About this file

This is a Brand Name Justification and Approval document from the Defense Threat Reduction Agency (DTRA) dated July 9, 2026, requesting an exception to fair opportunity procurement for specialized radiation survey meters.

DTRA's Environmental, Safety, and Occupational Health Department (J4E) seeks to procure four specific radiation detection instruments to enhance capabilities for detecting, measuring, and assessing radiation fields in operational environments. The required equipment includes: (1) Fluke Biomedical 451P-RYR Ionization Chamber Survey Meter for gamma and X-ray dose rate detection with pulsed X-ray detection capability at 15 nanoseconds and integration mode for accumulated dose measurement; (2) ThermoFisher Scientific RadEye B20-ER Surface Contamination Radiation Survey Meter capable of measuring alpha, beta, gamma, and X-ray radiation with extended range measurements up to 500kcps contamination and 100 Rem/h dose rate; (3) ThermoFisher Scientific RadEye B20 H'07 Gamma Filter Attachment for shallow dose measurements at 0.07mm depth; and (4) ThermoFisher Scientific RadEye NL Neutron Survey Meter with high sensitivity detection, configurable calibration for specific neutron fields, and gamma rejection capability. All equipment must be portable, durable, battery-operated, and suitable for commercial air transport with minimal restrictions.

The justification asserts that Fluke Biomedical is the sole manufacturer capable of meeting ionization chamber requirements due to its unique pulsed X-ray detection sensitivity and pressurized ion chamber design, while ThermoFisher Scientific is identified as the only provider satisfying the multi-purpose radiation survey meter, filter attachment, and neutron meter specifications. DTRA already possesses existing Fluke and ThermoFisher equipment, and procuring additional identical units ensures consistency across inspection teams, supports field office regulatory oversight, and maintains continuous mission capability during required annual servicing and calibration cycles. The procurement will be competed among vendors providing radiation detection and survey meters. Market research was conducted in accordance with FAR 8.402(c), and the contracting officer determined the procurement represents best value consistent with FAR Subpart 8.404(d).

Defense Threat Reduction Agency 8725 John J. Kingman Road, Stop 6201

Fort Belvoir, VA 22060-6201

July 9, 2026

EXCEPTION TO FAIR OPPORTUNITY / BRAND NAME JUSTIFICATION

(Fluke Biomedical 451P-RYR survey meter, ThermoFisher Scientific RadEye B20-ER, RadEye B20 H’07

Gamma Filter Attachment and RadEye NL)

1. Nature and/or Description of Action The Defense Threat Reduction Agency (DTRA), Mission Support Division Contracting Activity (J4- AC), proposes to restrict contractors for the purpose of purchasing the brand name Fluke Biomedical for an Ionization Chamber Survey Meter and ThermoFisher Scientific for a Surface Contamination Radiation Survey Meter, Shallow Dose Meter, and a Neutron Survey Meter.

2. Description of the Supplies/Services Required The Environmental, Safety, and Occupational Health Department (J4E) requires specialized radiation detection and measurement instruments to enhance its capabilities to detect, measure, and assess radiation fields in the operational environments it supports. Acquiring these radiation instruments will provide the J4E with the precise, real-time data necessary to fully characterize specific radiological hazards encountered on-site. Furthermore, this procurement directly enables J4E to perform comprehensive radiation safety assessments essential for hazard mitigation, regulatory compliance, and the protection of mission personnel.

Specific Technical requirements of the Ionization Chamber Survey Meter:

Gamma and X-ray dose rate detection Pulsed X-ray Detection – real-time dose rate detection at 15 nanoseconds Portable – compact, durable, battery operated, and limited travel restrictions (commercial air) Integrate mode – accumulated dose measurement High µR sensitivity measurement of rate and dose simultaneously

Specific Technical requirements of the Surface Contamination Radiation Survey Meter:

Mixed surface characterization - measure alpha, beta, gamma, and X-ray radiation Portable – compact, durable, battery operated and limited travel restrictions (commercial air) Extended range measurements – expanded dose rate and contamination limits for use in high radiation and contaminated areas Multiple operation modes – scaler, dose rate, and continuous ratemeter

Specific Technical requirements of the Shallow Dose Meter:

Capable of measuring gamma absorption at a 0.07mm depth

Specific Technical requirements of the Neutron Survey Meter Neutron detection – high sensitivity to detect a large range of neutron energies Portable – compact, durable, and limited travel restrictions (commercial air) Configurable Calibration – can target specific neutron fields

J4E intends to procure the brand name “Fluke Biomedical” for an ionization chamber survey meter. The recommended model being the 451P-RYR. The 451P-RYR meets all J4E requirements, is identical to existing equipment, and will accurately measure dose rates and provide consistency in J4E inspections.

J4E intends to procure the brand name ThermoFisher Scientific Radeye B20-ER, B20 H’07 Gamma filter attachment for the multi-purpose radiation survey meter and gamma filter attachment, and the

Radiation Survey Meters (J4E)

ThermoFisher Scientific RadEye NL for the neutron survey meter to accurately measure various types of radiation particles in a wide-range of settings. J4E also already possesses Radeye B20-ERs so the specifically designed B20 H’07 Gamma filter attachment is most appropriate for the devices on hand and the additional B20-ER that J4E intends to purchase.

The total estimated cost of this acquisition

Exception to Fair Opportunity

FAR 8.4 Multiple Award Schedule (MAS) means contracts awarded by GSA or the Department of Veterans Affairs (VA) for similar or comparable supplies, or services, established with more than one supplier, at varying prices. The primary statutory authorities for the MAS program are 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.

3. Justification Rationale Fluke Biomedical 451P-RYR is the only brand name capable of fulfilling the requirement for an ionization chamber survey meter for the following reasons:

Gamma and X-ray: The 451P-RYR is capable of detecting both gamma and X-ray radiation.

Pulsed X-ray Detection: The 451P-RYR is highly sensitive and the only instrument on the market that can detect pulsed X-rays at a rate of 15 nanoseconds to capture real-time dose rates for the specific types of X-ray machines DTRA possesses.

Portable: The 451P-RYR is compact with an ergonomic handle, replaceable grip, wrist strap, and tripod mount, and it is durable with a case made from lightweight, high strength materials and sealed against moisture. It can be carried on commercial airlines with minimal restrictions (cannot be in checked baggage).

Integration Mode: The 451P-RYR is one of the few commercially available instruments capable of detecting dose for pulsed X-rays in real-time using the dose integration mode. It is the gold standard survey meter for the health physics industry.

Auto-Ranging: The microprocessor detects the radiation field and automatically shifts through the instrument's measuring ranges to display the correct dose or dose rate.

Pressurized Ion Chamber: The pressurized Ion chamber provides the capability to calculate highly sensitive dose equivalents at µR level, which demonstrates the potential biological damage a person may receive by being exposed to the detected ionizing radiation.

ThermoFisher Scientific is the only brand name capable of fulfilling the requirement for a multi-purpose radiation survey meter, gamma filter attachment and neutron survey meter for the following reasons:

RadEye B20-ER Mixed surface characterization – Simultaneously detects alpha, beta, gamma, and X-ray particles, which is ideal for surveying unknown materials.

Portable – The unit is lightweight (300g) with a rugged and compact design and a thick, rubber protective cover. It is battery operated and can be transported on commercial aircraft.

Extended range – The B20-ER can handle up to 500kcps contamination and maximum dose rate it can measure is 100 Rem/h before experiencing equipment failure. The higher limits allow for more versatility and use in potentially high radiation areas.

Filter compatibility – Compatible with the H’07 and H’10 filters for shallow or deep dose calculations.

Multiple operation modes – Features a continuous ratemeter (frisker) mode, scaler/timer mode with preset counts and times, and a direct dose rate mode, which allow for a variety of situational uses such as scanning objects/surfaces, detecting faint contamination, and calculating the biological damage a human body may sustain when exposed to the radioactive source.

RadEye B20-ER H’07 Gamma Filter Attachment (Shallow Dose Meter) Designed specifically for the RadEye B20-ER meter and can be used with existing equipment

Radiation Survey Meters (J4E)

6. Other Supporting Facts The Fluke Biomedical 451P-RYR, ThermoFisher Scientific RadEye B20-ER, B20-ER Gamma filter attachment, and RadEye NL satisfy all technical requirements, are commercially available, and will provide the necessary capabilities to the Government, DTRA, and the Environmental, Safety, and Occupational Health Department. J4E already possesses two Fluke 451P-RYR, and due to the annual servicing/calibration requirement, procuring an additional, identical unit will establish a dedicated unit at both the DTRA-W satellite site and DTRA HQ, while the third unit serves as a rotating spare to ensure continuous mission capability during servicing cycles. J4E also possesses ThermoFisher Scientific B20- ERs which are only compatible with the B20 H’07 gamma filters that they intend to procure. J4E requires additional identical units to ensure consistency of readings across the team and to ensure the expanding team has enough units to be used during simultaneous activities in multiple locations. J4E also provides regulatory oversight to multiple field offices which also use the same instruments, and it is imperative to mirror their radiation survey capabilities for consistency and accuracy when inspecting their programs and activities. The Fluke and ThermoFisher Scientific survey meters meet the specifications required by

DTRA.

The requirement will be competed vendors that provide radiation detection/survey meters.
