NOTICE TO POTENTIAL SUPPLIERS

February 25, 2008 Request for Proposals (RFP) HDEC02-07-R-0006 is hereby issued. Your firm is invited to submit an offer in response to this solicitation as a potential supplier to furnish fresh shell-protected eggs for resale to various commissary stores assigned to the Defense Commissary Agency’s West Region.

Solicitation # HDEC02-07-R-0006 is posted on the World Wide Web at http://www.fbo.gov (click on Advance Search and search by solicitation number) and should be accessed through this website. No hard copy will be mailed to your firm. It is very important that you download and print the solicitation and the standalone attachment (Attachment D).

It is imperative that you read the solicitation to understand what information is required and how and when your proposal is required for submission. Compliance with the instructions is the key to competing successfully. If your firm is interested in submitting an offer in response to this solicitation, see Addendum to FAR 52.212-1 Instructions of Offerors – Commercial Items. NOTE: See important instructions about submitting prices under Paragraph 5A, Submission of Proposal Package, Business Proposal, Volume I, Section 5 (pages 42-45). Addendum to FAR 52.212-2 Evaluation – Commercial Items describes how the government will make the source selection decision for contract award(s).

It is very important that you spend sufficient time on your written narratives, describing precisely HOW your firm proposes to perform the requirements (See Paragraph 5B, Submission of Proposal Package, Technical Proposal, Volume II, Section 1-8, page 45). IN ACCORDANCE WITH FAR 52.212-1(g), OFFERORS ARE HEREBY ADVISED THE GOVERNMENT INTENDS TO EVALUATE OFFERS AND AWARD A CONTRACT WITHOUT DISCUSSIONS WITH OFFERORS. Therefore, offerors should propose their best offer initially containing the best terms from a price and technical standpoint.

The period of performance consist of a 24-month base period with three one-year option periods available. When completing the pricing spreadsheet at Attachment D, take note that the annual estimated quantities and the total estimated amount are multiplied by 2 for the 24-month base period of performance.

Upon receipt of this solicitation, provide this office with at least six (6) of your commercial business references. The instructions for submitting your references are contained within the Instructions to Offerors (Addendum to FAR 52.212-1, paragraph 3, pages 62-71). Send your business references by facsimile to (804) 734-8088/8090, ATTN: Hallie Barbour or Email them to hallie.barbour@deca.mil by 4:00 p.m., Local Time/Fort Lee, VA, EST, March 13, 2008.

You must submit your proposal package as instructed – See Addendum to FAR 52.212-1 Instructions to Offerors, paragraph 5(a), send to the address in Block 9 (Attention: PSCC, Kimberly Cooper) of the SF 1449 (front page of solicitation) by 4:00 p.m., Local Time/Fort Lee, EST, April 3, 2008.

Your firm must register and submit Annual Representatives and Certifications via the Online Representatives and Certifications Application (ORCA) at http://orca.bpn.gov and submit a hard copy with your proposal. In addition, your firm must be registered in the Government’s Central Contractor Registration (CCR) system prior to an award. If you are not registered in CCR, you may register on-line at http://www.ccr.gov. See Addendum to FAR 52.212-1 Instructions of Offerors – Commercial Items, paragraph 5, Volume I, Section 1(d), for submission requirements. DO NOT DELAY! Non-registration in ORCA and CCR may result in your firm being ineligible for contract award.
