| Feb. 11, 2020 Industry Day Questions and Answers | ||
| As of Feb. 18 2020 | ||
| Question # | Question | Government Answer* |
Is the Contractor's facility for CTR required to incorporate a SCIF? | No
Is the contractor required to store classified information? | Yes, the contractor's facility must be able to safeguard material at the DoD SECRET level.
Will the Contractor's facility be required to have a SCIF and/or SIPRNet connectivity? | No and No
How does the three year CTR funding cycle line up with the contract's period of performance (POP) ? Have you considered a six or nine year POP to align the contract precisely with the funding cycle? | The three-year CTR-specific appropriation that the CTR program receives provides enough flexibility to the program such that precise alignment of the POP to the funding life is not required. The contract will be incrementally funded and multiple CTR years of funding (for example, FY18-20, FY19-21, etc.) can be obligated at the same time. Additionally, having a POP in excess of five years requires high level approval within the Contract Office, and we do not see the benefit to the Government.
How often will the CTR A&AS contractor need to use the CTR Threat Reduction Logistics Services (TRLS) Single Shipper contractor for travel-related services. Does the CTR A&AS contractor have to arrange its own travel? | Most (approximately 3/4) of the A&AS contractor's travel for the contract will need to be arranged through the CTR TRLS contractor, on occasion the A&AS will have to arrange its own travel (plane tickets, hotel reservations, etc.), however, either way the cost of A&AS travel will be borne by the A&AS contractor and charged to the A&AS contract.
Do you plan to include Artificial Intelligence (AI) or machine learning capability to apply to this contract (DTRA Director Priority)? | No, this will not be a requirement; this effort is not an IT or technology acquisition. However, the solicitation will likely include "innovation" as a proposal evaluation element. Offerors may propose AI or machine learning or other technology and tools they deem to be beneficial in performing these services, for the Government's consideration.
Do you plan to evaluate innovation? | Yes, see answer to Question #6.
The GSA OASIS IDIQ contract vehicle allows the Government to procure Other Direct Costs (ODCs) under a task order, when the ODCs will support tools that will make labor more efficient and effective. Do you anticipate ODCs other than travel on this contract? | Yes, as stated in the Request for Information (RFI), Attachment 3, published on Nov. 20 2019, this contract will have a line item for ODCs which may include support tools properly chargeable as a direct cost to the contract.
Does the Government plan to publish a range for its independent government cost estimate (IGCE)? | No, but offerors may gain insight into the projected ballpark value of the planned A&AS contract in several ways. The cumulative value of the current contract (HDTRA1-16-C-0012) to date, for the base period and option years 1-3, is publicly available by searching this contract in the Federal Procurement Data System (FPDS) and/or USASpending.gov. Additionally, in the RFI published on Nov. 20, DTRA provided the estimated annual 2019-2020 quantity of labor hours, and ODC and travel amounts. ODCs and travel values will be provided in the solicitation as "plug" numbers, aka Government - provided figures for offerors to plug into their cost proposals. Note - the estimated value of this procurement as published in the non-Government subscription service ("GovWin IQ Deltek Inc." database) is incorrect, as it apparently does not include the fourth option year value of the current contract in the total.
Will the Total Compensation Plan for Professional Employees required by FAR 52.222-46 that offerors will need to provide in their proposals also be required to include plan(s) from proposed subcontractor(s)? Small business subcontractors may not have the ability to have robust compensation plans like large businesses do. | The solicitation will probably require that the proposal include a Plan from each major subcontractors as well as the prime contractor, and the term "major subcontractor" will be defined in the solicitation. It is understood that professional employee compensation arrangements of small businesses may not be as robust as those offered by large businesses. That said, in order for the contractor team to attract, hire and retain suitably qualified and competent personnel to meet mission objectives, all members of the contractor team, including small business subcontractors, will need to propose compensation that is realistic and consistent with industry norms.
Are you able to provide the expected procurement schedule? | Yes, the current schedule (estimated) is found in Slide 26 of the Industry Day Slides. The Government will update and publish the anticipated schedule as the procurement evolves.
Our company has an SBA Mentor-Protege arrangement with a large business mentor that involves a Joint Venture (JV). The large business and our company (a small business) are both member participants of the JV and are the sole members. Our large business mentor is a prime contractor on the CTR CTRIC III IDIQ contract. If our JV entity were to bid on this A&AS procurement, would this pose an OCI, prohibited by the CTR OCI policy that precludes A&AS prime and subcontractors from being a prime or subcontractor on a CTR integrating/performing contract such as CTRIC III? | Yes, this would likely create an unmitigatable conflict of interest, but the Contracting Officer would have to evaluate the terms and conditions of the particular JV agreement to make a conclusive determination. Examples of JV terms and conditions that would create OCIs are: (not all inclusive) - 1) All JV participant members share in the profit or loss of the JV entity, 2) each JV participant can subcontract to the other in performing the JV entity's contracts , 3) if the JV is dissolved or otherwise is unable to perform the JV entity's contract during its period performance, or if any JV member is unable to carry out its contractual responsibilities, the other JV member(s) will be required to perform the JV entity's entire contract, 4) the "mentor" JV member is permitted to perform a substantial amount of the JV entity's contract and 5) The JV is entirely or mostly unpopulated, meaning all or almost all of the employees performing the JV entity's contracts are actually employees of its individual member companies. If the JV had any of these terms and conditions, the "mentor" JV member company would be essentially one and the same as the JV entity performing the A&AS contract, legally and financially. Additionally, this role would create an impaired objectivity conflict of interest for the mentor's employees performing the A&AS contract for the JV entity, since their employer would also be a CTRIC III contractor.
Would the Government specify in its facility requirement that the awardee will be allowed a reasonable timeframe to obtain safeguarding approval for its proposed facility? As the Government’s requirement is a facility dedicated for support to DTRA CTR, this facility could not be approved for storage of classified material until the Government issues the DD254, which would then facilitate the initiation of the approval process through the Defense Counterintelligence Security Agency (formerly Defense Security Agency). | Yes, as long as the contractor has a TS facility clearance with at least one of its facilities having Secret safeguarding capability at time of proposal submission, the proposal will meet the RFP safeguarding requirement. The facility does not need to be the same as the CTR-dedicated facility. The contractor will be afforeded a reasonable timeframe to obtain Secret safeguarding capability at the CTR-dedicated facility after contract award (i.e., after issuance of the finalized DD254).
Would the Government allow for the combination of task orders and IDIQs to demonstrate size, scope, and complexity of experience as long as it can be demonstrated that these IDIQs/TOs were for directly interrelated operational and programmatic services support for a single organization under one PWS? This would prevent offerors being penalized simply for the acquisition strategy of a supported client. Managing multiple task orders under one PWS demonstrates a higher complexity than managing a single task order. | Yes the solicitation will allow for this.
