About this file
This document contains questions and answers from an Industry Day event for a Defense Threat Reduction Agency Broad Agency Announcement seeking advanced capabilities for chemical and biological human health effects modeling. Proposals may focus solely on chemical or biological hazards and are sought for modeling approaches including environmental dispersion, person-to-person transmission of infectious respiratory pathogens, and combined effects of exposure mixtures. While proposals addressing both hazards are preferred, successful proposals could address just one domain. The number of awards will depend on technical reviews and available funding, with potential for both a single award or multiple awards.

TOPIC RELEASE 3/PHASE 1 QUESTIONS & ANSWERS
Topic CBI-01, Advanced Capabilities for Chemical and Biological (CB) Human Health Effects Modeling:
Q1: The Industry Day Registration website asked whether the one-page summaries that were submitted at registration could be distributed to attendees. Does the government still intend on distributing these? No mention of this was made of this during the Industry Day.
A1: Yes, Capability Briefs received as part of the Industry Day event are accessible to Industry Day registrants and access information was provided following the event. Capability Briefs will not be made publically available via beta.SAM.gov.
Q2: Must a proposed solutions under this BAA address both chemical and biological hazards or can a proposal be focused on one of them?
A2: Advanced technical solutions that explore modeling combined health effects resulting from exposure to chemical or biological threat agent mixtures are encouraged if supported by relevant, available, experimental data. However, successful proposals may be singularly focused on either a chemical or a biological hazard.
Q3: Would the government be interested in proposed solutions under this BAA that model from environmental concentrations through to transmission of infectious respiratory pathogens?
A3: Yes
Q4: Would the government be interested in proposed solutions under this BAA that models person-to-person transmission of infectious respiratory pathogens or is the government considering only solutions where a hazardous material (biological weapon) is introduced into the environment?
A4: Yes
Received via the CB BAA Industry Day (March 10, 2021) for Topic CBI-01:
Q5: Are you expecting multiple awards?
A5: There may be a single award or multiple awards. The number of awards will be based on technical reviews of Phase I and Phase II proposals as well as funding availability.
Received via the CB BAA Industry Day (March 10, 2021) for Topic CBS-02:
Q6: Is there a reason the other topics like CBS-03 have no Industry Day?
A6: It’s an option to participate in Industry day. The Science and Technology Managers thought it would be helpful to provide some more information for these specific topics.
DISTRIBUTION STATEMENT A.
Approved for public release, distribution is unlimited.
Q7: Will you consider all routes of administration for the delivery technology or prefer some routes over others?
A7: Yes, all routes of administration will be considered; however, one of the key items for proposals is to think about ease of administration in the context of military operations. For example, Intranasal (IN) route of administration, will need more explanation than other routes such as intramuscular (IM) when looking at ease of use. Recommend noting in proposals routes of administration that have been used previously for proposed technologies, if any, and possibly exploring alternative routes of administration as needed. DoD operational use is a key portion of our objectives. Route of administration in the context of military operations and manufacturability are items considered during development of a medical countermeasure. Think of the warfighter suited up in the field and the ease of administering chemical medical countermeasure in this context.
