SECTION I - CONTRACT CLAUSES
252.203-9000 Use of Senior Mentors (JUNE 2010)
(a) The use of senior mentors by the Defense Threat Reduction Agency (DTRA) enhances the readiness of the Agency across a wide range of strategic, operational, joint, functional, technical, management and development mission areas. The relevant prior service, joint force experience, and unique expertise of these senior consultants provide senior leadership with valuable insights and contribute to the continuous improvement of the Agencies’ operations.
(b) For the purposes of this clause, Senior Mentor is defined as a retired flag, general or other military officers (O-6) or retired senior civilian official (Senior Executive Service (SES), Senior Level (SL), Scientific and Professional (ST)) who provides expert experience-based mentoring, teaching, training, advice, and recommendations to senior military officers, staffs and students as they participate in war games, warfighting courses, operational planning, operational exercises, and decision-making exercises.
(c) In accordance with Secretary of Defense Memorandum entitled “Policy on Senior Mentors” dated April 1, 2010, DTRA will hire all senior mentors as highly qualified experts (HQE) under 5 U.S.C. 9903.
This policy balances the need for DTRA to secure the specialized knowledge required for these operational exercises with the need to hire such experts in a manner that promotes public trust and confidence.
(d) The Contractor shall not include the use of senior mentors in bids or proposals for services/supplies offered to DTRA.
(e) The Contractor shall include the substance of this clause in all subcontracts.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
QUESTION & ANSWER
Questions and Answers
Q.1. Consistent with prior government answers to questions on the draft RFP (January 8, 2010), the final RFP provides increased page count in the Mission Capability Volume (Volume 2) in areas of management approach and transition plan. The page count is unchanged in Volume 2 for technical approach, task order, and key personnel resumes. However, the final RFP increases the font size to 12 point for text and 10 point for tables/graphics. This change substantially negates the impact of page increases, and, where page counts are not increased, actually reduces the amount of information that can be provided by over 30%. Note this reduction also applies to Volume 3, Relevant Present and Past Performance, where the page count per reference was unchanged. Will the government revise the font size to the draft RFP levels (10 point and 8 point) and/or increase page counts further to provide for detailed assessments?
A.1. The font size shall be no less than 11 points except for the lettering within tables, charts, graphs, and figures which shall be no smaller than 8 point.
Q.2. Reference L.4.3 Present and Past Performance References - This section states “… For each reference, the offeror shall provide a narrative describing the effort and the results of the Offeror’s performance. This narrative shall include rationale supporting the assertion of relevance and should be supplemented with a completed Present and Past Performance Information (Attachment L-1)…” Please confirm that for each Present and Past Performance reference we submit, the Government will allow a 2-page past performance reference narrative in addition to the Attachment L-1?
A.2. Yes, the Government will allow a 2-page past performance reference narrative in addition to the Attachment L-1.
Q.3. Start Date of Contract - For pricing purposes, will the Government please provide a start date for the contract?
A.3. For pricing and informational purposes only, Offerors may use a proposed start date of 01 Jan 2011. The Government makes no assurances that the proposed start date used for pricing Task Order 1 will be the actual start date of the contract.
Q.4. Reference L.5.4.1 Funding Profile - Do the funding profiles provided in Section L.5.4.1 track directly from the FTE estimates in the SOO, or do they include funding for additional taskings to be added under TO1?
A.4. They do not correspond as the FTEs were originally provided for the draft RFP only. Offerors shall ONLY use the funding profile provided in Section L.5.4.1 for pricing purposes. The SOO will be updated to delete the FTEs.
Q.5. Reference Section L.5.4.1 Travel - This section states “The baseline travel amounts are $500,000 for each CLIN 0001 – 4001 below.” Comparing this statement to the list of CLINs, it would appear that travel should only be applied to the RDT&E CLINs. Is that correct?
A.5. Yes.
Q.6. Reference M.3.4.1.1 Subfactor 1: Management/Facilities - The Government has deleted all specific requirements for support of conferences and meetings. What evaluation criteria will be used to evaluate the adequacy of conference and meeting facilities including size, classification, and location?
A.6. The criteria for facilities is identified in Section M.3.4.1.1.
Q.7. Reference Section H: 252.209-9002 Non-Government Support Personnel (JAN 2008) - Are Suntiva and CACI prohibited from participating in any form in this procurement as competitors? Are they prohibited from joining the winning team?
A.7. Please refer to Section L.2.13 for Organizational Conflict of Interest (OCI) requirements.
Q.8. Reference Section L.4.2 Past Performance - This section states “The offeror shall provide a matrix of all proposed subcontractors/team members and the specific areas within the SOW for which they will be utilized.” Should this read: “…specific areas within the SOO.”? Does this refer to the IDIQ or just TO 1?
A.8. No. The SOW that is referenced in Section L.4.2 is based on Section L.3.3.4 entitled Section 3: Task Order 1.
Q.9. Reference M.3.4.1.3 Subfactor 3 - Will the TO 1 response be evaluated based on Volume II, Section 3 only or based on Volume II, Sections 1, 2, and 3?
A.9. The evaluation of TO 1 will be based on Volume II, Section 3 only.
Q.10. Reference M.3.4.1.2 Subfactor 2 Technical Factor, CBRNE WMD Expertise - This section states “The proposal demonstrates the ability to apply the required level of radiological and nuclear, counter WMD, chemical and biological and program management expertise to support basic and applied research and development and demonstration of technologies and capabilities to detect and mitigate the threat and effects of nuclear WMD events: to enhance the safety, security, survivability, and performance of U.S. assets and facilities in a WMD environment.” Should the underlined delete the word ‘nuclear’ prior to WMD and the ‘:’after events?

Q.11. The instructions in L.4.3, Present and Past Performance References, state, “For each reference, the offeror shall provide a narrative describing the effort and results of the Offeror’s performance. Are both the Narrative and Attachment L-1 combined subject to a total page limit of 2 pages per reference or is the page limitation simply for the narrative (2 pages in length) and the Attachment L-1 is not limited by page constraint?

Is it the Government’s intent that the rough estimates provided in this section be consistent over the entire life of this task order? If not, does the Government have rough estimates of the 5-year profile?

RFP Reference: Section B, Supplies or Services and Prices - There is no mention Section B of the RFP in the proposal instruction Section L.2.0 Volume I - Proposal Documentation or Section L.5.0, Volume IV – Cost. Please confirm that Section B of the RFP is provided for information only and the only Cost data that is to be provided is the Cost-Plus-Fixed-Fee proposal for Task Order 1 per Section L.5.1
A.19. Section B lists all the potential pricing arrangements that could be employed at the task order level during the ordering period. For the purpose of this RFP, the only cost data that is to be provided is the Cost-Plus-Fixed Fee proposal for Task Order 1.
Q.20. RFP Reference: Section F-001 Period of Performance - Section F-001 indicates that the period of performance for the IDIQ contract is sixty months. Please indicate if individual Task Orders will also be for a set period or if individual Task Orders will have Base periods and Option periods.
A.20. The period of performance for each task order will be unique to each requirement; however, the period of performance of any task order must conclude within the ordering period of the basic contract.
Q.21. RFP References: Section L.2.12, Socio Economic Commitment; L.5.1, Volume IV Cost , General Information; and L.1.3.10 Minimum Cross-Referencing - Section L.2.12 states that: “For Socio- Economic Commitment evaluation purposes, the Total Contract Value proposed is considered to be the numerical sum of the total dollar value for Task Order 1, including Options, as contemplated under this solicitation. L.5.1 states that all cost information is to be included in Volume VI. It further states that:
“Under no circumstances shall this information and documentation be included elsewhere in the proposal.” Section L.1.3.10 states we are to minimize cross references. It further states that Socio- Economic Commitment information can be referenced in other volumes. Please confirm that the total dollar value for Task order 1, including Options included in Volume VI that will be the basis for the Socio-Economic Commitment evaluation is not to be included in Volume I.
A.21. The assumption is incorrect. Per Section L.2.12, specific cost information is requested by percentage and amount.
Q. 22. RFP Reference: L.2.12 Socio Economic Commitment - Will the Government consider changing the Socio-Economic Commitment from the total Contract Value to the Total Contract Value, less Travel Cost?

Q.23. RFP Reference: L2.13, page 53 of 69 - Minimize Organizational Conflict of Interest (OCI) issues - What are the OCI restrictions for other DHS, Navy, Army, etc. performers/work?
A.23. Please refer to Section L.2.13 paragraph (c) and Special Contract Requirement H-001.
Q.24. RFP Reference: Section L.3.3.2.1 Management Approach: This section of the RFP states that the bidder’s facility must be no more than 6 miles from HQ DTRA. - Is this 6 miles as in a range-ring, or “as the crow flies” or is it 6 miles via most direct road route ( as would be shown in MapQuest)?
Recommendation: state that the 6 miles is a range-ring.
A.24. The 6 miles is a range-ring.
Q.25. RFP Reference: Section L.3.3.4 Section 3: Task Order 1 - Section L.3.3.4 of the RFP requires offerors to provide a Staffing Plan that specifies: “…Name, Proposed Position, Labor Category, Education, Years of Experience, Certifications, Honors, etc.” We respectfully request the Government to delete the requirement to provide “names” since that is unduly restrictive on the competition, overly expands the concept of a key personnel clause, and favors the incumbent contractor. Furthermore, we respectfully request that the Government consider inserting the following requirement in lieu thereof consistent with DTRA’s recent RFP #HDTRA1-10-R-0003: “For the initial task order, the Offeror shall identify the staffing levels to include identification of personnel by type and skill level to be used for the Initial Task Order. The Offeror’s proposed labor mix should reflect efficient use of labor categories and skill levels capable of performing each of the support tasks in a timely and cost effective manner.”
A.25. The requirement will remain as-is.
Q.26. RFP Reference: L.5.4.1 Cost or Pricing Information and Supporting Documentation, Funding Profile - Please clarify the nature of the Funding Profile information and how offerors are to use this information, if they are to sue it at all.
A.26. As reflected in the RFP, the funding profile is a pricing assumption per CLIN for Task Order 1.
Q.27. RFP References: Attachment 1, SOO, 4.0 Requirements, Pg 2 - 4.1 Support RD Enterprise’s CBRNE WMD technology-related efforts including In-depth scientific analyses and technology assessments; and Attachment 1, SOO, 4.0 Requirements, Pg 2 -4.6 Assess state-of-the-art and emerging technology in terms of utility, maturity and risk, and potential applicability for meeting chemical and biological defense requirements - Does the scope of this requirement include new technologies for (1) detection of nuclear particles, and (2) stoichiometric detection (concentration in air, water, solids) and identification of CBRE substances?
A.27. The assumption is that the most current technologies will be supported under this contract.
Q.28. RFP References: Attachment 1, SOO, 4.0 Requirements, Pg 2 – 4.4 Help improve effectiveness of RD decision making, processes and procedures; and Attachment 1, SOO, 4.0 Requirements, Pg 2 – 4.5 Conduct parametric sensitivity analyses to determine the relative importance of unknowns and the mix of theoretical, analytical, and empirical activities that are optimal for achieving program objectives - Should we assume that working toward “worst-case” scenario is not necessarily the new thrust of DTRA R&D, and that DTRA would favorably consider [quantitative] metrics for decision making, tradeoffs, etc?

Q.29. RFP Reference: Attachment 1, SOO, 4.0 Requirements, Pg 2 – 4.7 Assist in developing vision, goals and objectives for the RD Enterprise and its individual elements and coordinating and integrating them with respect to DTRA - To what degree should bidders take into account DTRA’s support to other departments and agencies, e.g. DHS?
A.29. Any support performed under this contract is specific to the DTRA RD Enterprise.
Q.30. RFP Reference: Attachment 1, SOO, 4.0 Requirements, Pg 2 – 4.8 Establish and maintain professional contacts with leaders in industry, academia and government arenas pertinent to CBRNE WMD technologies - Should we assume professional contacts include the international arena as well as domestic?
A.30. Yes.
Q.31. RFP Reference - Attachment 1, SOO, 4.0 Requirements, Pg 2 – 4.11 Review program documentation for completeness and accuracy. Review program technical, cost and schedule data and assess adequacy of performance for meeting program objectives. Identify shortfalls and potential corrective actions - Clarification of “program documentation” is requested, e.g. does this mean in-house DTRA efforts and/or programs requested by OSD/JS/Services?

RFP Reference: Page 2 of Attach 2 to the RFP under 3.0 Scope States that zero FTE are included in the Task Order No. 1 for Chem Bio Technical support, but coordination / integration of the Chem Bio efforts is included in the Task Order Scope. For facilities planning purposes, please identify the number of FTE anticipated for support to the ChemBio function, if and when that effort is added to the A&AS contract.
A.33. It is expected that about 100 FTE’s will be required to support the ChemBio function beginning near the end of CY 2011.

STATEMENT OF OBJECTIVES
FOR
RESEARCH AND DEVELOPMENT ENTERPRISE
ADVISORY & ASSISTANCE SERVICES
July 6, 2010
1.0 OBJECTIVE
The objective of this requirement is to acquire advisory and assistance services (A&AS) for the Defense Threat Reduction Agency (DTRA) in support of the Research and Development Enterprise (RD). The overall tasks include researching, planning, designing, developing, implementing, integrating, testing, applying, and evaluating emerging and mature technologies and developing transitioning capabilities to DTRA customers.
2.0 BACKGROUND
DTRA's mission is to safeguard the United States’ interests from weapons of mass destruction (chemical, biological, radiological, nuclear and high explosives) by controlling and reducing the threat and providing quality tools and services for the warfighter. RD is the DTRA focal point for research and development (R&D) relevant to the mission of combating Weapons of Mass Destruction (WMD). Following guidance and operational concepts of senior Department of defense (DoD) officials, RD provides expertise across the full range of Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) WMD technologies to encompass detection, identification, attribution, characterization, denial, disruption, defeat, protection, and consequence assessment and management in support of military and civilian operations.
RD activities range from basic research through the development and integration of technologies into Advanced Technology Demonstrations (ATDs), Joint Capabilities Technology Demonstrations (JCTDs), Service support, and international collaborative efforts. This may include rapid development and demonstration of specialized WMD threat reduction capabilities and consideration of end to end support. It also includes directing and managing the science and technology component of DoD Chemical and Biological Defense Program (CBDP).
RD is DTRA’s lead for evaluating the potential for integration and/or synergy effects from all DTRA research and development activities among multiple Enterprises. RD performs all technical, managerial and staff functions required to plan, integrate, and execute a comprehensive and integrated research and development program, to implement fiscal actions to meet DoD requirements and to support planning and programming actions for the Office of Secretary of Defense. Performing this mission requires coordinating and managing extensive and complex R&D activities performed by Services, National Laboratories, academia, industry, other Government agencies, and foreign Governments. Specific functions include planning, coordinating, integrating, implementing and evaluating R&D programs; supporting higher level committees such as the Counterproliferation Program Review Committee (CPRC) and the Threat Reduction Advisory Committee (TRAC); and establishing, and maintaining appropriate field offices and liaison.
3.0 SCOPE
RD mission has a far-ranging scope both in the types of missions and organizations supported.
This acquisition requires dedicated and unbiased A&AS support to act as a “trusted agent” for the Agency both internally and externally in the course of daily execution of specified and implied missions. This requires close coordination within RD to effectively execute its programs, as well as across the Agency’s Enterprises. RD efforts are generally organized within seven functional elements. Rough estimates of A&AS full time equivalent (FTE) are indicated in parenthesis.
RD Leadership, Plans and Programs, Counter WMD Technologies, Innovation & Systems Engineering, Basic and Applied Sciences, Nuclear Technologies, and Chemical and Biological Technologies.
Task Order 1 does not include direct support for Chemical and Biological Technologies (RD- CB), but does require integration and synthesis of RD-CB activities across RD as well as chemical and biological expertise to support Basic and Applied Sciences, and Counter WMD Technologies.
4.0 REQUIREMENTS
Note: Asterisk (*) denotes a type of funding.
4.1 Provide technical expertise capable of supporting in-depth scientific analyses and technology assessments across the spectrum of RD’s CBRNE WMD science and technology-related responsibilities including assessing soundness of alternative scientific and technological approaches and evaluating research results. 4.6 Assess state-of-the-art and emerging technology in terms of utility, maturity and risk, and potential applicability for meeting chemical and biological defense requirements.

4.7 Assist in developing vision, goals and objectives for RD and its individual elements and coordinating and integrating them with respect to DTRA. (O&M)*
4.8 Establish and maintain technical interfaces with recognized technical experts and professional contacts with leaders in industry, academia and government arenas pertinent to CBRNE WMD technologies. (RDT&E)*
4.9 Identify related efforts within RD, DTRA and the larger CBRNE WMD community and recommend appropriate coordinating and integrating actions. (RDT&E)*
4.10 Provide technical and logistical support for planning, implementing and evaluating program activities which may include, but not limited to, response to taskings and inquiries, preparation of budget and fiscal execution information, program reports and conducting and reporting meetings, conferences and working group activities. 4.11 Review program documentation for completeness and accuracy. Review program technical, cost and schedule data and assess adequacy of performance for meeting program objectives. Identify shortfalls and potential corrective actions. (O&M)*
4.12 Assist in formulating and preparing draft briefings, reports, and other communication materials for presentation to senior officials in DoD and other executive branch agencies, professional symposia, and other audiences. (O&M)*
4.13 Provide support for overseeing resource management activities to include budgeting, programming and accounting. Support the development, preparation, submission, and justification of budget exhibits and requests for resource information. (O&M)*
4.14 Create and maintain strategic briefings that depict budget plans for various programs and projects. (O&M)*
4.15 Create and maintain various management documents including monthly status reports, Statements of Work, yearly financial obligation plans, yearly financial execution status and other requests as they occur. (O&M)*

6.0 PLACE OF PERFORMANCE:
The Government anticipates all performance will take place at the contractor’s facilities to support the following locations: Fort Belvoir, VA (85%); Eglin AFB, FL (10%); Albuquerque, NM (5%). The Government does not intend to provide support for performance at any DTRA location. Remote support from another location, temporary duty travel, or other means may be required occasionally for Dugway Proving Ground, UT; White Sands Missile Range, NM;
Nevada Test Site, NV; London, UK; Singapore.
