REQUESTS FOR INFORMATION (RFIs) for HDTRA124R003, CTR
1 Section III SOLICITATION SUBMITTAL REQUIREMENTS only provides instructions for providing a cover page and verifying other certifications.
Does the government have any additional submittal requirements such as technical approach page limitations, instructor resumes, past performance, management, etc?

There will be no assault requirement during the training.
7 On p. 7 of the RFP, the Government mentions that the different types of targets can include "hotel rooms, storage facilities, commercial buildings, residential buildings, multi-tenant apartment buildings, and vehicles", however on p.8 it does not mention "vehicles" as one of the trainings sites the Offeror is responsible for. Can the Government please confirm if it would provide vehicles?
The government will provide vehicles for CTR training events and/or as targets.
8 Can the Government please confirm that the Offeror is responsible for determining the different targets, such as hotel rooms, storage facilities, etc.?
The offeror is responsible for determining the different targets. However, the target must be unique in their composition.
9 On p. 7 of the RFP, the Government states that training and reconnaissance is to be of at least 2 different targets, with field training a minimum of 40% of the course. Can the Government please confirm if this means that the Offeror can choose any two targets throughout the entirety of one training session so long that it's a total of 40% of the time, and if they can be the same for each training session, or if the expectation is that they are modified for each training performed?
The offeror may use the same targets for the (up to) two (2) training sessions each contract year. They must use new targets for the (up to) two training sessions in each successive contract year.
10 On p.4 of the RFP, can the Government confirm that it only wants to see a breakout of hours per CLIN, not a breakout of any proposed ODCs?
A breakout of the ODC costs are not required.
PROPOSAL INSTRUCTIONS
I. INTRODUCTION
The Defense Threat Reduction Agency (DTRA) intends to award a firm-fixed priced contract resulting from this solicitation to the Lowest Priced, Technically Acceptable (LPTA) offeror. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)).
This solicitation is being issued as a Small Business set-aside. The NAICS code for this procurement is 611699 and the size standard is $16.5M.
This solicitation is formatted as a Request for Proposal (RFP) in accordance with the requirements designated by Part 15 of the Federal Acquisition Regulation (FAR). This method permits evaluation of proposals based on price competition, technical acceptability, and other factors; permits impartial and comprehensive evaluation of the offeror’s proposals; permits discussions if necessary; and ensures selection of the source whose performance provides the best value to the Government. This acquisition will be solicited as a competitively negotiated procurement as a total small business set-aside.
The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; to award the contracts to other than the offeror submitting the lowest total price; or to award to other than the offeror submitting the highest technically rated proposal. OFFERORS ARE ADVISED THAT AWARD MAY BE MADE WITHOUT
DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED.
Therefore, proposals should be submitted initially on the most favorable price and technical terms. Offerors should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. However, the Government reserves the right to clarify certain aspects of proposals or conduct discussions providing an opportunity for offerors to revise their proposals.
The LPTA process is selected as appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price.
An overall non-price factors rating must be evaluated at least “ACCEPTABLE” in order to be eligible for award. An “UNACCEPTABLE” evaluation rating for any of the technical factor elements #1-#7 shall result in the overall non-price technical factors proposal being rated “UNACCEPTABLE” unless corrected through discussions. An overall non-price technical factors rating of “UNACCEPTABLE” makes a proposal ineligible for award.
II. EVALUATION FACTORS
The solicitation requires the evaluation of price and the following non-cost/price factors:
Factor 1 - Technical Requirements
Technical acceptability of Offerors will be based on the Statement of Objectives (SOO) dated June 2024 and course credentials. The following elements will be assessed for technical acceptability:

3 Proposal indicates understanding and successful approach to provide the knowledge and skills necessary to execute mission planning, map reading, online open-source tool use, route analysis, area analysis, threat analysis and pattern of life analysis training that achieves the stated objectives of low visibility CTR training.
4 Proposal indicates understanding and successful approach to conduct 2 CTR events using different targets of the type referenced in the SOO.
5 Training is a minimum of 40% classroom instruction. ☐ ☐ 6 Training is a minimum of 40% field work. ☐ ☐ 7 The training site is within a 1-hour drive from a CONUS
U.S. Military installation and within 600 miles driving distance from Ft. Belvoir, VA.
Offerors must receive an “Acceptable” rating in all requirements listed in the above table to be considered for award.
PRICE
Offerors shall propose pricing for CLINs 0001-0002 as well as option CLINs 1001-1002, 2001- 2002, 3001-3002, and 4001-4002. Pricing for each individual CLIN (including Optional CLINs) and an overall cost/price total for the requirement shall be provided via a separate/attached quote on company letterhead. In addition to the quote, the Offeror must fill in all information required in block 17a of the solicitation (including Offeror’s Cage Code) and the SF1449 shall be signed and dated (Blocks 30a‐c) by an official having the authority to contractually bind the firm. A "complete offer" must include both attachments: the quote as well as the signed solicitation.
Price will be evaluated and considered but will not be scored or combined with other aspects of the proposal evaluation. CLIN level pricing for each separately priced CLIN shall identify the number of labor hours by labor category and employing organization that serve as the primary basis of estimate for proposed CLIN level pricing. Total labor hours by CLIN and for the proposed total price shall be clearly identified in the price proposal. They will also be analyzed to determine whether they are realistic for the work to be performed, reflect a clear understanding of the requirements, and are consistent with the information provided by the Offeror.
The otherwise technically acceptable lowest-priced Offeror may be required to confirm/validate its price on an elemental basis, and/or provide additional information in support of their price, prior to contract award at the Government’s request and discretion. In exceptional cases, when the determination of fair and reasonable price requires additional information, the Contracting Officer may conduct a cost analysis to support the determination of whether the proposed price is fair and reasonable.
Please be advised that if priced options are reflected in this requirement that they will be evaluated and considered in making the award determination to include establishing the basis of pricing any future exercise of the option described in FAR 52.217-8.
This award is also subject to acceptance of all terms and conditions of the contract and a determination of a fair and reasonable price. The Federal Acquisition Regulation (FAR), as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), will be used to evaluate the offer and award this requirement.
III. SOLICITATION SUBMITTAL REQUIREMENTS
A. In response to this solicitation, the Offeror shall submit an electronic copy of the proposal in accordance with the following instructions by the proposal due date:
1. Electronic Copies: Offerors shall submit electronic proposals (.pdf format/ Microsoft
Excel) in response to this solicitation. Offerors shall allow adequate time to upload files which may be slower for non-DoD users and to avoid other technical difficulties that may be encountered. Offerors are also responsible for submitting files in the format specified and consistent with requirements stated elsewhere in this solicitation.
Files that cannot be opened or are otherwise missing the required content are the responsibility of the Offeror.
2. The Offerors shall provide a cover page with the solicitation number, solicitation title, Offeror name, address, phone number, Unique Entity Identifier (UEI), CAGE code, Federal Tax ID number, identification of authorized company representative to enter into a binding contract with the Government, proposal Point of Contact (POC), POC phone numbers, and POC email addresses with its proposal.
3. SAM registration. Offerors shall ensure current registration on the SAM Website, www.sam.gov, including Annual Representations and Certifications are complete and updated for this procurement.
4. FAPIIS Certification. Offerors shall ensure Federal Awardee Performance and Integrity Information System (FAPIIS) Certification as required by FAR 52.209-7, Information Regarding Responsibility Matters.
5. VETS-4212 registration. Offerors shall ensure a current VETS-4212 report has been submitted to the Department of Labor (DOL) website, http://www.dol.gov/vets/vets4212.htm, if the Offeror is required to submit. An email confirmation of submission can be requested and received by the Offeror from the DOL website and submitted in the price proposal. If the Offeror is not required to submit a report to VETS-4212, include a brief statement and justification explaining why the Offeror is not required to submit a report.

IV. PRE-PROPOSAL QUESTIONS (PPQs)
All PPQs must be submitted in writing and received by the Contract Specialist all questions shall be submitted to the specialist not later than 1500 EDT, 28 May 2024 in order to permit adequate time to reply to the PPQ. There is no guarantee that PPQs submitted after the cut-off date will be answered before the solicitation closes. STATEMENT OF OBJECTIVES
Statement of Objective (SOO) for
Close Target Reconnaissance Training Defense Threat Reduction Agency

BACKGROUND
This Statement of Objective (SOO) is issued to support the Defense Threat Reduction Agency (DTRA) Operations and Integrations, Contingency Operations (OI-CO) Department Technical Support Groups (TSGs) training for low visibility Radiological Nuclear Search Operations
(RNSO).
The DTRA TSGs) are worldwide, military led, rapidly deployable teams that provide the Combatant Commands (CCMD) and other US Government Agencies the low-visibility search capability to counter chemical, biological, radiological, and nuclear (CBRN) threats. TSGs provide equipment, training, scientific (on-site Subject Matter Expertise), technical, and operational support to CCMD response forces, and, if necessary, can augment their personnel.
TSGs are comprised of military, civilian, and contractor personnel. Due to the unique TSG mission and associated operations, TSGs are often required to work in international field environments under austere conditions during operational responses to contingencies. Some operational support missions may require limited exposure to CBRN hazards. The TSG mission sets may occur in hostile environments worldwide and it may be necessary for personnel to be armed for force protection. TSG personnel will be located (permanently and/or temporarily) in the National Capital Region (NCR) and within the USEUCOM, USINDOPACOM, USCENTCOM, USSOUTHCOM, USAFRICOM, and USNORTHCOM Areas of Responsibility (AOR), as well as deployed to other locations domestically or overseas for training, exercises, and contingency operations.
DTRA’s OI-CO operationally supports clients who are required to conduct Radiological and Nuclear Search Operations (RNSO). The training should focus on conducting wide area, point, and intelligence driven searches while incorporating government provided (DTRA owned) search, confirmation, and communications gear.
OBJECTIVES
Deliver a five-day training course, minimum 40 hours, providing the knowledge and skills required to plan, resource, and execute low visibility Close Target Reconnaissance (CTR) on radiological and nuclear materials of concern. The course will be tailored to fit specific mission requirements associated with the Technical Support Group (TSG) mission. The training will be provided to 10 personnel and will culminate with a Full Mission Profile
(FMP).
TASKS
Training on CTR while implementing government provided search gear and radiological sources.
Training for CTR must include:
1. Importance of Conducting a Comprehensive CTR.
a. TTPs used to plan for and conduct reconnaissance/casing of various target types in support of entry operations for RN searches, Chemical/Biological confirmation, and other technical surveillance related activities.
b. TTPs and technical surveillance shall be oriented towards the TSG mission and searching for Gamma and Neutron radiation with government provided radiological material and search gear.
c. Understanding and execution of surveillance and surveillance detection techniques & considerations.
2. Tactical Casing Skills to Support CTR and RNSO.
a. Training topics shall include mission planning, map reading, use of on-line open-source tools, route analysis, area analysis, threat analysis, and pattern of life analysis. Classroom training shall be a minimum of 40% of the course.
b. Students shall conduct training and reconnaissance of at least 2 different targets of the types including but not limited to: hotel rooms, storage facilities, commercial buildings, residential buildings, multi-tenant apartment buildings, and vehicles. The offeror is responsible for determining the different targets. However, the targets must be unique in their composition.
The offeror may use the same targets for the (up to) two (2) training sessions each contract year. They must use new targets for the (up to) two training sessions in each successive contract year. The radiological source shall be used for each CTR. Field training shall be a minimum of 40% of the course.
3. Facilitate Radiological Reach back and Government provided communications reach back.
a. Facilitate government Pre-Deployment Site Survey (PDSS) to identify radiological source placement for search training objectives.
b. Facilitate DTRA provided government scientist to operate as reach back.
c. The training site should be within a 1-hour drive from a CONUS U.S. Military installation to facilitate radiological source storage and movement for training daily.
4. Provide final invoice IAW CDRL A001
TRAINING EQUIPMENT:
Government will provide:
o RNSO equipment sufficient to search required training venues, vehicles for
CTR training events and/or as targets, and radiological source materials with a Radiation Safety Officer/ Health Physicist. The following is the list of expected equipment:

The Period of Performance (PoP) for these efforts shall be a 12-month base year plus four
(4) 12-month option years with a minimum of one (1) course per year. The contract will contain options for one (1) additional course per year. Production and delivery timelines will be coordinated between the DTRA OI-CO and the vendor.
