RFP HDQMWR-17-R-0024
AMENDMENT 1
QUESTIONS AND RESPONSES
Q.1 Section C.19 URETHANE WEIGHT PLATES: Must be a twelve (12) sided design, designed specifically for lifting plate in a safe, comfortable manner. Is round acceptable?
A.1 For orders destined for ships - NO.
For orders destined for onshore - Round is acceptable
Q.2 Must have two (2) outer openings – center hole will be exactly 2.015” across. The sleeves of standard bars should be exactly 50 mm. 2.015” is 51.81 mm. Our disc openings are 50.4 mm, which provides a better fit on bars. Will you accept a tighter and better fitting plate?
A.2 Yes. C.19 is hereby changed to read: Center hole shall be approximately 2.015” across".
Variation shall not exceed 2mm.
Q.3 Must be sold in the following weights: 2.5 lbs., 5 lbs., 10 lbs., 25 lbs., 35 lbs., 45 lbs.
and 100 lbs. US Navy reserves the right to purchase in a set or individually. Is the 100 lb disc required? We feel as though that 100 lb discs lead to unsafe lifting environments. They increase the chances of bars tipping in racks while loading and unloading plates.
A.3 The 100 lbs disc is optional to submit an offer for.
Q.4 SHORE AND FLEET SELF-POWERED/NON-MOTORIZED - C. 4. Ability to preset parameters (limit exercise/pause time). Please remove this spec as the device is self-powered and the user dictates exercise time and rest intervals
A.5 Removed
Q.6 FAST ATTACK SUBMARINE (SSN). Running Surface: Minimum surface area 60” X 20”. Note that 56" X 20" is the largest running surface available for this smaller treadmill; please adjust the spec to meet design of units available to meet the width spec required of this treadmill item.
A.5 Running belt size is changed to 56” X 20”. Current dimensions remain unchanged.
Q.7 SPIN BIKES - B. 1. Must have adjustable resistance based on RPM and gear setting.
Please change ‘gear setting’ to workload as all Spin or IC bikes have adjustable workload but none have changeable gears or sprocket settings.
A.7 Changed. For the purposes of this RFP, workload and resistance are synonymous.
Q.8 C.16 FUNCTIONAL MULTI JUNGLE/CABLE CROSSOVER: Can you please provide more specifics as to exact components of multi-jungle, attached/unattached, number of stacks, numbers of movements
A.8 Components must include: Approx. 2 - 8 weight stacks. Stack components should include, but not limited to: Adjustable Pulley, Lat Pulldown, Dual Adjustable Pulley Pulldown, Low Row, Dual Pulley Row, Triceps Pushdown, Adjustable Crossover, Fixed Crossover, ACCESSORY RACK, High low pulley, and assist dip chin.
Q.9 C.29 PLYOMETRIC BOX - C. 2. Plyo box must be stackable and come in 12”, 18”, 24” and 26” independent heights. Industry standard plyo boxes come in 12, 18, 24" - 26" doesn't exist. Can you please remove the 26” box?
A.9 26” should be the approx. width and length. Provide the closest solution possible.
Q.10 C.30 KETTLEBELLS: Please define what sizes/weights to bid
A.10 Listed in feature # 5.
Q.11 C.33 COMMAND PHYSICAL TRAINING BAG: Was the personal, single Navy Noffs Kit eliminated - we have many requests and sales of that item.
A.11 Navy Fitness is no longer doing the individual bags.
Q.12 This RFQ requires a significant amount of time to professionally prepare and submit given the variety and number of items in the solicitation. Can the Navy consider a slightly later due date to accommodate this reality?
A.12 Proposal Due date is hereby extended to: on or before 1500 hours EST May 30, 2017.
Q.13 Would you please confirm if you are looking for bearing or bushing bars for both C.23 and C24? Due to the increased spin performance, which leads to a better feeling and safer lifting experience on the Olympic lifts, we recommend bearing over bushings. A high end bearing bar, with a dust seal and an inner race on the bearings, will spin optimally for years with very little maintenance. The dust proof seal keeps chalk away from the bearings so they do not clog and will require less maintenance, and the inner race removes the friction and pressure of the sleeve from the bar shaft itself, leading to a consistent spin through a full range of motion and a wide range of loads, and also decreases the wear on the bar shaft.
A.14 C23/24: Bearing is acceptable.
Q.15 C.4 Treadmills: 2. Smaller Fleet Treadmill. C. Operation Requirements. Overall size and weight of treadmill will not exceed 85”L X 37“W and not exceed 400 pounds.
• The Experience Series TRM 835 is 83” L x 35” W x 62” H which does not exceed the overall size parameters. However the TRM 835 weighs 420 lbs. Can you change this spec to accommodate this 20 lb. weight differential?

A.36 Offeror can submit cardio equipment with any console that does not include TV.
Q.37 CLIN C.5.integrated motion with both arms and legs working simultaneously. Are you envisioning a Jacobs Ladder type piece? We offer a traditional type Stepper and a climbing mill which have become popular but not a unit where you are on all fours in an uphill incline position.
A.37 No
Q38 CLIN C.12.what manufacturer is specified? As I am having a tough time establishing what exactly these type machines are. I have never heard of Functional Selectorized Strength.
A38 No manufacturer is specified. Any selectorized equipment that allows for full range of motion (i.e. independent pulley system)
Q.39 The treadmill requirements are listed on pages 12 and 13 of the attached document. What I would like to know is if the Navy Fitness Test is a requirement to be a part of the available programs as a chosen program on the console or is the ability to conduct the test in a manual fashion as described sufficient? According to what is stated in under "Treadmill Testing", it looks like conducting the test manually is what's desired.
A.39 The Navy will have to be able to conduct the test on the treadmill. The vendor can refer to the OPNAV Alt cardio procedures for details.
A.40 Are some open market items acceptable? We will soon begin the process of adding some new selectorized and plate loaded strength equipment to our GSA contract, but this will take some time. We would appreciate being able to quote some of this equipment for the needs of selectoried and plate loaded like equipment.
A.41 Open market items are acceptable as long as they fit into the parameters listed in the solicitation.
Q.42. Please see the FUSE XL and Composite Motion documents attached and link below.
https://youtu.be/FBxUmDRP0IM <https://youtu.be/FBxUmDRP0IM> - Composite Full Body Press
A.42 We do not have a requirement for this piece of equipment.
Q.43 C.20 URETHANE DUMBBELLS: FEATURES 3. Must be twelve (12) sided anti-roll design. Is more than 12 sides allowed if they are still anti-roll? E.g. 14 sides?
A.43 Yes, the DB's just cannot be circular for the purposes of the ship.
Q.44 C.21 LIFTING PLATFORM: 4. Platform must have polyurethane finish. Would you accept a superior finish to polyurethane? We use an oil finish on our wood in our platforms that is harder and lower maintenance than a polyurethane finish. The oil finish penetrates the wood deeper than polyurethane and will not need to be refinished, while a polyurethane will need to be refinished periodically. We feel this also leads to a more optimal surface to lift on for the lifter.
A.45 Yes
Q.46 5. Wood must be solid red oak center. Would you accept an oak that was equivalent or superior to red oak? Red oak is traditionally an American oak, and products like European Oak, which we use in our platforms, have a smaller grain, are more consistent in color, and wear better than red oak.
A.46 Yes
Q.47 6. Platform size should be 8x4, 8x6, 8x8, 8x10, 8x12 or customizable size. Will you accept 8.1’ x 6.8’?
A.47 Yes
Q.48 C.22 OLYMPIC BUMPER PLATES: FEATURES 6. Must be sold in the following weights: 5lbs, 10lbs, 25lbs, 35lbs and 45lbs. US Navy reserves the right to purchase in a set or individually. Are you specifically looking for 5 and 10 lb full size (450 mm in diameter) bumper plates or will smaller change plates be acceptable for these sizes? Few companies produce full size 5 lb bumper plates as in order to make them so light and so big in diameter, they have to be too thin to be structurally sound. 10 lb plates can be a bit thicker and more sturdy, but generally do not hold up as well as the heavier bumper plates.
A.48 Yes
Q.49 C.23 OLYMPIC BAR: FEATURES 1. Minimum yield of approx. 195,000 P.S.I. Can you please confirm you are looking for yield strength or tensile strength? Typically steel for barbells is measured in tensile strength. Assuming it is tensile strength. we feel that 195,000 PSI is actually too low for bars used in commercial gym settings. We feel as though under 200,000 PSI bars will bend under use by the US Navy. We recommend 215,000 PSI.
A.49 195,000 is the minimum. Greater is always better
Q.50 2. Bar is approximately 45lbs/20kg – 25MM. Can you please confirm the desired diameter should not be 28 MM? Standard 45 lb/20kg bars will almost always be 28-29 MM. 25 MM is normally used for women’s bars weighing around 35lb/15 kg.
A.50 The requirement is hereby changed to 28-29 MM
