About this file
This document is a Government Call (GovCall) corresponding to Broad Agency Announcement (BAA) HDTRA1-24-S-0003 issued by the Defense Threat Reduction Agency (DTRA). The GovCall solicits unclassified white papers from qualified government-affiliated organizations, including Federally Funded Research and Development Centers (FFRDCs), University Affiliated Research Centers (UARCs), independent organizations commissioned by the U.S. Government, and U.S. professional military educational institutions. The GovCall aligns with the BAA, covering Fiscal Years 2025-2029 with a total funding amount of $35,880,000, subject to availability of funds. Eligible organizations that submit a white paper and subsequent proposal selected for award will receive sponsorship in line with Economy Act requirements, such as military interdepartmental purchase requests (MIPR) or interagency orders (IO), but no grants will be awarded. Key program expectations include close collaboration between the DTRA Strategic Trends Office (SI-ST) and awardees, standard reporting requirements, and a focus on leveraging the unique capabilities and networks of the FFRDC/UARC community to support DTRA's strategic trends research priorities. Organizations interested in submitting a white paper should follow the application and submission instructions outlined in the GovCall, which differ in some aspects from the BAA.

I. Introduction
This Government Call (GovCall) corresponds to Broad Agency Announcement (BAA) HDTRA1-24-S-0003. It provides the Defense Threat Reduction Agency (DTRA) with a flexible acquisition tool to solicit unclassified white papers and proposals from qualified government-affiliated organizations that are precluded from submitting white papers to the BAA because of prohibitions on competing with private entities for contracts.
This document outlines specific expectations and white paper submission instructions unique to such organizations but refers readers to the BAA and its associated amendments for information that remains applicable.
Like the BAA, the GovCall covers Fiscal Year (FY) 2025–2029 with a total funding amount of $35,880,000, subject to availability of funds. This GovCall will remain posted on the Government point of entry, https://sam.gov/content/home until superseded.

III. Eligibility
Applicants from the following organizational types are eligible to submit unclassified white papers in response to this GovCall:
A. Federally Funded Research and Development Centers (FFRDCs), including U.S. Department of Energy National Laboratories
B. University Affiliated Research Centers (UARCs)
C. Independent organizations commissioned by the U.S. Government (USG) to conduct research and develop assessments on behalf of the USG (e.g., U.S. Institute of Peace)
D. U.S. professional military educational institutions, U.S. military laboratories and research centers, and other federally affiliated research institutions that are precluded from submitting to a BAA
IV. Award Type
Eligible organizations that submit a white paper and subsequent proposal that the DTRA Strategic Trends Office (SI-ST) selects for award will receive sponsorship in line with Economy Act requirements. The Economy Act is used to obtain goods and/or services from another DoD or federal agency under the Economy Act of 1932 (31 U.S.C. 1535) and Section 17.502-2 of the Federal Acquisition Regulations System.
This includes military interdepartmental purchase requests (MIPR) for research services from other DoD entities and interagency orders (IO) for services from FFRDCs or UARCs associated with federal agencies other than DoD. Grants will not be awarded under the GovCall.
SI-ST does not allocate a certain percentage of funding to specific award types.
V. Program Expectations.
Program expectations for GovCall-eligible organizations are the same as those listed in BAA Section IV.C, with the following exceptions and clarifications.
https://sam.gov/content/home https://uscode.house.gov/browse.xhtml;jsessionid=114A3287C7B3359E597506A31FC855B3 https://www.acquisition.gov/far/17.502-2

A. Program Management
1. SI-ST will work closely with all project awardees to ensure smooth and successful execution of research. All projects will have a dedicated SI-ST program manager (PM) who serves as the technical point of contact for the Principal Investigator (PI) and facilitates interactions with leadership and other staff in DTRA. The PM will communicate technical guidance, facilitate review of reports, and work with the PI to schedule required briefings. The PI is responsible for fulfilling specified obligations under the MIPR or IO, including fulfillment of tasks specified in the Statement of Research Work (SoRW) and timely submission of invoices and cost vouchers. SI-ST expects PIs to maintain close, proactive contact with the PM and to respond promptly to all communications.
2. All research projects awarded under this GovCall will result in the same core reporting requirements, which will mirror those described in Section IV.C.3 (Deliverables) in the BAA. The performer should submit all reports to the PM for review and acceptance. In addition to these core reporting requirements, SI-ST reserves the right to stipulate additional requirements during agreement negotiation.
B. Financial Transactions. For interagency acquisitions (e.g., MIPRs, IOs) financial transactions are initiated in the Intragovernmental Payment and Collection System (IPAC) at https://ipac.fiscal.treasury.gov/IPAC. The PM will request detailed billing statements to perform post-payment reviews and to populate PM files to support record keeping and audit requirements.
C. Research Topic Areas
SI-ST outlines research areas of general interest in BAA Section IV.E.2 (Research Topic Areas). In contrast to areas of general interest, areas of specific interest stem from current priorities, special initiatives, leadership guidance, and emerging countering weapons of mass destruction (CWMD) community interest. Therefore, they may change from year to year as SI-ST seeks to respond and adapt to changes in the strategic environment. Such updates to priority topics of interest to SI-ST are released at least once annually through BAA amendments.
1. While GovCall-eligible organizations may submit white papers to the GovCall in support of the research interests outlined in BAA amendments, SI-ST expects such organizations to propose research projects that leverage capabilities, facilities, and networks that are unique to the FFRDCs/UARCs community in line with Economy Act requirements. This may include, for example, conducting classified-level research, including the convening of classified research events and tabletop exercises with USG participants from the defense and intelligence communities and crafting classified recommendations to address specific challenges.
2. SI-ST may periodically issue specific, case-by-case GovCall requests to eligible members of the FFRDC/UARC community.
D. Application and Submission Information. Application and submission instructions for GovCall-eligible organizations are the same as those outlined in BAA Section VI-X with the following exceptions:
1. Cover Page for white papers or proposals:
i. Write “DTRA Strategic Trends Research Government Call” instead of “BAA number HDTRA1-24- S-0003.”
ii. List the Sponsor Authorization (as applicable) above the name and signature of an authorized officer at the offering institution.
