SUBJECT: The following six (6) questions were received in DoDEA Procurement Division within the time period specified in the solicitation document Request for Quote # HE1254-11-T-0014 for Supplemental Online High
School Courses.
The purpose of this amendment is to provide answer to the six questions These are the responses for the supplemental solicitation.
1. Question: What specific VLE (Virtual Learning Environment) does DoDEA use for your existing online courses?
Answer: At this time, DoDEA uses Blackboard 8.0.475.0. However we plan to upgrade to 9.0 this summer and may use another VLE in the future pending contractual arrangements.
2. Question: You indicate the option for either Contractor-hosted or DoDEA-hosted courses. Is your VLE large enough to host all anticipated purchases of online courses?
Answer: Yes.
3. Question: In the Requirements (4.0) you indicated 30 courses listed below in your Menu of Online Course
Offerings (4.1.3), but I see 23 courses are listed. Please explain.
Answer: See Amendment #1, Page No 8 & 9.
4. Question: Is it allowable for vendors to submit more that 30 courses? If so, do you have a cut-off limit as to the number of courses that are submitted in a bid?
Answer: Please submit the number of courses that you deemed applicable to this requirement. Upon the award, DoDEA will request & issued specific # of courses as needed on delivery orders.
5. Question: In the SF 1449, do your QTYS for CLINs 0001-0004 indicate the number of estimated seats
FOR EACH COURSE?
Answer: No.
If so, then you estimate that 400 students might take any of the core courses we might offer? Please provide how this QTY distributes across anticipated 23-30 online courses. This information is necessary to figure a total cost amount.

Answer: The number of 400 seats is listed to provide an estimate for determining price breakdowns by #s of seats. We are not able to provide anticipated numbers per course at this time.
6. Question: It is possible that many of our online courses for 9-12 will also be offered in the Perpetual
Licensing RFQ. Though I realize these are two different RFQs, for two different platforms of delivery, I can also see that you are asking for some of the same courses twice.
Answer: Since this is a solicitation for base + five years, we are planning for long-term and short term solutions in order to best meet the needs of our students.
