About this file
This document contains questions and answers regarding Topic CBI-02 released under the Defense Threat Reduction Agency's Chemical / Biological Technologies Broad Agency Announcement solicitation number HDTRA1-20-S-0001. The topic seeks proposals for an augmented reality software solution that can be implemented using the Tactical Assault Kit and leverage hardware platforms like the Microsoft HoloLens 2. Preferred development would be for the ATAK platform. The solution should accommodate disconnected and connected environments. Documentation and access to requisite software will be provided to successful offerors after award to support development and testing integration with systems like ATAK and TAK.

Q1: For Topic CBI-02, has DTRA already identified a heads-up display (HUD) they wish to use? If so, which one?
A1. No, DTRA has not identified a specific HUD. However, preference will be given to proposed solutions leveraging hardware platforms already under consideration or selected for fielding by the Services (e.g., Microsoft HoloLens 2)
Q2: For Topic CBI-02, is the proposed solution required be implemented using the Tactical Assault Kit (TAK)?
A2: Yes, the proposed solution must be implemented using TAK.
Q3: For Topic CBI-02, there are many variants of smart devices that support TAK: ATAK, WinTAK, iTAK. Given that development of plugins for such devices is a non-trivial undertaking, what is DTRA’s order of preference for development?
A3: ATAK is of highest priority but other variants of interest include WinTAK, WebTAK and VTAK.

Q5: For Topic CBI-02, would an initial AR capability focused solely on a CBRN contamination in outdoor rural environments be of interest?
A5: AR capabilities for any environment will be considered.
Q6: For Topic CBI-02, has DTRA identified the specific types and/or models of CBRN gear desired for integration with the AR hardware? If so, what are they?
A6: Personal Protective Equipment (PPE) gear worn by troops in CBRN-contaminated environments (e.g., Joint Service Lightweight Integrated Suit Technology (JSLIST), M40 Mask) are of interest.
Q7: For Topic CBI-02, is there a preferred AR package? A7: Unity is preferred, but other packages will be considered.

A8: No, as long as the software meets the other requirements listed in the topic (e.g. full Government use rights).
Q9: For Topic CBI-02, the following is included in the announcement: "proposed solutions should leverage hardware platforms already under consideration or selected for fielding by the Services." What are these "platforms"?
A9: Hardware platforms already under consideration or selected for fielding by the Services include Microsoft HoloLens 2.
Q10: For Topic CBI-02, is there a preference for a single software solution that accommodates disconnected and connected environments, or would a set of capabilities with availability dependent upon connectivity be considered responsive?
A10: A single software solution that accommodates both disconnected and connected environments would be preferred.

A20: Technical documentation and access to requisite software will be provided to successful offerors post award.
Q21: For Topic CBI-02, is there another way (GPX?) to send GPS data from my hardware to my end user's server/client without having to run a TAK client or a TAK server on my hardware?
A21: Technical documentation and access to requisite software will be provided to successful offerors post award.
Q22: For Topic CBI-02, is there another way (GPX?) to send GPS data from my hardware to my end user's server/client without having to run Windows or Android on my hardware?
A22: Technical documentation and access to requisite software will be provided to successful offerors post award.

Q32: For Topic CBI-03, is the topic primarily seeking a solution for Group 1 UAVs as defined on Caution-https://military.wikia.org/wiki/U.S._military_UAS_groups < Caution-https://military.wikia.org/wiki/U.S._military_UAS_groups
A32: In general, UAS groups 1-3 are of interest with groups 1&2 of primary interest. However, a list of specific UAV models will be provided before phase II. The list will include UAVs of interest, as determined by DTRA.
Q33: For Topic CBI-03, is the topic specifically seeking a solution for quadcopter UAVs?
A33: This topic is seeking a solution that can simulate a variety of UAVs, not limited to quadcopters. With the Agile project development process, the first few deliveries could focus on quadcopters.
Q34: For Topic CBI-03, is DTRA's preference to model the rotor downwash from quadcopters or from fixed wing UAVs?
A34: This topic seeks to provide a capability for modeling various groups of UAVs and is not limited to quadcopters.
Q35: For Topic CBI-03, must the physics based model produce a solution for airflow around the UAV to support operations requiring fast assessments that complete within minutes?
A35: The phase I feasibility study aims to address questions such as this. The ISM produced in Phase II should allow options for the end user to vary the level of fidelity associated with the airflow modeling in response to various requests and scenarios.
Q36: For Topic CBI-03, must the air flow solution include modeling the release and dissemination of Toxic Industrial Chemicals/Toxic Industrial Materials in the initial feasibility study?
A36: The initial feasibility study is focused on chemical and biological agents. However, the model should work with different agents and materials of concern. The ISM developed in Phase II should recall material-specific information from HPAC material files and not require separate entries. May there be concerns with this approach, proposals should provide reasoning and a suggested solution.
Q37: For Topic CBI-03, is DTRA's preference to solve the problem for dispersion in an outdoor rural or in an outdoor urban environment?
A37: The ISM should be agnostic to the environment. Other models within HPAC can address urban airflow modeling. The ISM developed in phase II aims to provide the source term estimation (the initial hazard plume) of dissemination from UAVs.
Q38: For Topic CBI-03, would a solution for dissemination by a fixed formation of a swarm of UAVs be compliant?
A38: No. A single, fixed formation is not acceptable. The ISM developed in phase II may provide a list of possible formations and apply randomization of UAV locations in case of unknown formation. HPAC includes a random seed function that can be leveraged.
Q39: For Topic CBI-03, would solutions for straight line and hovering UAV motion suffice for a first generation ISM?
A39: Yes. However other travel paths are also of interest.
