WELDERS - Receive rate prescribed for craft performing operation to which welding is incidental.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is union or non-union.

Union Identifiers

An identifier enclosed in dotted lines beginning with characters other than "SU" denotes that the union classification and rate have found to be prevailing for that classification. Example: PLUM0198-005 07/01/2011. The first four letters , PLUM, indicate the international union and the four-digit number, 0198, that follows indicates the local union number or district council number where applicable , i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. The date, 07/01/2011, following these characters is the effective date of the most current negotiated rate/collective bargaining agreement which would be July 1, 2011 in the above example.

Union prevailing wage rates will be updated to reflect any changes in the collective bargaining agreements governing the rate.

Non-Union Identifiers

Classifications listed under an "SU" identifier were derived from survey data by computing average rates and are not union rates; however, the data used in computing these rates may include both union and non-union data. Example: SULA2004-007 5/13/2010. SU indicates the rates are not union rates, LA indicates the State of Louisiana; 2004 is the year of the survey; and 007 is an internal number used in producing the wage determination. A 1993 or later date, 5/13/2010, indicates the classifications and rates under that identifier were issued as a General Wage Determination on that date.

Survey wage rates will remain in effect and will not change until a new survey is conducted.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)

and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:

Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:

Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

4.) All decisions by the Administrative Review Board are final.

END OF GENERAL DECISION

HDEC03‐12‐R‐0002 New London ‐ Amendment 01 Atch 3 – New London Civil Clarifications

The following points of clarifications and emphasis were presented at the Pre‐Bid meeting for the New Commissary at NSB New London on April 4, 2012 by the design civil engineer.

1. The contractors' attention was called to the fact that this site has been redeveloped numerous times. The contract documents are the best effort to properly reflect below grade improvements remaining from the previous improvements, however it is likely that deviations will be found. The base bid should be made based upon the solicitation documents. Differing site conditions will be addressed, if they occur, as outlined in the

RFP.

2. There are existing railroad tracks to be removed indicated on the plans. It is not known to what extent these tracks may have been removed by previous construction.

3. There a numerous utilities in the area of the new Commissary, including secure communication lines and high voltage power facilities. The contractors were cautioned of these conditions and were urged to use extreme caution when excavating in the area.

4. It was pointed out that there were two site demolition drawings contained in the solicitation documents, one for surface improvements and one for subsurface improvements. This was done to increase clarity based on the amount of removals necessary.

5. All pavement removal indicated on the plan is labeled as "Bituminous Pavement Removal". It is likely that areas of concrete exist below the bituminous pavement, however specific locations cannot be identified. It is the intent of the contract documents that all pavement removal, regardless of material, be included in the base bid.

6. It is believed that all foundations from previous buildings have been removed to a depth where they should not interfere with the proposed construction. If abandoned foundations are discovered and they conflict with construction, necessary removals will be considered for additional compensation.

7. The contractors' attention is called to the site phasing plans. The area considered to be Growler Avenue behind the new and existing Commissary must be passable at all times.

Additionally, the loading function for the existing Commissary and Exchange toward the northwest corner of the building must be maintained at all times. This will involve installation of temporary pavement and fencing which is outlined on the Site Staging Plan.

8. The Installation is currently designing a project adjacent to the Commissary site which will possibly under construction at the same time as the Commissary. The project, a scrap metal recycling center, is not anticipated to conflict with the Commissary construction, but there will likely need to be coordination between the two projects.

9. There is no construction yard or lay‐down area indicated on the solicitation documents.

An area to be used for these purposes will be determined in discussions with the Installation and will be conveyed to contractors prior to submission of bids.

HDEC03-12-R-0002 New London – Amendment 01 Attachment 6 – Q&A #1

New London Solicitation Questions #1 April 04 – 16, 2012

Q: Is it possible to substitute cast in place reinforced concrete for the CMU envelope walls on this structure?

A: No - Cast in place reinforced concrete walls cannot be substituted for the designed CMU walls.

Q: Is there a limit on the construction CLIN?

A: No

Q: Part III: Past Performance Information states Provide a minimum of three (3) and a maximum of five (5) of the most relevant contracts performed within the last five (5) years. Would DeCA consider extending the past performance period to projects completed in the last seven (7) years instead of five (5)?

A: Prepare your past performance in accordance with Sections L & M of the solicitation. Past performance information outside of the defined parameters may or may not be reviewed or considered.

Q: Part III: Past Performance Information states: To be considered relevant, the

Prime Contractor must have completed projects with a contract value of at least

10.5 M per project. Would DeCA allow projects greater than $5m that involve Commissary or supermarket experience. We request this change as renovations are far more challenging than new construction and many renovations are less than $10.5m.

solicitation. Past performance information outside of the defined parameters may or may not be reviewed or considered.

Reference: Part II: Technical Proposal states under the evaluation criteria:

"(e) Provide Past Experience of key subcontractors and demonstrate the ability to perform in the local market. Past experience should demonstrate a minimum three year history in relevant projects and ability to mobilize and perform at the project location. The Technical Evaluation Checklist in Section M establishes the minimum requirements."

Also, the Technical Evaluation Checklist in Section M item #10 states: 10 All key subcontractors identified demonstrate a minimum three year history of relevant project experience and an ability to mobilize and work at the project site.

Q: These statements are ambiguous as to which subcontractors we will have to list and provide information about in our proposals. Can DeCA please provide a list of what "Key Subcontractors" you will expect Past Experience qualifications from? (i.e. Mechanical, Electrical, Refrigeration, etc) (SEE REFERENCE

ABOVE)

A: Based on your organizational structure, please list “Key Subcontractors” as you define them relevant to this project.

Q: Will the subcontractor Past Experience have to be in the local market or can their past performance be other relevant projects and provide a capability statement demonstrating their ability to perform at various locales? (SEE

REFERENCE ABOVE)

A: The location of past performance is not specified; just demonstrate the ability to mobilize to a project location.

Q: If Past Experience forms are required for key subcontractors, can they not be counted against the page limit for the proposals? Multiple qualified contractors could be utilized on the project and these experience forms will take up a significant portion of the page count. Please either increase the number of pages in the proposal or make the Subcontractor Past Experience not count toward the overall page count. (SEE REFERENCE ABOVE)

A: Prepare your proposal in accordance with sections L & M.

Q: Past Performance Evaluation Factor, No. 2 states: To be considered relevant (as stated in Section M, Past Performance Evaluation Factor, No 2) the prime contractor must have completed projects with a contract value of at least $10.5M per project, and projects are for construction of retail buildings, and the prime contractor or key subcontractor experience includes installation or replacement of supermarket product refrigeration systems and refrigeration monitoring and control systems. Performance on contracts must have been satisfactory or better. We would like to request this amount reduced to $8.5M per project as recently done for the New Commissary at Coraopolis, PA.

solicitation. Past performance information outside of the defined parameters may or may not be reviewed or considered.

Q: Specifications call for sub-cooling on the low temp racks but the refrigeration schedule does not reflect this type of design. The specs are the latest version of the DeCA refrigeration specs but the drawings have not been changed to reflect that design. Based on the northern location of this project and the design temperatures we do not recommend the use of sub-cooling for this project. We recommend that the specs delete the sub-cooling requirement for the low temp racks.

A: No sub cooling required.

Q: The mechanical center drawings show a gas fired heater to provide additional heat for the mechanical center. We would like to furnish an electric KW type heater instead. This is shown on the drawing of the mechanical center. We recommend the use of the KW electric heater in this project. This would delete the requirement for a gas line to the mechanical center.

A: Electric heater is acceptable.

Q: Looking over the various drawing for the compressor racks in the mechanical centers there is some call for CS1 and CS1 in MC-1 and CS-3 and CS-4 in MC-2 but on other drawings and details it shows them to be not arranged in that way i.e. R3.1 Mechanical Center Schedule which shows CS1 and CS4 in MC-1 and CS2 and CS-3 in MC-2. Please confirm actual which rack is in which MC. This will great affect the design and costs of the equipment.

A: Sheet R3.1, Mechanical centers: MC1 shall contain CS1 and CS2, MC2 shall contain CS3 and CS4 as shown on the floor plan and roof plan.

Q: The Heat Reclaim Coil Schedule on sheet R3.1 shows CS2 and CS3 as the racks on the HRC-1. The other areas of sheet R3.1 show racks CS3 and CS4 as the HRC-1 circuit which is correct based on past jobs. Please verify and correct.

A: CS3 and CS4 are connected to HRC1.

Q: A note #10 on the one-line diagram on Page R2.1 shows the refrigeration electrical panels located in a mezzanine. They are to be located in MC1and

MC2.

A: Locate panels in the Mechanical Center.

Q: The weather proof receptacle for the temporary trailers is shown on the DP 208v 60 Hz 3ph panel. Previous information for the temporary trailers plug has indicates it operates on 460v 60Hz 3ph. Does this need to be relocated to panel CP 460v panel?

A: 208 volt is correct.

Q: Note 17 on the one line diagram for the refrigeration needs to be deleted. This is a new store.

A: Correct.

Q: The room temp shown on R3.1 for the unit cooler schedule for the walk-in freezer is 6 degrees needs to be at -5 degrees.

A: -6 degrees.

Q: On sheet R3.1 on circuit CS3-38A it shows it as a 1G25 and on the plans it shows a 1G24. In the 15651 specs it shows a 1G25 as the option but lists the items in 1.b.1 as lengths as 1G24.

A: Change all references to 1G24 to read 1G25.

Q: In the 15651 Product Refrigeration System specs at 2.1.A it states that the capacity steps need to be between 8 and 12% but on sheet R3.1 for the compressor schedule its shows a larger step between compressor sizes in some instances. Please verify the intent.

A: Compressor sizes shown in drawing sheet R3.1 are provided to show the typical size configurations to allow step capacity control. Refrigeration suppliers are responsible to design actual compressor sizes to meet capacity requirements and meet the design intent of capacity steps. Due to the small store size at Mitchell Field capacity steps of up to 15% will be accepted.

Q: In the 15651 PRS specs at 2.1.A what is the intent of the statement to have the loads at plus 5%.

A: It is intended that low temperature compressor racks for frozen food and ice cream have approximately 5% excess capacity. No excess capacity is required for medium temperature racks.

Q: In 15651 PRS 2.1.D.11 it states the use of EEPR shall be used as indicated on the refrigeration schedule drawing R3.1. The sheet R3.1 Refrigeration Schedule indicates the use of EPR’s. Is it the intent of DeCA to use EPR’s or EEPR’s for this project?

A: EEPR valves are required.

Q: In 15651 PRS 2.3.C it is requesting that the remote condensers be of Micro-channel style. In 15651-2.3.I it calls for 50/50 split. The design of the micro channel condensers comes in pairs of fans tied into a common header. Therefore the actual use of a 50/50 split cannot happen. We can drop of the units in pairs of fans only.

A: The requirement for split headers is deleted.

Q: On sheet R3.1 it is asking for copper/copper finned condensers. The use of Micro channel design does not allow us to supply a copper/copper material. It is only available in aluminum. We do offer the aluminum in Electro-finned coating as a better finish than just aluminum.

A: The requirement for copper materials in condensers is deleted. Aluminum Micro channel condensers are desired.

Q: In 15651 PRS in 2.8.A.18 Display cases it states display lights to be LED. Does this apply to ALL cases or just the glass doors?

A: All refrigerated display cases must have LED lighting

Q: In 15651.2.8.J.d it asks for 20” deep shelves. In the past we have seen the specs ask for 22” shelves. Does DeCA want 20” or 22” shelves in the 1P07 cases?

A: Please provide 22” deep shelves

Q: In the 15651 specs it keeps relating to Division 23 Section which is not part of the

15651 specs at this time.

A: All references to “Division 23” in this specification should read “Division 15”.

Q: In 15651-2.9.D and E this case is not shown on the floor plan or the equipment list on A1.0.

A: Only those cases scheduled and/or shown on the drawings are required.

Q: In 15651-2.9.H and I It does not show the requirement for it to be dual temp.

The drawing R3.1 shows it as a small footnote on the drawing. Is the 1G06 and 1G07 cases need to be dual-temp.

A: No dual temperature cases are required.

Q: In 1651 case specs it lists a 1M07-F which does not show up on the layout or in R3.1. Please verify and revise as needed.

A: Only those cases scheduled and/or shown on the drawings are required.

Q: In Attachment 5, page 3, section 2 (b), the requirements are requesting we provide a proposed organizational chart for the project. Listed in the minimum key personnel to be included is a “Project Scheduler” that is not mentioned in the specifications. Can the Project Manager or Assistant Project Manager or other key person serve as the Project Scheduler or does this have to be a separate person entirely?

A: The Project Scheduler can be combined with another job title on the Project, or hired part time independent of the Contractor.

Q: Attachment 5, Page 3, section 2(b) a “Safety Manager” is mentioned. Is this position intended to be full time or part time? Also, can this position be combined with the Quality Control Manager or Project Superintendent Positions?

A: The Safety Manager needs to be a separate person and not the same as the Quality

Control or Project Superintendent.

Q: On products that are Government Supplied/ Government Installed, will the GC be responsible for any unloading, handling or storage of these products?

A: The GC may be asked to help unload a truck (sometimes store personnel will do this) and store the equipment in the Commissary warehouse when it is delivered to the project. This does not happen until late in the project, near the Grand Opening or 60 days earlier.

Q: Will sales tax need to be carried on this project?

A: GC is required to pay sales tax.

Q: Are there any prohibitions or mitigating factors to completing the project in substantially less time than the specified 540 day schedule duration?

A: The 540 day project duration is an estimate, however the successful contractor will submit a schedule submitted for Government approval which will become the basis for tracking project progress.

Q: Where does the Silver Paracube Grid go that is referenced in Section 06402?

A: At cove light, see detail A / A9.1

Q: Who is responsible for builders risk insurance? If by the contractor, can you specify the requirements, terms, and limits?

A: See 52.228-4502 Other Insurance Requirements, page 11 of the solicitation.

Q: Sheet key notes on A12.1 (and others) indicate ID drawings. For example, note 4 references Sheets ID4.2-ID4.8. Are these drawings available? They are not referenced on the Index of Drawings.

A: See general note 1, Adaptive Uniform Décor Package is available at http://www.decafacilities.com/DeCADesign/AppendixD.aspx

Q: Can you specify the required wind load (in PSF) for the overhead coiling doors?

A: See specification 08331 - 1.3.4.a.(1) for wind loading criteria.

Q: Will the Pre-Bid Meeting minutes and sign in sheet be made available?

A: This information will be incorporated into this solicitation with this amendment.

Q: Does the Coiling Counter door (Door #15AB) get a countertop? Is it similar to details F & G/A10.4 for Window Type 9?

A: See details H and J / A10.3

Q: The paving details describe variable depths for “compacted sub-grade”. Please clarify.

A: All subgrade should be compacted to a depth of 12”

Q: Please provide details for the fire pump building & backflow preventer.

A: See sheet FP2.2 and Specification

Q: Please advise on number of copies required for each of Part 1, Part II, and Part

III. Section L and SF1442 have conflicting requirements on the number of copies.

A: Refer to Section L , “D-Specific Instructions” for specific guidance on copy requirements.

Q: Can you verify the sinks in rooms 16B & 34? Sheet P-1.2 indicates

2K02/4CKFD. Sheet P2.2 indicates 4CKFD/4CKFD. Sheets P4.1 and A1.2 indicate 4CKT/4CKT-D. We did not find any information on the schedule or specs for 4CKt & 4CKT-D.

A: 4CKFD is the correct designation for the sink. 4CKT/4CKT-D is the casework and counter top designation.

Q: Can you provide information on the two (2) CB-1’s in Room 36/37? Detail

15/S3.3 references to Plumbing Drawings for Lid & Frame, but CB-1 is not noted on the schedules on Sheet P0.0.
