Professional Instructor Services for DoDEA-Pacific Journalism Conference
1. Was it your intent to put the cover letter in Volume 3 (Price)? It seems that it might better fit in the first volume where we introduce our team and our plan to do the work. Is this your intent?
ANS: It's our intent to include the cover letter in Volume 3 which will be evaluated by contract specialist and contracting office. For the introduction of the staff/staffing plan and your understanding of the requirement shall be included in Volume one - Technical Capability.
Volume one will be evaluated by the technical team.
2. In Volume 3, part b mentioned including a completed FAR Clause 52.207-9, Information Regarding Responsibility Matters. The actual FAR Clause regarding "Information Regarding Responsibility Matters" seems to be listed as FAR 52.209-7 and seems to be covered under paragraph 17 on page 5 of your solicitation. Please clarify.
ANS: it's a typo. It should be 52.209-7 - Information Regarding Responsibility Matters (this will be corrected on the award documents)
3. Will the place of performance change from year to year?
ANS: Government does not anticipate any changes to the place of performance at this time. If there is a change, the vendor will be notified in advance.
4. Will the period of performance be in November of every year (base + options)
ANS: Yes.
5. Does the Government obligate funds for the period of 5 years?
ANS: No. The government will obligate funds 12 months (one year) as the option is exercised.
6. What is the primary goal you hope to achieve at the journalism conference (as it relates to this RFQ)?
ANS: Develop student capacity in Journalism (Newspaper and Broadcast) and Yearbook production in order to help build and strengthen their respective programs back at their high schools through project based learning in small groups.
7. At the end of the conference what is it you want the students to "walk away with"?
ANS: Develop student capacity in Journalism (Newspaper and Broadcast) and Yearbook production in order to help building and strengthen their respective programs back at their high schools through project based learning in small groups.
Actionable feedback on student produced Journalism and Yearbook Products.
8. How many students will be taught at the conference?
80-120 students.
9. Are these American HS students in Seoul or are they, Korean speaking students? In other words, what is the predominant language (both spoken and written) that you need the instructor(s) to work with?
ANS: English is the primary language of our students. They are American HS students attending DoDEA Schools in the Pacific Region.
10. If Korean speaking students, what is their grasp of the English language?
ANS: English is the primary language of our students.
11. Are you seeking a service provider who will teach the high-school students how to effectively:
* Write a broadcast piece
* Write, film and edit a broadcast piece
* The piece will already be written and you are seeking an instructor to help them with:
* pre-production planning (location/set, wardrobe and make-up/lighting/on-air talent selection, filming), as well as
* post-production (editing audio, editing video/film, inserting bumpers, designing and inserting titles, credits, etc., color correcting, etc.)
* All of the above, plus actually posting the piece on a live-feed of some kind
ANS:
All of the above, plus actually posting the piece to a youtube channel.
12. Will this be 1 finished "class" piece or will students be broken into "teams," thus producing more than 1 finished piece at the end of the 3 days?
ANS: Students will be broken up into teams of 5-7 students. Each team will create their own broadcast reel. Each team will have a DoDEA Teacher to help facilitate each group.
13. What, if any training, have the students already had in broadcast journalism?
ANS: All students are enrolled in Video Communications 1, 2, or 3. Experience vary by high school.
14. What is the finished broadcast medium?
ANS: Television and/or Internet video news or feature story
15. What physical environment will the instructor be teaching in:
* A journalism lab
* A conference center
* Other - please explain ANS: Instructors will be teaching in a hotel conference room, meeting rooms, and / classrooms.
Each learning space will have access to a presentation display (large flat screen, projector screen)
16. Is the Yearbook digital?
ANS: The Yearbooks produced at this event is Digital.
17. If yes, the question 12, will the instructor be allowed to choose the software or will there be a specific software provided? If software is provided, what is the software?
ANS: Software will be provided. Adobe Creative Cloud Suite, Google Apps for Education, and Microsoft Office
18. What electronic equipment (computers, post-production equipment, writing/filming software, cameras, software - both-pre and post-production, over-head projectors, large screens, etc.) will be provided on-site for:
ANS:
* The Instructor(s): Presentation display (large flat screen, projector screen)
* The students: Adobe Creative Cloud Suite, Google Apps for Education, Microsoft Office.
Each Broadcast team will be provided 2 computers, a Video Camera, Editing Software, Boom Mics, Lapel Mics, Tripod, and Shoulder Rig.
The broadcast teams will share one Newtek Tri-Caster with a green screen.
* Will the students each have their own "terminal"
ANS: Broadcast teams will share one Newtek Tri-Caster with a green screen and have their own workspace with computers.
* If the "finished" product is multiple pieces created by "teams," will each team have their own equipment?
ANS: Each Broadcast team will be provided 2 computers, a Video Camera, Editing Software, Boom Mics, Lapel Mics, Tripod, and Shoulder Rig.
The broadcast teams will share one Newtek Tri-Caster with a green screen.
19. If we are "shooting" the broadcast piece(s), will you provide the cameras, lighting, grip equipment, or will be we providing it?
ANS: We will be providing the equipment.
20. If you are providing the equipment, what cameras and mics will you be providing, and how many?
ANS: Each broadcasting team will have Canon XF405 4K UHD 60P Camcorder with Dual-Pixel Autofocus, Rode NTG1 Condenser Shotgun Microphone, and Rode RodeLink Wireless Filmmaker Kit. The broad cast teams will share one Newtek Tri-Caster with a green screen.
21. Will we be providing physical materials related to the course for the students?
ANS: Instructional materials can be in digital format and shared with students.
