HDEC03-12-R-0002 New London - Amendment 02 Attachment 1 – Q&A #2
New London Q&A 2
Q: Specification 10451-2 calls for an electronic number indicator kit #51310. This product has been discontinued. Please specify a replacement.
A: Revise Specification 10451 – 2.2.2 as follows;
a. Electronic number indicator kit: Model 71513, includes number display, dispenser with sign, transformer, wire with hardware, pushbuttons, and decals.
b. Dispenser stand: Model 69818.
c. Take-A-Number tickets: Model 96265.
Q: Do you have a wind load in PSF for the overhead doors in order to size correctly? Please see attached PDF.
A: Response: See specification 08331 - 1.3.4.a.(1) for wind loading criteria.
Q: Reference Plans M1.1 and M1.2. Which ducts are lined and which ducts are not to be lined? Please clarify.
A: Per Section 15890.2.2.d "All exposed round duct shall be... double wall Insulated... " and is therefore factory insulated and need not be further lined or insulated. All other supply and return air duct is to be externally insulated (15290.3.2.3.) There is no requirement for field applied duct liner.
Q: The Specification for Medium & High Pressure Steam piping (page 15520-3 paragraph
2.1a) says: (& I’m paraphrasing) “use schedule 80 for sizes 16”. My question is what type of pipe (thickness) is to be used for the other sizes? There did not appear to be an 16” regardless. An option to use copper pipe is given, but it is more expensive. Please clarify.
A: Section 15520.2.1.a: Delete the words ", for sizes 16 inch" All high pressure steam piping shall be schedule 80.
Q: To further complicate the matter, the specification for the underground steam calls for schedule 40 (page 15511-3 paragraph 2.4). Is this correct? Does the engineer want a thicker pipe above ground than he does underground?
A: Section 15511.2.4: Change to read: Piping in the conduit shall be , steel, ASTM A-53, Grade B, ERW. Steam and Condensate lines shall be extra strong (XS is the same as Sch. 80 ). Pipe joints shall be welded in accordance with the Pressure Piping Code, ASME/ ANSI B 31.1.
Q: Reference Sheet C7.1 Electrical Site Plan. Note 3 indicates “new 125 KVA Diesel
Generator. Refer to Electrical One-Line Diagram.” Electrical One-Line diagram on E5.1 shows a 60KW/75KVA generator and Section 16231 2.5.1 indicates Natural Gas.
Please verify generator size and fuel type.
A: See revised specification 16231 “Diesel-Engine Driven Generator Sets” attachment 6.
Q: There is a discrepancy in the generator size required. Drawing C7.1, Electrical site plan, references a new 125 kVA diesel generator. Drawing E5.1, electrical one-line diagram, references a 60 kW natural gas generator. Please clarify.
A: See revised specification 16231 “Diesel-Engine Driven Generator Sets” attachment 6.
Q: See Sheet A1.1. Room 16A shows “4L03” lockers. Section 10505 only indicates “4L01” and “4L02.” Can you indicate what type “4L03” lockers are?
A: See attachment No.5 of this addendum.
Q: The plans call out for the removal of an existing underground storage tank. We can not determine from the drawings the size of the tank or what materials were stored in the tank. If there were hazardous materials stored, then the removal of the tank could be quite expensive. Please provide more information so that this item can be accurately priced.
A: The underground storage tank has been remediated by the local Navy Sub Base New
London. It is assumed that it does not present a hazard for the General Contractor.
However the tank remains underground on the Commissary site and must be removed as part of the work for construction of the Commissary facility.
Q: The solicitation requires that Key Subcontractors must be listed and provide past performance of similar projects and show an ability to mobilize and perform at the project location. Does this mean that we are to list multiple subcontractors for each trade that may be used should we be awarded the project? Or does this mean that we are to select one contractor for each trade that we will be bound to use if we are awarded the contract?
A: Key subcontractors identified in your proposal are accepted by means of contract award.
After contract award all changes to key subcontractors must be approved by the contracting officer.
Q: Reference Drawing. E7.4, "MECHANICAL EQUIPMENT CONNECTION SCHEDULE." General note. Reference; exhaust fan wiring as shown appears to be grossly oversized. Note 10 calls for “HOA” switches to be wall mounted in room 20A.
Generally “HOA” switches are a component of a magnetic motor starter and integrated into the starter. Does this mean that magnetic motor starters need to be provided for the exhaust fans and if so what type of starters?
A: Install exhaust fan wiring and "HOA" switches as indicated on drawings.
Q: Rooftop Unit schedule note #4 calls out Vibration Isolation spec15240. It is not with the specs. Please advise.
A: We will add this specification section. I have added this as item to the addendum.
Q: Reference Drawing E5.1 "Electrical One-Line Diagram." The electrical characteristics and construction specifications for the 1000kVA utility transformer shown on drawing E5.1 serving the building has not been specified other than the size and secondary voltage. This is a major item for electrical requirements of this job. Please advise.
A: The pad mounted 1000KVA transformer is specified in spec section 16271.
Q: Sheets A4.1 & A4.2 show DCU-1 through DCU-6. There is no DCU-6 on the Mechanical
Schedule (M3.1) or indicated on the M Drawings. Please verify.
A: Response: Delete DCU6 from sheet A4.2.
Q: During the pre-proposal conference, there were discussions regarding options for lay-down/staging areas and concerns resulting from other work ongoing in the area. Has this been addressed?
A: The General Contractor shall determine their staging area for lay-down and construction management trailers from the area inside the construction limit line. This area shall be fenced and secured from the balance of construction as well as undisturbed areas adjacent to the Commissary project.
Q: Regarding Past Performance:
Case 1: If the offeror is a subsidiary without past performance, but the parent company has already past performance, Would it be considered the past performance of the parent company?.
Case 2: If the offeror is a joint venture between a company A with past performance and a company B without past performance. The past performance considered will be the one in company A
A: Criteria for relevant past performance is established in Section L, Part III of this solicitation. Section L, Part III, section (b) addresses relevance and Section L, PART III section (c) addresses teaming arrangements.
Q: According to the specification 15935 Building HVAC systems controls it seems that the units are all controlled by a programmable Honeywell thermostat. But is spec section 15971-1 refrigeration monitoring & control systems (RMCS). I’ve had mechanical contractors requesting prices for this project stating we are flat spec’d as RCMS. There is also a spec section 15971-8 seems to have a sequence of operations.
1. Are most of these units controlled by thermostats?
a. If this true there would be no need for a building automation system (BAS)
b. Or is the intention to monitor/control these units along with the programmable thermostat?
2. Did you mean to put RCMS instead of RMCS?
3. I do not see an acceptable vendors list for building automation. Will Automated
Logic’s BACnet protocol WebCTRL software be an acceptable bidder on this project?
A: The RMCS is to be furnished as a part of the product refrigeration system. Please
15971.2.2.M for controlled equipment. This is especially developed for refrigeration applications so the Automated Logic equipment will not be acceptable.

Remove protective packaging carefully just before installation to avoid damage to the cloth backfill sack or lead wire. Never handle the anode by its lead wire. When lowering the anode into the earth, support its weight with a “sling” of rope or fabric until it is resting on the bottom of the hole.
3.1.2. Location: Space anodes evenly over the extent of the protected structure; if one anode is required, it should be near the midpoint of the structure.
3.1.3. Bell Hole: Provide a bell hole for the anode that is to one side of the structure to be protected, deep enough that the entire anode will be lower than the lowest part of the structure. Minimum separation of the anode from the structure shall be 12 inches. Over excavate sufficiently so that all large rocks and other foreign matter can be removed from the vicinity of the anode.
Segregate the backfill so that the backfill close to the anode or its lead wire contains no debris or stones larger than 1/2 inch, to avoid damaging the anode or wire.

CATHODIC PROTECTION
16640 - 5
3.1.4. Wiring: Anode lead wires and wires for contact to the structure shall be installed with sufficient slack that tamping the backfill will not place strain upon the wires or the wire connections.
Place wires in the trench in such a way that they are not likely to be damaged if the structure has to be dug up in the future.
3.1.4.1. Connecting to the Structure: All connections to the structure shall be exothermically welded (Cadweld, Thermoweld) to the structure. The weld and all exposed metal of the structure and the wire shall be thoroughly insulated and protected, using a plastic weld cap filled with mastic. Follow instructions of the weld manufacturer explicitly. The structure wire connections for the anode current and for testing must be separate welds separated by at least 12 inches.
3.1.4.2. Connecting to Test Stations: Connect to test station terminals with at least 10 inches of slack inside the test station, so that the entire terminal board can be removed for servicing or testing. Coil the slack wire compactly below the terminal board. Ensure that all terminal connections are clean and bright, and made up tightly. Expose no more of the copper wire than necessary to make the connections.
3.1.5. Backfilling: When backfilling the anode, after about 12 inches of backfill cover has been placed, activate the anode by pouring 5 gallons of clean water slowly over the anode site to moisten the anode, the prepared backfill inside the cloth bag, and the earth around the anode.
3.2 INSTALLATION OF TEST STATIONS
3.2.1. Avoid placing test stations directly above anodes or directly above the protected structure. Place test stations 18 to 24 inches off the centerline of the protected structure, and at least 5 feet horizontally from the anode. Place the top of the station flush with pavements, or 1/2 inch above grade if unpaved. The earth directly underneath a test station should be native backfill, so it can be used for earth contact for testing purposes in case the surrounding area is paved or covered.
3.3 TESTING
3.3.1. Structure-to-Soil Potential Measurements
3.3.1.1. Be sure your test lead connection to the structure makes good contact to metal. Use abrasive paper or a file to clean tarnish or soil from any connection point. Do not use the anode wire as a structure contact; use an independent structure contact wire at the test station.
3.3.1.2. To insure good soil contact at the tip of the copper/copper sulfate reference electrode, moisten the soil slightly (about 1/2 cup of clean water) at the point of contact.
Place the reference electrode on the soil as close to the vertical centerline of the structure as possible.
3.3.1.3. Record the negative potential of the pipe to the soil, to 3 significant figures.
3.3.2. Anode Current Measurements
3.3.2.1. Positive current flow in the anode lead is from the structure to the anode.

CATHODIC PROTECTION
16640 - 6
3.3.2.2. Record current to 3 significant figures. Record a sample structure-to-soil potential reading taken simultaneously with the current reading, to ensure that the insertion of the ammeter has not altered the protective current level.
3.3.3. Testing Insulating Couplings and Unions
3.3.3.1. Presence of a potential difference across the union or coupling is usually satisfactory evidence that the insulator is intact; but lack of a potential difference is inconclusive.
3.3.3.2. If the potential difference is zero or very small, test the insulator with a Test Instrument designed for the purpose, or with a battery and magnetic compass. Apply the battery voltage across the insulator with test leads (ensure good contact on both sides of the insulator), while noting any deflection of the magnetic compass near the insulator.
Keep the battery leads close together and as far away from the compass as possible, since some current may flow in the leads through a parallel path around the insulator; i.e., through earth. If the leads are near the compass, their magnetic field may affect the compass. A current through a defective insulator will produce a magnetic field and deflect the compass pointer.
3.3.4. Test Reports:
3.3.4.1. Record all tests and corrective actions. Provide a test report, clearly typed, showing all tests and numerical results, identifying the protected structures tested, persons involved in the tests, equipment used, and the date the tests and corrective actions were accomplished..
