Principal Research Engineer/Physicist
· Provide recommendations to JIDO leadership on investment opportunities in C-IT capability development to reduce known and previously unrecognized capability gaps in this area and to help meet validated requirements, including co-authoring development plans.
· Present organized analytical assessments to the RD-TT program integrators and RD-TT leadership that identify potential initiatives for DTRA to consider. The initiatives may improve current JIDO efforts, take advantage of technological opportunities, improve the understanding and-or evaluation of complex issues, or improve policy development, decision-making, management, or administration for the RD-TT's contribution to the DTRA mission.
· Provide technical advice, feasibility analysis, and products necessary for the implementation of approved initiatives, including conclusions and-or recommendations that are supported by data, analysis, and operational relevancy.
· Assist in planning, coordinating, and directing C-IT technical activities.
· Provide expertise in all C-IT investments and maintain awareness of current scientific developments within the national and international technical communities in the following areas:
· Robotics including Unmanned Aerial Systems (UAS);
· Systems Engineering;
· Multi-sensor data exploitation;
· Radar;
· LIDAR;
· Motion imagery (MI) including wide area motion imagery (WAMI) exploitation architecture and algorithms;
· Traditional and modern signals SIGINT sensors and exploitation
· Machine Learning from sensor data
· Support RD-TT at all appropriate briefings, seminars, conferences, workshops, colloquia, and other working groups to document the C-IT technology needs, developments, requirements, and studies, and present technical contributions resulting from DTRA investments.
· Keep abreast of advanced technology, concepts, and trends to discover initiative solution candidates for use by DTRA and keep the RD-TT team informed on solutions within their field of expertise.
· Co-author peer reviewed publication submissions to journals, conferences, workshops, and colloquia on relevant technical contributions achieved from DTRA investments in C-IT and related technical capability developments.
· Read, analyze, and interpret technical journals, reports, legal documents, etc.
· Prepare reports and presentations to company management and customer(s)
· Respond to inquiries from customers, management, regulatory agencies, or members of the business community
· Oversee daily activities of area or customer
· Support development and execution of company policies, procedures, and guidance
· Ability to identify and solve problems
· Ability to manage time and resources

Nuclear Effects Output Program Manager General A&AS Requirements for Nuclear Effects
· TS/SCI (no exceptions)
· Graduate degree (Masters or PhD) in Nuclear Engineering, Physics, Math, CFD, etc.
· Effective writing, verbal communications and critical thinking
· Technical experience with the Service and NNSA Labs desired but not required
· At least one trip OCONUS per year, and anywhere from 6-8 CONUS trips per year
Specific NTE A&AS Functions Outputs (1 FTE)
1. Radiation transport SME
2. Supports government in developing and delivering high-fidelity nuclear source terms for use in, and validation of, modern weapon effects codes
3. Performs monthly reviews of performer invoices, and other technical review functions, as appropriate
Nuclear Survivability Engineer/Physicist:
Provide technical support for DTRA/DoD programs for assessing the effects of EM threat environments, including electromagnetic pulse (EMP) and high power microwave (HPM)/radio frequency (RF) threats, on DoD electronic equipment, systems and critical infrastructures. Incumbent assesses technology alternatives and executes R&D objectives.
Duties include:
1. Provides technical support to the Chief, High Altitude Electromagnetic Pulse (HEMP) portfolio. Applies scientific knowledge of the physical processes involved in hostile EM environments to include nuclear weapons detonations and HPM/RF threats, their interaction with the atmosphere, and effects on electronic equipment and systems; develops methodologies for evaluating individual and combined EM environment effects; and develops standards and/or protection technologies to reduce the EM vulnerabilities of electronic equipment, systems and critical infrastructure.
2. Identifies need for scientific investigations disclosed through interaction with DoD, Service staffs and operating agencies, or through individual recognition of quantitative voids in knowledge due to insufficiency of prior R&D or problem areas revealed in existing research programs. Acquires knowledge through review, study, analysis and evaluation of data obtained individually and collectively through personal contact with systems designers, system operators of Service/DoD staff agencies, reports of special task groups; reports of test and analysis/assessment activities; test observations, theoretical assessments. Keeps abreast of latest scientific theories, experiments, and technology trends which may have bearing upon specialized activities of the division and upon tactics and strategies for the employment of nuclear weapons that are current or anticipated.
3. Develops concepts for R&D programs including methods for conducting R&D investigations, special techniques, and innovative approaches and determines whether such methods can be correlated or combined with other research activities which are in the planning, development, or execution stage. Evaluates ideas for highest probability of success in terms of meeting objectives and value of data to be obtained in relationship to its costs, timeliness of achievement and other factors.

Physical Scientist (Weapons Effects/Solid Mechanics Scientist/Engineer)
Physical Scientist (Weapons Effects/Solid Mechanics Scientist/Engineer) to join our team of highly-skilled and motivated individuals with diverse technical skills needed to transition Counter Weapons of Mass Destruction (CWMD) technologies and programs that enhance our Nation’s security. Initial assignment for the qualified applicant will be in support of the Advisory & Assistance Services (A&AS) contract that provides technical support to the Defense Threat Reduction Agency (DTRA) Research and Development (R&D) Enterprise. This position is located on Kirtland Air Force Base, New Mexico.
Roles and Responsibilities:
· Initiates, designs, develops, executes, and implements scientific research projects in the physical sciences
· Develops theories for understanding, characterizing, and organizing natural phenomena into a systematic and meaningful pattern for research into potential new products or inventions
· Responsible for conceiving, planning, and directing efficient and innovative phenomenological test programs directly enhancing programs for penetrating hardened targets or targets buried deep underground (penetration of current and conceptual weapons)
· Plans and develops test plans that optimize the understanding of penetrability of current and conceptual weapons
· Disciplines include but are not limited to mathematics (computational mathematics, analytical mathematics), materials science (concrete, metal), physics (physics, penetration, shock, and blast mechanics), and geology (soil, rock)
· Participate as a technical advisor on Government test teams and provide possible alternatives and solutions, for planning and fielding of a test event, that best capture the science and test data required by the customer. As a member of the test team, this person will have access to all the information the Government test team members have and will be required to provide inputs to various solutions that may involve selecting from a variety of manufacturers or service providers.
· May coordinate interdepartmental activities and research efforts
Minimum Qualifications: To be considered for this position, you must meet the knowledge, skills, and abilities listed below:
· PhD in Solid Mechanics or related technical field focused on weapons effects and penetration mechanics and four years’ experience in Research, Development, Test, and Evaluation (RDT&E) of weapons acquisition programs or technologies or
· Master’s Degree in Solid Mechanics or related technical field focused on weapons effects and penetration mechanics and four years’ experience in Research, Development, Test, and Evaluation (RDT&E) of weapons acquisition programs or technologies or
· Bachelor’s Degree in Solid Mechanics or related technical field focused on weapons effects and penetration mechanics and four years’ experience in Research, Development, Test, and Evaluation (RDT&E) of weapons acquisition programs or technologies
· Skilled in use of Microsoft Office tools
· Skilled in the use of MATLAB (specifically code generation and verification) and mathematics, statistics, and optimization techniques
· Excellent communication skills and ability to interface with customers and collaborators
· Must be able to obtain and maintain a TS/SCI Clearance
Preferred Qualifications:
Candidates with these desired skills will be given preferential consideration:
· PhD in Solid Mechanics or related technical field focused on weapons effects and penetration mechanics and four years’ experience in Research, Development, Test, and Evaluation (RDT&E) of weapons acquisition programs or technologies
· Experience with penetrating weapon technologies

Chemical/Biological Defense Scientist Job Description:
A qualified subject matter expert (SME) to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA), Chemical and Biological Technologies Department. The successful candidate may serve as an action officer and advisor for a science and technology portfolio of projects to counter chemical and biological threats. The successful candidate may provide subject matter expertise (SME) support to, acquisition and planning, programming, budgeting, and execution processes with emphasis on chemical and biological threats.
Specific duties include, but are not limited to:
· Leverage scientific and technological expertise to review proposals, technical reports, experimental or theoretical techniques, scientific studies and statements of work to ensure technical validity and evaluate current and emerging chemical and biological defense technologies;
· Review and provide guidance to Science and Technology Managers (STMs) as to data packages provided by contracted organizations;
· Provide advice on courses of action and assist with preparation of reports and briefings to senior government officials;
· Produce technical evaluations of proposals submitted by academic, military, and industry laboratories;
· Evaluate all project aspects, including design, development, execution, and implementation of chemical and biological research and development;
· Participate in coordinating interdepartmental activities and research efforts;
· Maintain current understanding of the rapidly evolving scientific advancements relevant to the Team's portfolio of projects;
· Participate in Integrated Product Teams (IPTs) and serve as technical point of contact;
· Understanding capability gaps and assisting in setting project and product-level strategy and priorities, ensuring portfolios are responsive and mapped to program goals;
· Establish and maintain relationships with relevant internal and external stakeholders in the CB defense community;
· Create briefings and products for both technical and senior leader audiences;
· Advise the program team on risk assessment and risk management, technology portfolio and pipeline management, business and contracting strategies, technology transfers, and intellectual property management;
· Draft technology transition agreements (TTAs) between the Joint Program Executive Office (JPEO) and Joint Science and Technology Office (JSTO).
Required:
· DoD Secret level clearance;
· Four year degree in a scientific discipline in Biology, Chemistry, Microbiology or other equivalent scientific field
· (X) years of relevant (Technical and Scientific as applicable) experience;
· Detail-oriented, self-starter with excellent communication and time management skills;
· Demonstrated chemical and biological research and development experience;
· Knowledge of traditional and emerging chemical and biological warfare agents;
· High-level proficiency with MS Excel, PowerPoint, and Word; ability to quickly learn to use new IT systems and software.
Preferred:
· Successful completion of a full course of study from an accredited college or university leading to either a master’s degree or PhD in a Biology, Chemistry, Microbiology or other equivalent scientific field;
· X years’ experience in chemical and biological defense as part of a DoD research and development enterprise:
· Experience with the DoD Chemical and Biological Defense Program (CBDP) and DoD acquisition policies;
· Familiarity with FDA approval/licensure requirements and processes;
· Familiarity with FDA guidance on the Animal Rule and its application to medical countermeasure development;
· Experience in advanced development (Product Development, Manufacturing, Clinical);
· Familiarity with scientific program development, planning, programming and reporting
