Amendment 0001

QUESTIONS & ANSWERS

It is worth noting: HQ will authorize the systems that meet several requirements including (but not limited to) the contract requirements for legality and logistic viability. It is possible that multiple vendors will be authorized. The selection of the vendor will be a regional decision made from a list of approved vendors. The region will make the selection based on the merits of the system and pay rate offered by the vendors.

• Q: Are the units to be utilized during linked games only?

A: Yes.

• Q; Will individual activities have the option of using portable units independently only or do they have to be part of the "link"? If so, does this contract apply to them?

A: All units are to be part of the regional network.

• Q: Will all existing "bingo" or other gaming units be removed or will they be allowed to continue to play? Will they be "grandfathered"? For how long?

A: There will be no other form of electronic bingo authorized. The existing units will be removed as the new system comes online and the contracts expire.

• Q: If these are the only units allowed to be played, how will that be enforced?

A: There will be only one vendor selected by each region.

• Q; Will this be the only type of bingo allowed? i.e. Will "traditional" bingo sessions still be allowed? Will they be played in same facilities?

A: This is totally separate from the traditional bingo. It could be placed in a traditional bingo location but it is designed to be a game played in locations where traditional bingo is not played (bowling centers, clubs, rec malls, marinas, lodges)

• Q; What restrictions to the actual game will there be., i.e. speed of game/ball call; prize amounts

- is there a cap? A: This will be decided by the individual Region. HQ will not have a prize cap.

• Q: Are there any Naval installations that are not under Federal jurisdiction? If there are, what rules will apply to those locations? There are states that prohibit a form of this type of linking.

A: Both paper and electronic bingo may be played on installations within the United States, its territories, and possessions that are fully ceded to the U.S. Government, and on those installations that are not fully ceded where playing bingo is allowed within the local civil jurisdiction, State, territory, or possession. Bingo may be played at installations in foreign areas when not prohibited by host-country laws or agreements. The issue of legality is a subject for our General Counsel.

Review of the states in which we have activities has not shown an issue.

• Q: How many locations currently play bingo in session form and in 24# form and other forms?

A precise number would be very helpful, and almost necessary. Are there current revenues from each type of bingo to compare currently? Average number of total current players will help determine the true, immediate potential? Are these numbers available?

A: We have 29 locations active with session bingo, 5 known with electronic bingo. Numbers are combined in our reports (electronic and session). Total amount played in the known electronic was $554,833. Numbers are for FY10. Player count is not available.

• Q: The cost basis for this is a revenue share. Given the substantial amount of start up costs, will there be a caveat for a specific amount if the revenue split does not meet a "minimum" amount per month?

A: There is no caveat. The issue is one for the vendors in their bid consideration.

• There is a model of this program that the Navy is envisioning - is it based on something that is currently being done in other places or particular equipment?

A: Minnesota has a similar program in development.

• Q: Is there a minimum (and or maximum) number of games that must be linked in each 24 hour period?

A: There is no minimum or maximum from HQ level. Each Region will determine the time between games.

• Q: Can there be multiple linked games being conducted at the same time, or does each game have to finish before the next game begins?

A: We do not have a mandate on this. Logistically, it will be more difficult to manage a system with multiple games occurring simultaneously, but that is a consideration for the awarding process.

• Q: Can the product offering be configured to allow the player to select local or linked play or must the system only operate in one mode at a time?

A: The system will have to be linked.

• Q: Are the games to be played sequentially or can they be played Consecutively? (do all players have to be in the same game?)

A: If the system technology will allow a player to “sit out” a game, we will not rule it out, nor is it required. It is a feature that may or may not be attractive to the region. HQ will authorize the systems that meet the requirements.

• Q: Bingo claims - The winner is specified as being the first person to achieve a bingo.

A: Correct

• Q: Is the prize awarded to the first person who’s card contains the winning pattern or does it require the player to actively mark the card?

A: The rules are the same as is traditional bingo- the player must daub the number.

• Q: Can a player miss a bingo or does the system need to listen for bingo claims in real time.

A: As in traditional bingo, the game must be closed at some point with a winner. A person coming up half an hour after a prize has been awarded claiming they “missed” a bingo would be problematic. The system is the vendor’s design. It should operate on the same rules as traditional bingo. Bingo claims are made before the selection of the next number in most locations.

Traditionally, the winning number has to be the last number called.

• Q: Can multiple player claim a bingo on the same ball call or is it a race to “mark and claim” the bingo?

A: Traditionally, multiple winners are possible. The prize is split.

• Q: Are there any limitations on the ball call speed?

A: No more than in traditional bingo.

• Q: Are games to last minutes or seconds?

A: This is not stipulated. That said, a system that meets the legality we are seeking would probably not be attractive if the players have to daub 60 numbers a minute.

• Q: Is it permitted to perform sales after a game has started?

A: Sales should be constant. Joining a game in progress is not allowed, as in traditional bingo.

• Q: Can you sell additional cards to players after the first ball call has been made?

A: Joining a game in progress is not allowed.

• Q: Can you charge players to keep their cards enrolled in the game (pay for more ball calls)?

A: The game is played per traditional bingo. Players in a game play until there is a winner.

• Q: Are all interim prizes to be recorded in the game ending report with the associated players’ name?

A: It is not necessarily the name but a system identification (ie Player #152234 at ADM Robinson Bowling Center). This must be shared with all the players in that game.

• Q: Will all players be required to enroll in a players club so that this information can be recorded?

A: Not required.

• Q: Payback of fees in prizes is to be around 80%-90%. Is this based on actual payouts or theoretical probabilities?

A: On the monthly report, we will look for a payback of not less than 80%. If some revenue is held for a progressive, that will count toward the 80%.

• Q: Can game prizes be determined from “odds based” payable bingo patterns or are they required to be percentage games based on each games purchases?

A: HQ criteria is that the game meet the legal definition of bingo (as stated in the request for bids) and meeting the payback range sought.
