SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
May 4, 2011
TO: All Prospective Responders
FROM: Hector Vega, PMP, CM
Contracting Officer HQs, DoDEA, Procurement Division 4040 N. Fairfax Drive Arlington, VA 22203
SUBJECT: The following questions were received in DoDEA Procurement Division within the time period specified in the solicitation document Request for Quote #HE1254-11-T-0009 for an Autism Program.
Q1: Is the Government assuming this "comprehensive program" has already been designed?
Answer: The Government assumes that it is likely that such a program does already exist or a specific program is on the market that can be revised or updated to meet the specified requirements.
Q2: Two major components in considering this solicitation is the required time to develop an online assessment that can meet the needs of students PK - 12 and how do we connect those results to the IEP in a way that mastery of criteria can be tracked all through one system?
Answer: The Government is seeking a training module for staff. Staff will need to a starting point to use the training modules. The training module will include an assessment component to determine a starting point for the staff working with this particular student. Once at a starting point, the training module will include a tracking component for staff to monitor student progress. The module will also include possible goals/objectives that can be used to develop an IEP for the specific student.
Q3: What portion(s) of the IEP is the government looking to generate?
Answer: The portions of the IEP that the Government is looking to generate would be information to add to the “present level of performance” and information to assist in developing goals and/or objectives for the student.
Q4: Is the Government assuming that all students who respond a certain way to a particular set of questions will benefit equally from a recommended set of instructional strategies?
Answer: The Government does not assume that all students who respond a certain way to a particular set of questions will benefit equally from a recommended set of instructional strategies. It is assumed that research based teaching strategies to address specific behaviors may likely be successful with most students exhibiting such behaviors.
Q5: Is the Government's intent to create a system that pre-populates from existing school records and from the needs assessment in order to generate a template for an IEP with this data already in it?
Answer: It is not the Government's intent to create a system that pre-populates from existing school records and from the needs assessment in order to generate a template for an IEP with this data already in it. The government would like to use information generated on a student from the training modules to assist in developing an IEP.
Q6: Is the Government's intent to provide IEP options or possibilities for the Educator or Paraprofessional from which to choose?
Answer: It is not the Government's intent to provide IEP options or possibilities for the Educator or Paraprofessional from which to choose.
Q7: Is it the Government’s intent to also include in digital training modules the training necessary to effectively utilize the needs assessment module and training in writing IEP goals and objectives that are both measurable and reasonably attainable for each individual student?
Answer: It is the Government's intent to provide training modules that relate to the needs assessment module not to provide training in writing IEP goals and objectives that are both measurable and reasonably attainable for each individual student.
Q8: Does the mastery criteria in this case refer directly to the IEP objectives written in such a way that outcomes are quantifiably measurable with a reasonable expectation the student will be able to achieve the objectives with the appropriate implementation of instructional strategies that meet the needs of the individual student?
Answer: No, the mastery criteria do not refer directly to the IEP objectives. Mastery criteria would refer to the student’s mastery of the material presented in the specific training module.
Q9: Is it the Government’s intent to procure IT support as well as having available trained educational professionals available to assist teachers with the implementation of the strategies covered in the training modules?
Answer: No, it is not the Government’s intent to procure on-going IT support but rather initial IT support to assure program use. The training modules should be user friendly and specific enough that on-going trained educational professionals are not required.
Q10: Is it possible for some of the requested supplies/services listed on page 3-5 to be delivered after August 1, 2011?
Answer: Yes, this is a possibility.
Q11: Is it possible for some of the features listed in Section 5.4 on page 24 to be delivered after August 1, 2011?
Answer: Yes, this is a possibility.
Q12: In the Section 5.5 of the Request for Quote, it states that “all windows, fly-out menus, etc. shall work from within an environment that blocks popup windows. Additionally, all web-based software shall not require the use of streaming videos or downloads, such as Java Applets.” Specifically, the general requirements call for a vendor-hosted system that includes digital video-based exercises and training modules. Our web-based program meets these requirements by providing proprietary content delivered in a secure format to users through streaming video (i.e., Flash). Within this secure format, there are also aspects that include popup windows related to our content. Given the nature of the general requirements, it does not appear that the technical requirements are aligned with this specification regarding video-based content. How do you advise we proceed regarding this specific Technical Requirement (5.5)?
Answer: All windows, fly-out menus, etc. shall work from within an environment that blocks popup windows. Additionally, all web-based software that requires the use of streaming videos will include formats for varying bandwidth capabilities.
Q13: At this point, to your knowledge, will there be another solicitation issued for Autism TRAINING (not only program)?
Answer: No.
Q14: Also, would it be possible to obtain copies of previously submitted proposals for solicitations of similar nature (continuous education, teacher training etc.)?
Answer: No.
Q15: In section 4.1.3 of the description of this project. Is the comprehensive curriculum targeted towards students? Is the anticipation PK-12 students will watch video based exercises or lessons that span various skill levels, and teachers will be provided with printable lesson plans and mastery criteria to guide the students with autism through these video based exercises or lessons? We were unsure if the video based lessons discussed in 4.1.3 were intended for students with ASD or for teachers of those students.
Answer: The video based lessons are intended for professional staff. The lessons assist teachers and instructional assistants in working with students to change undesirable behaviors and to gain functional life skills and/or academic skills.
Q16: Which forms need to be submitted for the IT Requirements that is due on May 2nd? We are unclear and I am not able to find that information on the website provided, or within the paperwork. Is the entire budget required with that IT Requirements submission, or is that to be submitted with the written proposal due May 18, 2011?
Answer: There are no forms required for the IT requirement. The information requested is stated in section 5.0 of the solicitation. The budget requirement is due on May 18, 2011.
Q17: In section 5.5, our proposed solution would involve streaming media. Is streaming media an acceptable delivery option?
Answer: Yes. Refer to answer in question 12.
Q18: In section 5.8, what is the lowest bandwidth to expect for content delivery?
Answer: <28.8k
