STATEMENT OF WORK
Advanced Placement® Literature and Composition &
Advanced Placement® Language and Composition Curriculum Resources
1.0 INTRODUCTION
1.1 The Department of Defense Education Activity (DoDEA) serves the educational needs of the dependents of military and civilian employees by providing PK-12 instruction to approximately 74,000 students in seven states, eleven foreign countries, Guam, and Puerto Rico. The number of students varies based on the deployment of military troops worldwide. DoDEA’s curriculum, resources, and student achievement scores on standardized assessments compare favorably to high-performing US public schools.
1.2 DoDEA is divided into three administrative areas. DDESS (Domestic Dependent Elementary and Secondary Schools) covers seven states, Puerto Rico, and (for administrative purposes) Cuba. DoDDS (Department of Defense Dependent Schools) is divided into DoDDS-Europe and DoDDS-Pacific.
DoDDS-Europe consists of England, Germany, Italy, Belgium, Netherlands, Spain, Portugal, Turkey, and Bahrain. DoDDS-Pacific includes Korea, Japan (mainland and Okinawa), and (for administrative purposes) Guam.
2.0 BACKGROUND
2.1 DoDEA has recently adopted the Common Core State Standards in ELA/literacy and Mathematics which
DoDEA refers to as College and Career Ready Standards (CCRS) for English Literacy and Mathematics.
These standards reflect the knowledge and skills students need for success in college and careers.
2.2 DoDEA has identified two priorities related to the DoDEA Community Strategic Plan (CSP) goals:
Priority 1 addresses the adoption of the CCR, whose curriculum standards are rigorous, research-based, and reflect the knowledge and skills our students need for success in college and careers.
Priority 2 requires the establishment of an organizational structure with the capacity to effectively manage, operate, and sustain a high-quality, worldwide, unified PK-12 school system to ensure our students achieve the CCR standards.
3.0 SCOPE
3.1 DoDEA requires textbooks, teacher supplementary materials, and classroom sets of novels that are based on the College Board’s Advanced Placement ® program for both AP® English Language and Composition and AP® English Literature and Composition.
3.2 DoDEA expects to award up to two firm fixed price Requirements type contracts—one for each course with a period of performance of one 12-month base year followed by up to four consecutive 12-month option periods. The estimated number of students enrolled in the base period (SY16-17) is shown below:
Estimated Course Enrollment in SY16-17
Categories Americas Europe Pacific Totals
Students Staff Students Staff Students Staff Students Staff
AP® Literature 152 9 452 28 326 21 930 67
AP® Language 204 9 613 28 443 21 1,260 67
3.3 The quantity of instructional materials required during the four option periods (SY17-18, 18-19, 19-20, 20-
21) is estimated to be approximately five percent of the base period (SY16-17) order per year. DoDEA cannot guarantee or confirm actual order quantities for the base or option years.
