Questions and Answers McChord AFB Commissary
QUESTION 1:
The day stocking window shown in the PWS for McChord AFB begins exactly at the store's opening. This window normally begins 2 hours after opening. Can you verify that the earlier starting time is correct?
ANSWER 1:
At the McChord AFB Commissary, the day stocking required work schedule begins when the store opens.
QUESTION 2:
Is there a new Collective Bargaining Agreement? The current agreement was signed in July 2014.
ANSWER 2:
The U. S. Department of Labor Employment Standards Administration Wage and Hour Division has endorsed The Collective Bargaining Agreement between the Industrial, Technical and Professional Employees Union, OPEIU Local 4873, AFL-CIO and E&S Diversified Services and assigned the Wage Determination Number 2006-0628, revision 6 dated 09/08/2014 Incorporated effective August 1, 2012 through July 31, 2015 and amended on July 30, 2014. Proposals should be based on terms and rates applicable to the Collective Bargaining Agreement.
QUESTION 3:
Due to the germicidal sanitation requirements, what is the earliest time the contractor is allowed to start cleaning the meat processing area?
ANSWER 3:
The earliest time the contractor is allowed to start cleaning the meat processing area is 7:00pm on Sundays and 8:00pm on Monday through Saturday. See the chart @ 1.2.1 of the PWS.
QUESTION 4:
How often are the portable display cases moved?
ANSWER 4:
As indicated in Exhibit 4-5, paragraph 3.1.2 of the PWS, the contractor is responsible for moving these types of display fixtures, cleaning underneath them, and moving them back. Therefore, it is up to the contractor as to when they will be moved, while at the same time ensuring floor standards are maintained.
QUESTION 5:
Can you provide historical data about the number of overwrites?
ANSWER 5:
The percentage reflected in paragraph 4.3.3.8 of the PWS is based on historical data for the Base + Option Years.
Specific numerical data would have to be requested via the Freedom of Information Act (FOIA).
QUESTION 6:
Will there be times that the contractor has to wait extended time to use the baler since it is shared with the vendors?
ANSWER 6:
No, it is not anticipated that the contractor will have to wait an extended amount of time to use the baler, because it is shared with vendors.
QUESTION 7:
What is the difference between the Store Worker I and Store Worker II and Janitor I and Janitor II designations? Is one the day stocker vs. night stocker and the other day janitor vs. night janitor? If so, classification goes to which title?
ANSWER 7:
All workers are classified into detailed occupations according to their occupational definition. Department of Labor provides additional information in the Directory of Occupations. Therefore, it is the Contractors responsibility to determine which employees fall under what categories to perform associated tasks.
QUESTION 8:
Ma’am, I am requesting a quick point of clarification concerning this posting. What is the response date? FBO says July 9th and the SF 33 states June 23rd.
ANSWER 8:
Per the SF33 solicitation document, Item 9 reflects that proposals are due to this office no later than by 3:00PM EST on June 23, 2015. The FBO pre-solicitation notice reflected an ESTIMATED date for submission.
QUESTION 9:
On the Direct Labor Summary, under Club Pack Savings Area/Club Pack Stocking you have a section titled Club Pack Cases. This shows 33,408 cases per year and requests a productivity rate for cased per year in the second column. The third column however, stated Direct Productive Hrs Required (pallets/productivity rate) and the note to the right of this area of the DLS has Note this is for Pallets. Our confusion lies in the fact that the first column is cases per year, while the 3rd column and the note are for Pallets. How is this to be figured? Is this based upon case or pallets?
ANSWER 9:
Attachment 6 – Typical Daily Work Schedule – Direct Labor Summary is removed in its entirety and is replaced with Attachment 6 – Typical Daily Work Schedule – Direct Labor Summary Amend 0001. NOTE: Blocks with changes have been highlighted in yellow.
