FURNISH AND INSTALL STORE SHELVING

Potential Offeror Questions and Answers

1. Q: It looks like we are being asked to teardown and pack up old fixtures as well as install new fixtures. Is this all to happen at the same time? What are we to take down?

A: The contractor will be required to tear down all existing shelving and fixtures, palletize, and band, and then move to a receiving door designated by the government. The contractor will be able to use pallet jacks provided by the government. No forklifts are allowed to be used for safety purposes.

2. Q: If we are taking down fixtures, are we to provide all the skids to palletize? I know we are not responsible for the removal, but are we to load the truck for removal?

A: The government supplies the pallets. The government will remove the pallets from the store after the contractor takes them to a designated receiving door.

3. Q: Do we need to provide a fork lift for this project?

A: See above; forklifts are not permitted during performance of this work.

4. Q: Are we responsible for dumpsters for all trash during the demo and install?

A: No, the government will provide.

5. Q: Are we to install lights in the canopy? If so are we to provide the lights?

A: The contractor is to provide all parts, for example, light bulbs, fixtures for florescent lights, the canopy that hides the lights, etc. Disconnecting the existing and hooking up of the new electrical is not the contractor’s responsibility. The contractor completes all work up to the point of connecting the power.

6. Q: Who will provide the planograms for the shelves and when will we get that info?

A: The government will provide the contactor a sheet that identifies how many shelves need to be cut for all poles, where load levelers will be placed, etc. at the meeting the day before the actual installation.

7. Q: All bases are noted as 22" on the floor plan excluding the alcove area. There are 2-26" and 2-24" and 1-22" upper required per section which does not make sense with 22" base shelving. Is this correct?

A: No, all bases are 26”. All upper shelves required for the alcove area will be 22” uppers, 5 per section. The same shelf profile will be used in the alcove as in the store 2-26, 2-24, and 1-22 per section

8. Q: Are the upper shelves being requested drop in or tilt in?

A: Tilt in

9. Q: Are there any sections of pegboard backs required or are all back panels solid?

A: All back panels are to be pegboards.

10. Q: Are end panels required on all runs, if not which ones?

A: Normally the government would require end panels for only the number of displays needed based on the number of runs. The layout for the sample project has been changed to reflect 8 sloped front ends and 8 contoured back ends.

11. Q: Do the single sided wall runs require finish back panels?

A: Yes.

12. Q: There are two sides noted as heavy duty shelving? Does that mean the Hyper Maxi they reference in their Attachment B or just the use of the base deck load levelers they note on the floor plan?

A: This is not the hypermaxi. This will require the shelf that has the capability of holding more weight.

13. Q: Are the end caps high base or low base?

A: 5” base shoe

14. Q: Are the sloped and contoured end caps 78" high to match the shelving?

A: The basic uprights are 78”, the sloped front end hooks into the uprights so the overall height of the end is more than 78”

15. Q: Is there a required fascia height for the canopy fascia in the alcove or is the standard 8" high acceptable?

A: Standard is acceptable.

16. Q: Is the canopy fascia tan/almond to match the shelving?

A: Yes.

17. Q: Are we to clean the floor of trash and mop after old fixtures are removed prior to building new fixtures.

A: No, there will be government provided custodial workers on site to do a quick sweep and damp mop. The contractor is responsible for making sure he cleans up anything used in building the shelving, i.e. organizing extra parts, cleaning up all cardboard, cleaning up all pallets used, etc.

18. Q: Is there power to the existing fixture: if so are we responsible for the disconnects and will there be power going to the new fixture Plug mold or outlet boxes?

A: The contractor is not responsible for any electrical disconnection or reconnection.

19. Q: Start time is 5 p.m. on 8/9/09 and completion is on 8/10/09 but the form then states we have to be on site until 4 p.m. on the 11th. Is this a 2 night install?

A: No. The deinstall and reinstallation of the new shelving must take place the first night. The installer support required for the second day is to finish up any issues or leveling that might be needed.

20. Q: States that the lead installer is to be on site 24 hrs prior to check out new fixtures and get staging figured out. It also states that we need to receive fixtures 1 week prior and inventory and check for damage. Not very cost effective.

A: This schedule is correct, and is the government’s stated requirements. Due to the large number of industry partners involved, and the impact on the military installation of the store being closed, to ensure the schedule is met, the government requires delivery and inventory of product one week prior to installation.

21. Q: Are there certain labor rate laws that apply on military bases?

A: The applicable Department of Labor wage determination is included in the solicitation for this sample project and will be included in all subsequent requests for proposals issued to companies who are successful in award of the indefinite delivery contracts resulting from this solicitation.

22. Q: For the installations outside the country, would DeCA us a different installation company?

A: No. The request for proposals will be issued to all contractors who are awarded a contract resulting from this solicitation. If a contractor chooses not to submit a proposal on certain locations, that will be acceptable. There will be some occasions where delivery orders might be issued to one contractor, without issuing a request for proposal to all contractors. The possible exceptions are listed in FAR 16.505(b) (2).

Please note the following clarification on the sample project layout:

The layout request requires:

15 – 26” DUMP BASKETS

15 – 24” DUMP BASKETS

110 – 24” HEAVY DUTY BREAD WIRE

50 – 22” BREAD WIRE

Considering that the layout requires 2 – 26, 2- 24, AND 1 – 22” upper per section, the Offerors need to deduct the appropriate number of hard upper shelves, since the government plans to use dump baskets and break wire, rather than a hard shelf in some cases. Example:

If the total project calls for 500 – 26” UPPERS, the offeror would need to deduct 15 from that because the government has called for 15 – 26” dump baskets. Likewise, the offeror would need to deduct 125 – 24” hard shelf uppers as the government requires 125 - 24” dump baskets and heavy duty bread wire. This applies to the 22” as well.
