2. Contract or Task Order Title. Fourth Estate (4E) Cisco Software (SW) Enterprise Agreement (EA)

3. Background.

In 2020, Cisco developed and received Department of Defense (DoD) CIO buy-in to implement across the department a new package titled Global Enterprise Modernization Software & Support (GEMSS) which provides software licenses, hardware and software maintenance support that created process efficiencies and significant cost avoidances. After much research of this new package the Fourth Estate (4E) Agencies decided to pursue an agreement that would continue to streamline acquisition and receive a deeper discount than the Cisco JELA has historically received.

In September 2014, Defense Information Systems Agency (DISA)/ /Defense Information Technology Contracting Organization (DITCO) awarded a competitive single award indefinite delivery indefinite quantity (IDIQ) contract in support of a DoD consolidated Joint Enterprise License Agreement (JELA) for brand-name Cisco Smart Net Total Care (SNTC) and Software Support Services (SWSS). Subsequently, two follow-on contracts were awarded to continue DoD support of Cisco hardware and software products. These contracts created cost and acquisition efficiencies.

The 4E Cisco SW EA shall capitalize on the Cisco JELA efforts by including products available from the JELA (SNTC and SWSS) and consolidate other 4E Cisco contracts to include the DISA Enterprise Classified Voice Over IP Unified Communications (UC) contract, Defense Logistics Agency’s (DLA) UC and Hyperflex contracts, and other advanced services contracts.

4. Objectives:

The purpose of this contract is to provide a consolidated 4E agreement that promotes contracting efficiencies, provides streamlined processes to achieve continuous (24 hours a day, 7 days a week, and 365 days a year) Cisco SNTC for 4E’s hardware assets, SWSS, software subscriptions, and engineering support services. In addition to providing maintenance, software, and engineering support, the contractor must provide an asset management and tracking tools for all participating 4E enrollees. The asset management tool shall be used to record, track, and monitor products covered under this joint enterprise agreement. This 4E Cisco SW enterprise license agreement shall optimize the administration, performance, and security of DoD by improving asset visibility and include maintenance for Cisco brand name hardware requirements of this contract.

5. Scope

The scope of this requirement is to provide hardware maintenance, software subscriptions, and engineering support services. This scope shall cover the 4E agencies which have a known baseline of Cisco assets valued at $1.925 billion. Additionally, as a service provider to the government, DISA is tasked with providing services on behalf of their mission partners/customers. This contract authorizes DISA to purchase on behalf of their mission partners/customers. The coverage of this requirement applies to agencies located in the Continental United States (CONUS) and Outside the Continental United States (OCONUS) sites. The contractor shall deliver all services and support as defined within this document in support of the Cisco requirements at CONUS and OCONUS locations.

This agreement consists of three areas of requirements. The first area of support is the GEMSS package which includes SNTC, SWSS, Cisco software subscription products such as Digital Network Architecture (DNA), Advantage for Route, Switch, and Wireless, Service Provider Network Architecture (SPNA), Cisco Government System Engineering (GSE) Lab, and limited engineering services. The second area of support is software subscriptions that support an email defense capability, voice services, security, identity services, and data center in support of the capability to modernizing the infrastructure from the data center to the edge, simplifying development operations enablement, traditional cloud native applications, and optimizing operations across distributed environments. The third area of support is for Cisco engineering services outside of the GEMSS package, which consist of Cisco Original Equipment Manufacturer (OEM) Networking Consulting Engineers (NCE), to deliver design, implement, deliver, and support across a breadth of Cisco technologies critical to the 4E environments. Where required, these services are delivered by appropriately cleared Cisco operations managers and network engineers.

Remote IT asset management is provided to facilitate recording, tracking, and monitoring assets covered under GEMSS, and SWSS for perpetual legacy software installed on the hardware assets. GEMSS provides services inclusive of High Touch Technical Services (HTTS), High Touch Operations Management (HTOM), and engineering necessary to the implementation, delivery, management, and support of the agreement. Maintenance and support coverage apply to CONUS and OCONUS locations according to the customer’s specific installation base.

6. Performance Requirements

The price structure for the sale of each GEMSS CLIN is based on an install base (IB) currently owned by each of the represented enrollees. Cisco is providing each enrollee with flat rate pricing, regardless of consumption, unless otherwise noted herein.
