Q&A AMENDMENT 0003

AMENDMENT 003 ELA 9-12 QUESTIONS (Q) and Answers (A)

Q1. Will DoDEA consider a supplemental online literacy solution that does not have a print component?

Answer Q.1: No, we require hardbound and digital materials working together as a comprehensive balanced literacy program.

Q2. At present we don't offer a digital subscription product- just the print materials and eBooks (for teacher material only), is the digital subscription a must have for the DoDEA bid?

Answer Q.2: Yes, the digital subscription is a must have per SOW 4.1.2a which states, “Each grade level/course shall include: ELA student textbooks (hardcover and online access) for grades 9‐12 with corresponding teacher editions (hardcover and/or online access).”

Q3. I think I found errors on pages 73-74 regarding option year 7 for grades 10 and 11. Grade 11 is repeated and grade 10 is omitted. Can you clarify?

Answer Q.3: Thank you for bringing this to our attention. That is an error. Grade 11 should not be repeated and grade 10 should not be omitted. This has been corrected in the revised Solicitation dated December 8, 2015.

Q4. The RFQ asks for 6 year digital subscriptions in Option Years 1-5. Is the government requesting a new 6 year subscription in each of these option years, or is the expectation that the entire 6 year subscription will be purchased in the Base Year?

Answer Q.4: DoDEA expects, in the Base Year, to purchase a 6-year subscription for digital (web-based) student and teacher resources. Option years 1-5 have been adjusted in the revised Solicitation dated December 8, 2015 to correspond with and end when the 6-year base year subscription ends in 2022.

Q5. Regarding Volume 4 – Price; if a vendor offers single and multiple year subscriptions, would you like the quoted price to reflect the various durations offered or only the single year offered for the Estimated DoDEA Enrollment in SY16-17?

Answer Q.5: DoDEA requires 6‐year subscriptions in the Base Year, 1‐year subscriptions in Option Years 6‐9, and would only like quotes for those specific durations and quantities that we have identified. The RFQ was also amended via Amendment 0002 to modify subscriptions in Option years 1‐5 that will have a corresponding period of performance to the 6‐year initial subscription in the Base Year, so that all subscriptions if exercised, end at the conclusion of Option Year Five. Therefore, DoDEA requires 5‐year subscriptions in Option Year One, 4‐year subscriptions in Option Year Two, 3‐year subscriptions in Option Year Three, 2‐year subscriptions in Option Year Four, 1‐year subscriptions in Option Year Five, and requires quotes for those specific durations as identified. Please see conformed copy of solicitation in previous Amendment 0002 for the complete Schedule of Supplies.

Q6. Regarding the submission address for Quotes and Materials, what address should we mail the “Quotes and Materials Submission” volumes?

Answer Q.6: See below:

DDESS Area Service Center Attn: Debra Markart 700 Westpark Drive Peachtree City, GA 30269

Q7. On page 74, Grade 10 is missing from Option Year 7.

Answer Q.7: Thank you for bringing this to our attention. That is an error. Grade 11 should not be repeated and grade 10 should not be omitted. This has been corrected in the revised Solicitation dated December 8, 2015.

Q8. Item Numbers 0001AD Student Digital Resources and 0001AE Teacher Digital Resources note: "Base Year (6-year subscription) to include technical support..." Do Option Years 1-5 require additional digital for the number of students and teachers noted for each Option year as the Student Digital Resources and Teacher Digital Resources are noted in each Option Year 1-5, or should we just include a price for the print materials (Student Texts, Student Readers and Teacher Supplementals)? Are these replenishment copies or new students and teachers?

Answer Q.8: Option Year 1-5 can be either replenishment or new students’ and teachers’ copies. If pricing differs, vendors may provide two separate prices. 1) Print material only (Replenishment) to exclude digital resources; and 2) Print and Digital, (New) to include digital resources.

Q9. Option years 6-9 request prices for Student and Teacher Digital Resources, instead of quoting each Option Year, may we combine them to offer a lower price for all 4 years? If so, would you prefer one quote for Student and Teacher Digital Resources for Base Year - Option Year 9?

Answer Q.9: No. For Option Years 6‐9, we specifically require a quote for 1‐year subscriptions each of those years.

Q10. The following 3 questions are related to Volume 1 Paragraph d: RE: FAR provision 52.212-3:

Q10a. If our SAM status shows Active, are we in compliance with this provision?

Q10b. Is verification of completed paragraph (b) within SAM sufficient for the RFQ?

Q10c. If printed documentation is necessary, where does one locate the necessary document to complete and submit?

Answer Q.10a: No, having an active SAM profile alone does not indicate compliance with the provision.

Answer Q.10b: Paragraph (b) cannot be completed within SAM. The fill‐in under (b)(2) is an area to list exceptions. If the vendor takes no exceptions to this paragraph a simple statement that the vendor takes no exceptions to the paragraph is sufficient.

Answer Q.10c: The full text of FAR provision 52.212‐3 is included in the conformed copy of the solicitation in Amendment 0002.

Q11. The Tech requirements include support responding in one business day. How this should be interpreted to allow for time zone differences as well as Federal and local holidays?

Answer Q.11: A Federal holiday or local holiday would not be a business day, therefore if a question is asked the day before a Federal holiday the answer would be expected by the close of business the day after the Federal holiday. Although we are a global agency, we are not requiring 24/7 or weekend support. One business day is based on Eastern Standard Time (EST), therefore if a question comes in at 1200 Japan Standard Time (JST)

Friday /2000 EST Thursday a stateside vendor would have the entire EST business day (Friday) to respond. The response would be waiting upon the users return on JST Monday.

Q12. For the responses requested in electronic format, is creating a CD-ROM with Excel, Word and PDF documents an appropriate format?

Answer Q.12: Yes.

Q13. The following three questions are related to the CCRS as noted in 4.1.1 (b) Q13a. How will DoDEA handle any changes or revisions to CCRS? Would a new RFQ need to be issued?

Q13b. If CCRS is revised, would the publisher be required to update materials for the Option Years?

Q13c. If the publisher updates materials to reflect any CCRS revisions, would the DoDEA accept these new materials for the Option Years?

Answers Q.13a-c: At this time DoDEA has not made a decision concerning how we will address future potential revisions to CCRS. If changes occur, we will need to assess the extent of the revisions and how they would affect the materials prior to making a decision concerning whether the materials would need to be revised in option years or whether a new RFQ and contract would need to be issued and awarded.

Q14. Can a previous contract with the DoDEA for a different textbook program be used to satisfy one of the three recent contracts under Past Performance, Volume 3, Bullet A?

Answer Q.14: Yes.

Q15. Return of Materials: You are requesting a ‘merchandise authorization number’, under Administrative Information in Volume 1. I do not see that request within Volume 1. We prefer to send return ship labels to accompany our materials. Is this acceptable?

Answer Q.15: DoDEA requests a return merchandise authorization (RMA) number. It is also acceptable to send return ship labels to accompany your materials.

Q16. Possible Materials Set Up: Does DoDEA intend for vendors to set up materials for the TET Review? If so, can you please provide the date and location?

Answer Q.16: Vendor’s may set up their materials from 9am to 4 pm (EST) on January 22, 2016. Vendors are required to notify Tracey Wilder at tracey.wilder@hq.dodea.edu, if they intend to set-up their materials.

Q17. Volume one, page 114 asks for responders to complete DFARS Clause 252.209-7992.

However, this document does not appear to be included in the RFQ, but 252.209-7991 is (p 141). Shall we use 252.209-7991 in our reply?

Answer Q.17: DFAR Clause 252.209-7992 is attached to this amendment.
