QUESTIONS & ANSWERS #0002

The following questions were submitted in reference to HDEC05-15-R-0003:

1. Would it be possible to rearrange the clusters to line up with [company’s name] distribution centers?

No. The clusters were arranged based on understood transportation lanes, and not to support any one company’s distribution centers.

2. Beginning at the bottom of page 120 of the solicitation there is information about releasing the total contract award amount, as well as any awarded individual contract line item pricing within the Agency's electronic reading room and on the Government Point of Entry site. Is it possible for [company’s name] to access such FOIA information regarding the contract that is currently in place with the incumbent contractor?

Any company may request current contract pricing through a FOIA request.

3. What does DB Only Item stand for as shown in the header of column J on the Solicitation Pricing Sheet?

DB Only means “Deli-Bakery Only.”

4. Can DeCA provide the current manufacturer’s name for each item on the Solicitation Pricing Sheet?

No. It is up to the contractor to source items and assure that all items meet the requirements of the contract.

5. Can DeCA provide the current manufacturer’s item number for each item on the Solicitation Pricing Sheet?

No. It is up to the contractor to source items and assure that all items meet the requirements of the contract.

6. We believe that some of the descriptions and specifications of the items in the solicitation are outdated or the items have been discontinued by manufacturers and replaced with items that are similar but have a different case pack, size, gauge, etc. Would it be possible to visit a commissary and inspect a group of items delivered by the incumbent to ensure we are sourcing and bidding on the exact and correct items? We are willing to pay for the product we inspect.

All items are current according to current contract holders. Alternate case packs can be suggested on the Solicitation Pricing Sheet and many items have size variances. Onsite visits for inspections would not be possible, and would not give any potential contractor a full picture as not all stores order all items.

7. Can commissary grocery items and commissary operating supply items be delivered on the same truck?

Yes.

8. Can we see a copy of a sample order for a small store? For a medium size store? For a large store?

No. DeCA does not keep track of individual orders for stores. Also, orders may be very different due to the needs of the individual location.

9. If we are unable to accept credit cards electronically via a website can we accept them for payment via a different method? We are currently paid via a government credit card today without using a website.

Government Purchase Card is to be the only authorized payment method. Web ordering is not mandatory.

10. Would it be possible for a delivery to be accepted using a pallet count (rather than line item checking at time of delivery) and then allow the store 24 hours to check in the product by line item and call in any discrepancies?

Stores must be given the ability to conduct a full inventory before signing for the order.

11. The contract states that rejected items need to be replaced within 10 days. How do you foresee this working for OCONUS locations?

It is up to the contractor to determine how shipments are completed. IN the case of Alaska and Hawaii, delivery is considered complete once it arrives at the store/CDC.

For Pacific Theater and Fort Buchanan, delivery is considered complete at the Point of Embarkation.

12. Is it possible for the delivery windows to be negotiated between the contractor and the store and if agreeable to both parties can deliveries be made outside the stated 7 AM to 3 PM requirement?

As stated in the solicitation, “Delivery to the commissaries shall be made between the hours of 7:00 am and 3:00 pm local time, Monday through Friday (unless a certain commissary is closed on Mondays – see http://www.commissaries.com/ for a store schedules), excluding official Government holidays. Deliveries outside these times must be pre-arranged on a case by case basis by the Commissary Store Director or representative.”

13. Are the required lead times to AK and HI stores truly 14 days? If that is the current requirement is there a possibility for the requirement to be amended?

The required delivery schedule for all items ordered for Alaska and Hawaii is 21 days after placement of order.

14. If items are discontinued or replaced during the performance period of the contract what is the process for adding and deleting items in DeCA's system?

Changes in item availability or specifications may be dealt with through a bilateral modification during the performance period of the contract. It is up to the contractor to prove to the government that a change is necessary.
