 - Page 4
"The Contractor shall provide personnel with clearances up to the "TOP SECRET/SCI" level for some tasks which are identified and SECRET for all others".
We hold Top Secret Facility clearance, are we eligible to bid?
Government Response All Offeror’s who hold a Top Secret Facility clearance are eligible to submit a proposal as a prime contractor, as stated in the solicitation.
96 Section 3.1 Security We have previously tried to attain one, however we were denied based on not having a current business need.
With that being said, we have a potential sub that does have the TS clearance, we have the past performance.
Would you allow for a sponsorship or allow us to bid under them for this effort?
Government Response Please adhere to the requirements of the solicitation with regard to the clearance requirements.
97 General RFP I am inquiring on HE1254-17-R-9002 to find if there are incumbent(s) on the contract? If so, who is/are the incumbent(s)?
Government Response Phacil is currently doing some of the work listed in the solicitation. However, there are several new requirements in the PWS which do not have an incumbent.
98 Due Date
The current proposal due date is 7 June; however, our ability to submit the proposal by that date is hampered by the following: (1) the RFP was released on Friday 12 May, immediately before a weekend and the facility clearance requirement cited in the RFP - TS in one place and TS/SCI in another caused confusion and delayed the start of our proposal efforts until a clarifying RFP amendment was issued on Tuesday, 16 May and (2) the Memorial Day weekend (a major and long planned holiday travel weekend for the entire country) occurs during the proposal preparation cycle. These two factors will impede our ability to meet the current proposal due date.
Consequently, we request the proposal due date be extended by two weeks.
Government Response The solicitation will be extended to close 12 June 2017 at 12:00 p.m. EST.
99 Due Date The solicitation was issued on Friday, 12 May 2017 in the late afternoon with proposals due on 7 June 2017. Although this is a commercial item solicitation, we believe the size and complexity of the requirement warrants at least 30 days in order to provide a reasonable opportunity to respond. We respectively request the government consider extending the solicitation response time by two weeks, allowing proposals to be due 21 June 2017.
Government Response The solicitation will be extended to close 12 June 2017 at 12:00 p.m. EST.
