B.35Please clarify the pallet count for CLIN 0001 so that offerors can bid on a common number of pallet positions. Is the requirement that the FFP VMI be 50,000 pallets per month?Yes, 50,000 per month
B.35, 9Please consider making CLINs 0002 and 1002, Distribution (Bulk), a FFP CLIN with a NTE amount. This is consistent with the use of a NTE amount in the CLIN table and the inclusion of a rate table for proposal and billing purposes.Nonconcur, there is too many variables, i.e. number of pallets and where they may be shipped, and when. Offeror should provide a firm rate per pallet in their cost proposal
B.35, 9Please consider making CLINs 0003 and 1003, Freight & Transportation (Small Parcel), a FFP CLIN with a NTE amount. This is consistent with the use of a NTE amount in the CLIN table and the inclusion of a rate table for proposal and billing purposes.Nonconcur, there is too many variables, i.e. number of pallets and where they may be shipped, and when. Offeror should provide a firm rate per package in their cost proposal
If the government changes to a FFP approach for CLINS 0002 and 0003 and 1002 and 1003, please add a freight table for OY1 to allow offerors to price freight for OY1 given the dynamic costs of fuel and transportation or otherwise allow offerors to work with the government if OY1 is exercised to adjust pricing to a mutually agreed upon rate given current then-fuel rates.See above
B.3; Worksheet C7, 10Please revise CLIN 0005 and 1005, as well as Worksheet C, to allow offerors to price for HAZMAT and Non-HAZMAT disposal to align with the SOW requirement at C.4.5(4), "Pricing is to include both a rate for hazardous and non-hazardous materials."Solicitation changed to allow for HAZMAT and Non-HAZMAT
B.3; Worksheet C6, 10Please consider incorporating CLIN 0004 and CLIN 1004 , Pick, pack, and prepare requirements into the VMI CLINS 0001 and 1001, respectively. Please reflect any changes within Worksheet C.Pick, Pack, Prepare is for distribution not storage
B.3; Worksheet C5Please consider adjusting the UOM for CLIN 0006, as well as Worksheet C, to "per pallet" basis instead of a lot. This would be consistent with the description for the CLIN, which indicates that the contractor would bill at a per pound rate.CLIN includes a per pallet rate already.
B.36Please clarify the pallet count for CLIN 1001 so that offerors can bid on a common number of pallet positions. Is the requirement that the FFP VMI be 25,000 pallets per month?CLIN 1001 is correctly counted at 25,000 pallets
B.39Please clarify the Government's needs drop in OY1 for a committed VMI pallet count of 25,000, but the surge needs remain at 69,000 pallets.Fixed quantity is likely to drop but Surge quantity may or may not drop.
C.311Please consider removing the requirement for interoperable data feed to allow offerors an alternate method to provide the inventory data through a secure method of transmission (e.g., box.com).Gov't considers flat file feeds from vendor to be interoperable.
C.4.214Offerors will be selecting their own transportation providers and are not required to use U.S. General Services Administration approved carriers. Therefore, we recommend that 7 and 9 and Table 1 be edited to remove references to GSA's OTO processs and in 9 reference to applying to become a vendor for GSA LTL/FTL.Paragraph 9 is removed. Paragraph 7 edited.
I.136Please remove HHSAR 352.224-70, Privacy Act, as the resulting contract would not require the contractor to design, develop, or operate a Federal agency system of records in accordance with the Privacy Act of 1974.Concur, Clause deleted.
L.181The Solicitation at Section L.1 requires offerors, if other than a small business, to meet HHS' current goals for small business utilization. HHS should consider removing this requirement as it unnecessarily restricts competition. Large contractors with pre-approved commercial plans that do not meet these goals cannot modify their existing plans to meet HHS’ specific goals. See FAR 19.704(d), which states "Once a contractor's commercial plan has been approved, the Government shall not require another subcontracting plan from the same contractor while the plan remains in effect, as long as the product or service being provided by the contractor continues to meet the definition of a commercial product or commercial service."L.1.6 requires Large Business offerors to comply with FAR 19.7 which includes submission of a subcontracting plan. However, there is no requirement to subcontract. L.1.7 is provided as Goals for subcontracting if there is any.
I.345, 48As the requested scope of work is a commercial service, please explain why the Service Contract Act is not applicable.Service Contract Act clauses added
C.11- I.24Please clarify what EDI transactions are needed to enable offerors to propose and price against common requirements.C.11.l edited to delete EDI transactions requirement
C.11- I.24Please provide technical specifications for the dashboard to enable offerors to propose and price against common requirements.C.11-l edited to delete dashboard requirement
C.1225Please consider altering the WMS requirements to remove the requirement for an order/request function (to allow for ordering via alternate means).WMS Minimum Requirements Paragraph 3 edited to remove order/request function.A9A1:D18
