L1 – INFORMATION TO OFFERORS

The Project Manager Mission Command (PM MC), Product Manager (PdM) Joint Battle Command - Platform

(JBC-P) program is a networked battle command information system that enables units to share near real-time friendly and enemy situational awareness information, operational maps and graphics, and command and control

(C2) messages. JBC-P is an upgrade from the Force XXI Battle Command Brigade and Below (FBCB2) Joint

Capabilities Release and is fielded in both mobile and command post versions with communications being supported by the Blue Force Tracker (BFT) satellite for mobile operations and the Tactical Internet for products/systems consisting of vehicle computer systems, satellite transceivers, encryption devices, JBC-P software, and associated installation kits (“IKs” or “kits”). The program is managed by U.S. Army, Program Executive Office Command

Control Communications-Tactical (PEO C3T), PM MC, PdM JBC-P.

IKs are an integral part of the JBC-P program, providing the means through which JBC-P products/systems are installed into their target vehicular platform(s). IKs are comprised of mounting hardware, brackets, cables, and other ancillary hardware; they supply the electrical and mechanical interface between the vehicle platform and JBC-

P products. This results in there presently being approximately fifty (50) unique IK configurations, because every

JBC-P product and vehicular platform configuration results in a unique IK configuration. For example, if three different JBC-P products (i.e., satellite transceiver, encryption device, and computer) are being installed on the same vehicle, then three unique IKs for installation are required as well. IKs are specifically tailored to ensure the safety and optimization of each JBC-P product, the vehicle, the operator, and other vehicular systems. To ensure configuration control of these distinct IK configurations, IKs are classified by JBC-P product, vehicular platform, and vehicular platform configuration. Each IK is backed by a Government-owned Level II Drawing Package, which explicitly outlines, by part number, every item required to support installation of the target product into the target vehicle, based upon vehicle configuration.

The U.S. Army has tasked PM MC with modernizing the complete JBC-P approved acquisition objective, which is approximately 103,000 systems by the end of fiscal year (FY)2023 (FY23). It is estimated that 21,000 vehicles will be modernized in FY19, with approximately three to four kits required per vehicle. This fielding of both hardware and JBC-P software addresses key Army modernization goals, reduces the number of software baselines in the field

(thereby reducing sustainment costs), provides additional capabilities (such as near-real time identification of friendly units on the Common Operating Picture), and subverts many cyber security vulnerabilities of older systems/software.

Therefore, under the herein proposed acquisition, the Government intends to procure IKs to support over fifty (50) different JBC-P product/vehicle platform configurations and 82,000 systems, along with various other customer procurements, which are estimated at less than 10 percent. Procured IKs will be manufactured in alignment with

Government-owned Level II drawings. In addition to the procurement of existing IK configurations, the

Government will procure spare parts needed to support fielded IKs and incidental engineering services to allow for the development of Level II Drawing Packages for new or modified JBC-P products, vehicular platforms, and vehicular platform configurations. New or modified Level II Drawing Packages that occur post-award would then be incorporated into the contracts to allow for production of IKs.

L1.0 Program Title and Objectives

L3.1. Narrative Summary The narrative summary of the entire proposal should be concise, to include addressing the significant risks, and highlighting any key or unique features, excluding cost/price. The salient features should tie in with Section M evaluation factors/subfactors. Any summary material presented here shall not be considered as meeting the requirements for any portions of other volumes of the proposal.

L3.2. Table of Contents Include a master table of contents of the entire proposal.

L4.0. Volume II – Technical/Management Volume

L4.1. General The Technical/Management Volume should be specific and complete. Responses will be evaluated against the technical/management subfactors defined in Section M, Evaluation Factors for Award. Using the instructions provided below, provide as specifically as possible the actual methodology to be used for accomplishing/satisfying these subfactors. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation.

L4.2. Format and Specific Content The Technical/Management volume should be specific and complete. Each offeror’s response will be evaluated against the evaluation factors defined in Section M, Evaluation Factors for Award. Using the instructions provided below, each offeror should provide as specifically as possible the actual methodology it would use for accomplishing/satisfying these subfactors. All the requirements specified in the solicitation are mandatory. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation.

L4.2.1. Technical/Management In the Technical/Management volume, address the proposed approach to meeting or exceeding the minimum performance or capability requirements of each technical/management subfactor.

A concise and comprehensive proposal is desired. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance. Statements such as “will comply”, or “noted and understood” without supporting narrative to define compliance are not acceptable. Cursory responses or responses which merely reiterate or reformulate solicitation language will not be considered as satisfying the requirements of the RFP, or as demonstrating the ability to perform. Elaborate brochures or other presentations beyond that sufficient to present a complete and effective proposal are not desired. Elaborate artwork and expensive visual or other presentation aids are not necessary and will not be considered.

L4.2.2. Volume Organization The Technical/Management volume shall be organized according to the following general outline:

(1) Table of Contents

(2) Glossary

(3) Subfactor One: Sources of Supply

(4) Subfactor Two: Kitting Production Capacity / Delivery

(5) Subfactor Three: First Article Qualification Testing (FAQT) Experience

L5.0. Volume III - Cost/Price

L5.1 General Instructions

L5.1.1 Price Reasonableness and Completeness This section is to assist in submitting information other than pricing data that is required to evaluate the reasonableness and completeness of the proposed price. The Government will verify that all solicitation requirements have been priced, figures are correctly calculated, and prices are presented in a clear and useful format.

The Government reserves the right, but is not obligated, to review prices for realism. Note: unreasonably high-proposed prices, initially or subsequently, may be grounds for eliminating a proposal from competition.

Additionally, unbalanced pricing poses an unacceptable risk to the Government, and may be a reason to reject an offeror’s proposal. Price submissions should be sufficiently detailed to demonstrate their reasonableness and be adequate enough to support and sustain a Defense Contract Audit Agency (DCAA) audit.

L5.1.2. Cost/Price Information Information beyond that required by this instruction shall not be submitted, unless considered essential to document or support the cost/price position. All information relating to the proposed price, including all required supporting documentation must be included in the section of the proposal designated as the Cost/Price volume. Under no circumstances shall this information and documentation be included elsewhere in the proposal.

In completing the cost/price proposals, offerors are required to submit pricing using the MS Excel-based Pricing

Template provided in Attachment J-3 - IK Price Template to the RFP. Instructions and a checklist to aid in the completion of templates are located within the Attachment J-3 - IK Pricing Template on the “READ ME!

Instructions” checklist tab. Please note: offerors SHALL assume within their pricing model each IK configuration is FAQT'd once over the course of the contract. Therefore, contractor shall amortize the

FAQT price over each CLIN and each pricing range over the contract. Additionally, the offeror shall provide sanitized versions of the price proposal where necessary. The price proposal shall contain substantiation for all proposed pricing.

L5.1.3 Cost or Pricing Information Requirements

In accordance with FAR 15.403-1(b) and 15.403-3(a), data other than certified cost or pricing data may be required to support price reasonableness. Information shall be provided in accordance with FAR 15.403-5. If, after receipt of proposals, the KO determines the required conditions of adequate competition do not exist, that there is insufficient information available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply, the offeror may be required to certify its submitted cost or pricing data (see: FAR 15.406-2 -- Certificate of

Current Cost or Pricing Data).

L5.2 Volume Organization

The Cost/Price volume shall consist of the following sections:

SECTION 1 - Table of Contents; summary descriptions of estimating, purchasing, and accounting systems;

changes to estimating, accounting practices, or Cost Accounting Standards (CAS) Disclosure Statement, as applicable.

SECTION 2 - Required MS Excel-based Pricing Template.

SECTION 3 – Additional Pricing Support and other information such as Government Furnished

Property/Government Furnished Equipment (GFP/GFE), long lead costs, termination costs, development/production schedule, inflation rate summary and explanation, life cycle cost, and special tooling/test equipment. List each exception to the ground rules and assumptions provided in the solicitation and each qualification of the Cost/Price volume, if any. Provide complete rationale for any exceptions.

L5.2.1 Section 1 - Introduction Include table of contents; glossary of abbreviations and acronyms; summary descriptions of accounting, estimating, and purchasing systems; and changes to estimating, accounting practices, or Cost Accounting Standards (CAS) disclosure.

L5.2.2 Glossary of Abbreviations and Acronyms.

If necessary, provide a glossary of abbreviations and acronyms used with an explanation for each. Glossaries do not count against the page limitations for their respective volumes.

L5.2.3 Estimating System Provide a summary description of your standard estimating system or methods. The summary description shall cover separately each major cost element. Also, identify any deviations from your standard estimating procedures in preparing this proposal volume. Indicate whether you have Government approval of your system and if so, provide evidence of such approval.

L5.2.4 Purchasing System Provide a summary description of your purchasing system or methods (e.g., how material requirements are determined, how sources are selected, when firm quotes are obtained, what provision is made to ensure quantity and other discounts). Also, identify any deviations from your standard procedures in preparing this proposal. Indicate whether you have Government approval of your system and if so, provide evidence of such approval.

L5.2.5 Cost Accounting Standards Disclosure Statement Where applicable, the offeror shall provide current status of its CAS disclosure statement and explain any inadequacies or non-compliances.

L5.3 Section 2 - Pricing Template (Attachment J-3 - IK Pricing Template) The price proposal shall be submitted using the provided Microsoft Excel-based pricing template and accompanying instructions/checklist, attached to the RFP in Attachment J-3, and shall include all necessary formulas and calculations. Additional information required to support the price information provided in the Government-provided pricing templates shall be submitted as a part of the price volume in Section 3. The price submission must be consistent with your approved estimating. Price templates submitted must comply with the following format requirements:

- Data file should be .xls file format (MS Excel 2007 or newer) compatible format.

L5.3.1 Labor Pricing In completing the required pricing template, the Offeror shall provide labor rate schedules for Contractor site labor categories identified on tab “FFP Labor Pricing Page” showing proposed fully burdened rates (inclusive of direct and indirect rate burdens) by year.

The labor rate schedule provided in J-3 - IK Price Template will be used as the ceiling labor rates for pricing of all labor proposed under future task orders issued under this IDIQ contract.

L5.4 Section 3 – Additional Pricing Support The price proposal shall contain substantiation for all proposed pricing. Examples of the types of acceptable supporting information include: actual historical sale prices, purchase orders, vendor quotations, and commercial price lists.

L6.0 Volume IV – Contract Documentation

L6.1 Representations and Certifications

The purpose of this volume is to provide information to the Government for preparing the contract document and supporting file. The offeror's proposal must include a signed copy of the solicitation and completion of Sections A through K.

L6.1.1 Section A - Solicitation/Contract Form

Completion of blocks 15A/B and16 and signature and dates for blocks 17 and 18 of the SF 33. Signature by the offeror on the SF 33 constitutes an offer, which the Government may accept. The "original" copy should be clearly marked under separate cover, and should be provided without any punched holes.

L6.2.3 Company/Division Address, Identifying Codes, and Applicable Designations

Provide company/division's street address, county, and facility code; CAGE code; DUNS code; TIN; size of business (large or small); and labor surplus area designation. This same information must be provided if the work for this contract will be performed at any other locations. List all locations where work is to be performed and indicate whether such facility is a division, affiliate, or subcontractor, and the percentage of work to be performed at each location.

L6.2.4 Small Business Subcontracting

A subcontracting plan is required (FAR 52.219-9) for Other than U.S. Small Businesses only

(i.e. Large Businesses). ONLY OTHER THAN U.S. SMALL BUSINESS OFFERORS ARE

REQUIRED TO SUBMIT A SUBCONTRACTING PLAN. Offerors are required to submit either an individual subcontracting plan, an approved commercial plan, or a negotiated DoD

Comprehensive Test Program subcontracting plan. In addition, offerors are required to complete the DISA Subcontracting Review Checklist (Attachment L2) by inserting dollar values and percentages from your subcontracting plan as applicable for items 1 and 2, and items 3 through

19 by completing the paragraph and page number columns.

The subcontracting plan is the organization’s business plan for the inclusion of small businesses within their capture/contracting processes. An individual subcontracting plan highlights the general “potential” for subcontracting opportunities within a specific procurement. The contract awardee has the “life of the contract” to make a “good faith effort” to ensure that subcontracted dollars will go to small businesses. Although distinct and different from each other, the small business participation plan is complementary to a subcontracting plan. Subcontracting plans shall reflect and be consistent with the commitments presented in the small business participation plan.

Other than U.S. Small Business Offerors (i.e., Large Businesses) must submit a subcontracting plan that meets the requirements of FAR 19.704, FAR Clause 52.219-9 (Alternates and

Deviations) and DFARS 252.219-7003 (or DFARS 252.219- 7004 if the Offeror has a DoD

Comprehensive Test Program subcontracting plan).

The KO will review subcontracting plans on an acceptable or unacceptable basis for compliance with FAR 19.704, FAR Clause 52.219-9 (Alternates and Deviations), and the applicable DFARS clause. A subcontracting plan is unacceptable if it does not clearly meet the requirements of

FAR 19.704, FAR Clause 52.219-9 (Alternates and Deviations) and DFARS 252.219-7003 (or

DFARS 252.219- 7004 if the Offeror has a DoD Comprehensive Test Program subcontracting plan). Subcontracting plans will only be reviewed for acceptability for those Offeror(s) deemed to be an apparent awardee(s).

The subcontracting plan shall be included in the offer, and the approved subcontracting plan shall be incorporated into the contract under Section J.

L6.2.5 Government Furnished Property (GFP) The Government plans to provide the items listed in Attachment J-4 of the solicitation as GFP. If the offeror requires the use of Government furnished items other than those specified, the offeror shall provide a listing including quantity, federal stock number, nomenclature, date needed and duration of availability, rental value per

FAR 45.1 and 45.2, reason for need, and cross reference to cost/price volume paragraphs which pertain to GFP. The offeror shall also provide the written authorization from the cognizant administrative contracting officer, as applicable. The offeror shall supply this information in the format shown in Table 6.2.

SECTION M - EVALUATION FACTORS FOR AWARD

ADDENDUM TO SECTION M

The Government's intent is to award two (2) separate contracts to two (2) separate contractors;

one (1) contractor on solicitation HC1084-19-R-0014 (Small Business Set-aside) and one (1) contractor on solicitation HC1084-19-R-0015 (Full and Open).

Should the same contractor submit the lowest priced, technically acceptable proposal in response to both solicitations, the Government reserves the right to award to the next lowest priced, technically acceptable offeror on either solicitation to ensure award is made to two (2) separate contractors.
