9999 Lot OPTION Surge 25%
COST
The Government may require surge support during the base or any option period, and surge modifications will be in-scope to provide increased support for the defined task areas of the PWS. Surge support is OPTIONAL and is not a guarantee. If the Government determines that an increased quantity of support is required for the task areas defined in the PWS, the Government reserves the right to exercise the Surge Option unilaterally. The Contracting Officer will provide written notice to the Contractor at least 5 calendar day prior to any unilateral exercise of the Surge Option. In the event the Government does elect to exercise the Surge Option, surge support will be realigned under new or existing CLINs for the relevant task areas identified in the PWS, and an equal amount will be deducted from the Surge CLIN not-to-exceed amount. Surge support will be provided at the same labor rates proposed and found fair and reasonable at time of contract/task order award for the applicable period of performance.

GUARANTEED MINIMUM/LABOR RATES
B.1. GUARANTEED MINIMUM/LABOR RATES
(A) This is an Indefinite-Delivery/Indefinite-Quantity (ID/IQ) contract against which it is planned to award Firm Fixed Price (FFP) and Cost-Reimbursement (CR) type task orders in accordance with Federal Acquisition Regulation (FAR) Subpart 16.5 - Indefinite-Delivery Contracts. The total amount of all orders placed against all contracts resulting from this solicitation shall not exceed $24,071,607.28 over a five (5) year period of performance (12-month base period) and four (4) one-year option periods. The guaranteed minimum amount is $500.00 for the contractor for the base period only. There is no guaranteed minimum amount for any option years, if exercised.
(1) Government Site Rates. When performing at Government sites, the contractor shall furnish fully-burdened personnel rates. The Government will provide only office space, furniture, and office equipment and supplies.
(2) Proposed labor rates and indirect rates shall be entered in Attachment #L3 under labor categories and the indirect rates shall be entered in Attachment #L3 of Section L. The labor category descriptions are provided in Attachment #J3 Labor Category Descriptions.
(B) Labor. Attachment #J1- Sample MSP Rate Table represents fully-burdened hourly rates for each skill classification. The fully-burdened labor rates shall include all direct, indirect, general and administrative costs and profit associated with providing the required skill. The fully-burdened labor rates shall include all labor and labor-related costs, such as, but not limited to, the following list of representative labor-related costs: salaries, wages, bonuses to include stock bonuses, incentive awards, employee stock options, stock appreciation rights, employee stock ownership plans, employee insurance, fringe benefits, contributions to pension, other post-retirement benefits, annuity, employee incentive compensation plans, incentive pay, shift differentials, overtime, vacation time, sick pay, holidays, and all other allowances based upon a comprehensive employee compensation plan. The use of uncompensated overtime is not allowed.
(C) Labor rates are fixed for the life of the contract and may not be increased during the life of this contract.
However, the contractor may submit a proposal reducing the fixed labor rates and mark-up percentages at any time during the life of this contract. The Government will review these proposals and determine if the revised rates are realistic and in the best interest of the Government. If the rates are accepted, the Government will modify the contract by incorporating the new rates into the labor rate tables.
(D) The rates that are set-forth in the contract will be used as ceiling rates for subsequent task orders. The rates specified in the MSP Rate Table and the Price Worksheet will apply to the work performed under this contract.
(E) At the request of either the contractor or the Government, the contractor may throughout the life of the contract propose additional labor categories, rates and descriptions in addition to the established labor categories, rates and descriptions that the contractor believes will be required to support requirements within the scope of this contract.
These additional categories, rates and descriptions will be negotiated on a case-by-case basis. The additional categories, rates and descriptions proposed, upon determination by the Government that they are necessary for and do not exceed the scope of the effort, and the prices are considered fair and reasonable, will be incorporated into the MSP Rate Table.

2. Contract Title. Electromagnetic Spectrum (EMS) Services, Operations, Electromagnetic Environmental Effects (E3) Program, Strategic Planning Support, the Applied Engineering and Mobile Service Provider (MSP) Support
3. Background. The Defense Spectrum Organization (DSO) who is a part of Defense Information Systems Agency (DISA), is a recognized center of excellence for Department of Defense (DoD) spectrum matters. DSO provides E3 engineering support services on a reimbursable basis prior to the installation of new, or substantially upgraded mobile telecommunications services on federal property when requested by the DoD Components, or federal agencies. Engineering support related to spectrum operations are an integral part of the overall information battlespace. Currently there is a contract in place to provide the MSP for engineering support needed to support DSO mission requirements enabling the Department of Defense (DoD), Military Services, US Government agencies, and coalition partners to proactively plan, design, acquire, test and operate spectrum dependent systems in the intended electromagnetic environment. This program is required under the DoD Directive 3222.3.
4. Objectives: The following DSO mission element will be addressed:
E3 and Spectrum Engineering – analyzing equipment and systems for potential E3 problems, and recommending solutions.
In future operational environments it is essential that electromagnetic systems perform as expected to help achieve mission objectives.The challenges faced in meeting our objectives include:
• Rapidly changing technologies associated with spectrum systems
• Competing demands for spectrum access
• Adversaries utilizing advanced technologies
• Coordinating and collaborating with all pertinent stakeholders (e.g., services, intelligence community, mobile, academia)
• Providing timely and accurate information for decision makers at the appropriate level
• Working efficiently across multiple mission areas and organizations
A thorough understanding of the physics and technologies related to spectrum-dependent systems and how tactical operations are affected is essential in supporting this effort. This would include:
• Spectrum related technologies (e.g., electromagnetic propagation, non-linear effects, antennas, near field conditions, electromagnetic pulse, etc.) across the electromagnetic spectrum
• System performance considerations (e.g., digital signal processing, software-defined radios, encryption technologies, system vulnerabilities, etc.)
• Software tools (e.g., engineering, scenario) applications and limitations
• Testing and measurement tools and processes and limitations
To achieve the objectives of this PWS, it is imperative that the contractor takes an integrated approach, considering the DSO and its customer base and technical, operational, policy, and acquisition factors, and working with close communications with all stakeholders to ensure requirements and expectations are met. This includes:
• Promoting and leveraging a multi-disciplinary, highly-skilled workforce with technical, analytic, and operational expertise
• Encouraging collaboration to strengthen partnerships across diverse domains
• Aligning business processes, management practices, and tools to best serve the broader community
• Applying consistent and repeatable quality management practices (e.g., ISO 9001) to ensure that requested products and services are value-added and delivered within cost and schedule. Management of elements include:
o Planning o Execution o Communications o Monitoring (e.g., periodic reviews, testing) o Adjustments o Delivery and acceptance criteria
5. Scope. This contract will provide technical support to DSO for the following task:
E3 and Spectrum Engineering – analyzing equipment and systems for potential E3 problems and recommending solutions.
The Government may require surge support during the base or any option period, and surge modifications will be within the scope of the contract and provide increased support for the defined task areas of this PWS. Surge support over the life of the contract will not exceed 25% of the contractor’s total proposed cost/price for the base and all option periods, excluding any six-month extension of services pursuant to FAR 52.217-8.
The contractor shall determine the potential for electromagnetic interference from the proposed system transmitters to existing and planned military, government, and commercial communications-electronics systems. The analyses will employ government supplied worldwide frequency assignment databases, extensive equipment parameter databases, and sophisticated analysis models that can predict potential interference for the proposed commercial transmitting systems. The contractor shall determine the potential for electromagnetic radiation hazards (RADHAZ) from the proposed system transmitters to personnel, fuel, and ordnance with electrically initiated devices.
6. Performance Requirements. This section includes the tasks specified below.
6.1 Task 1 – Mobile Service Providers. The contractor shall provide E3 engineering support services to mobile service providers prior to the installation of new, or substantially upgraded telecommunication service equipment on federal property. The contractor shall address the potential for electromagnetic interference from the telecommunication service equipment to existing and planned military, government, and mobile communications-electronics systems on federal property. The contractor shall, at the Government’s discretion, analyze the potential for electromagnetic radiation hazards to personnel, fuel, and ordnance with electrically initiated devices at Army and Air Force bases. The contractor shall provide support in the preparation and processing of mobile service providers related task order documentation including: proposals, sales contracts, transmittal letters, project folders, provider applications, and the tracking of documents.

6.2 Task 2 – Training (OPTIONAL-ALL PERIODS)
6.2.1 The contractor shall provide training that must accommodate users that do not know how to use the MSP tool, and any of the other applicable software applications required to accomplish the Technical Reports laid out in Task 1 (e.g. SXXI, FCC database, RADCOM, RADHAZ).
6.2.2 The contractor shall create and maintain a “How To” Guide that will be developed to take prospective users through use of the MSP tool and the rest of the process to perform a typical MSP analyses. The “How To” Guide shall include trouble shooting and emergency procedures encountered. The Guide shall include information that addresses the different skill levels of prospective users, and the capabilities available to each level via the Graphical User Interface (GUI). As the capabilities of the software tools and processes increase with subsequent releases, contractor is responsible for making corresponding changes to the training document.
6.2.3 In support of, and in conjunction with the “How To” Guide, the contractor shall develop Engineering Demonstration Assets. The contractor shall also provide hands-on training to Government personnel with knowledge of basic and advanced spectrum engineering, including the application of the “How To” Guide and associated Engineering Demonstration Assets.

6.3 Task 3 – MSP Tool Product Maintenance (OPTIONAL-ALL PERIODS)
6.3.1 The contractor shall provide product maintenance support for the life of the contract, should the Government exercise the option years.
6.3.2 The contractor shall log and correct software defects found in the MSP Tool software, and test the software to ensure that defects have been properly corrected. The contractor shall identify, classify, prioritize, and correct Priority 1 and 2 software defects. All other MSP tool software defects and user-requested changes shall be analyzed by the contractor, and submitted to the Government for review and prioritization for implementation in a future MSP tool release.
6.3.3 The contractor shall also implement software changes, integrate, and test the minimum risk and minimum cost fix to correct Priority 1 and Priority 2 defects; and shall provide change pages to appropriate MSP tool baseline documentation to reflect corrective actions taken. The contractor shall conduct regression testing to ensure the corrections have not introduced new software defects. The contractor shall deliver a MSP tool Release Package that includes all relevant project artifacts with the MSP software release including: meeting minutes, updated baseline documentation, test plans, and final test summary reports.
6.3.4 The contractor shall install MSP tool software to ensure that Government and other contractor staff can access the MSP tool. The contractor shall address implementation requirements, information assurance concerns, cost, risk, and schedule. The contractor shall maintain cybersecurity and provide IA support for any changes or updates to the MSP tool.
Release dates for any interim patch releases shall be established by the contractor and the COR based on user needs.
The contractor shall deploy new MSP tool software releases, upon completion of development and testing, to the applicable classified systems at the Government’s facility. The duration and completion date of deployment to the classified system will be dependent on external factors related to security requirements for approval to deploy in a classified environment.
The contractor shall monitor the operation status of the MSP tool as it is being used to complete Task 1 and inform the Government if Task 3 is required to meet the needs of Task 1. The deliverables shall include any major and/or minor software updates, bug fixes and change requests that shall be required and approved by the Government.

7. Performance Standards.
Performance Standard Acceptable Quality Level (AQL) Methods of Surveillance
Task 1 – Reports, Briefings, Monthly status reports
Technical Requirements: Percentage of technical requirements contained in the PWS that were met by the contractor. In addition, the deliverable must be complete and free from major technical errors before being accepted by the Government. Meeting 95% of the requirements and being complete and free of major technical errors is an
AQL.
Reports should contain only minor technical errors that require correction prior to final delivery. Minor technical errors should have no or minor impact on final conclusions drawn in the report.
All relevant data must be included in the report. Conclusions must be fully supported by data and information in the report. The report must be accurate. Reports should reflect innovative solutions or unique insights to resolve problems.
Reports must not require multiple returns to the contractor for editorial re-work prior to being accepted by the DSO, user, or sponsor. Reports must be organized so that a typical reader can follow the flow of information in the report with figures and tables properly marked and easily read. The DSO approved report format should be used unless other provisions are stipulated at the beginning of the task. Minimal report rework post-delivery is an AQL.
Schedule Requirement: AQL is report delivered on-time. The delivery date is the date the contractor provides the final deliverable to the Government.

Task 1 – Technical Support Technical Support AQL: The contractor must prepare for, and participate, in meetings and conferences. If material is presented, it must be accurate and professional. If documents are prepared, they must be accurate, free of errors, and require little or no editorial rework. If database entries/outputs are required, they must be accurate and in the proper format. If ad-hoc analyses are performed, they must be accurate and meet all requirements. The contractor must provide the appropriate response (in-house analytical and deployed staff) to resolve interference events.

Task 1 – Mobile Service Providers

Task 3 - Software • AQL for supporting documentation is achieved when the delivered documentation satisfies 100% of its requirements.
• At most, documents should contain only minor technical errors that, although they are minor, require fixing prior to delivering the final product.
These technical and editorial errors should have no, or a very minor impact on the final conclusions drawn in the document.
• Material in the document must be presented in a logical and unambiguous manner. All relevant data must be

• AQL is achieved when the delivered software satisfies 100% of the selected requirements from the SRS and no Severity 1 or Severity 2 defects are found during Government Testing.
Delivered software must include all components (e.g. .dll, .exe, support documentation etc.).
Software Development AQL Metrics:
• Functionality: System satisfies functional requirements set forth in requirements specification.
• Usability: User interface is consistent and accessible.
• Reliability: System is available, accurate and able to recover from catastrophes.
• Performance: System meets all performance requirements including response time, recovery time and startup time.
• Supportability: Software meets user requirements related to ease of installation, configuration and maintenance.
• Flexibility: Software components are developed in a manner to enable reuse, interoperability with other tools and support future web service development.
• Software Updates: Support for database, application, operating system and model software updates is adequate.
Schedule Requirement:
• AQL is achieved when acceptable deliverables are provided according to their baseline delivery date.
Cost Requirement:
• AQL is achieved when the cost charged to the TO for this task is equal to the target cost.
8. Incentives. All task orders will be firm fixed priced (FFP). This PWS does not contain any incentives – positive or negative. The COR will maintain a record of both positive and negative contractor performance in the Contractor Performance Assessment Reporting System (CPARS), as appropriate. The COR will make it clear that these records will be a consideration when evaluating suitability for follow-on work.
9. Place of Performance. The primary place of performance will be at the DSO site at 2104 Turbot Landing, Annapolis, MD, with possible local travel to the other DSO facility and within the National Capitol Region. The Alternate DSO site is 6916 Cooper Avenue, Fort George G. Meade, MD 20755-7901. Local travel is defined as travel within 50 miles of an individual’s primary place of performance. Local travel will not be reimbursed. All non-local travel shall be planned and conducted in support of the individual tasks contained in the task orders.
Written approval by the COR is required before non-local travel is conducted.
Alternate Place of Performance - Contingency Only. As determined by the Contracting Officer’s Representative (COR), contractor employees may be required to work at an alternate place of performance (e.g., home, the contractor's facility, or another approved activity within the local travel area) in cases of unforeseen conditions or contingencies (e.g., pandemic conditions, exercises, government closure due to inclement weather, etc.).
Additionally, the contractor may be required to account for the whereabouts of their personnel should this information be requested by the COR. Non-emergency/non-essential contractors should not report to a closed government facility. Contractor shall prepare all deliverables and other contract documentation utilizing contractor resources. To the extent possible, the contractor shall use best efforts to provide the same level of support as stated in the PWS. In the event the services are impacted, reduced, compromised, etc., the Contracting Officer or the contractor may request an equitable adjustment pursuant to the Changes clause of the contract.
10. Period of Performance. The period of performance of the IDIQ contract will be a one-year base period with four one-year option periods; task orders may be issued at any time during this period of performance. Performance of task orders may extend for one year beyond the expiration of the IDIQ contract, but no new task orders can be issued once the IDIQ contract has expired.
As directed by the COR, the contractor shall continue performance in emergency or mission essential conditions.
Additionally, the contractor may be required to account for the whereabouts of their personnel should this information be requested by the COR.
11. Security Requirements.
The contractor shall coordinate site visits with site POCs at least 72 hours prior to requiring any site access.
Contractor personnel without security clearances performing any task under this PWS must be escorted by Government personnel who are cleared.
This section shall be considered a supplement to Block 13 of the Government provided DD Form 254, DoD Contract Security Classification Specification. The following security requirements shall apply to this effort.

11.1 Facility Security Clearance. The work to be performed under this contract/order is up to the Secret level.
Therefore the company must have an final Secret Facility Clearance from the Defense Security Service Facility Clearance Branch by time of award.
11.2 Security Clearance and Information Technology (IT) Level. All personnel performing on or supporting a DISA contract/order in any way shall be U.S. citizens. The personnel security requirements for this contract/order cover the individuals supporting the Task Areas delineated in the table below. Contractor personnel must possess the interim or final security clearance and interim or final IT-level eligibility delineated in the table below when performance starts.

Task 1-3 SECRET IT-II SECRET The contractor requires access at the SECRET-Level, including SIPRNET access, to develop, review, and comment on classified documents, military standards, technical reports, and participate in technical meetings and other forums.
11.2.1 Individuals supporting PWS Tasks / Subtasks that require(s) a minimum of a Secret security clearance and an and final IT-II (privileged level systems access) will, immediately upon hire, require Sensitive Compartmented Information (SCI) access eligibility adjudicated by the Department of Defense Consolidated Adjudication Facility or other federal adjudications facility to perform their duties.

11.3 Investigation Requirements. All personnel requiring Secret or IT-II access under this contract/order shall undergo a favorably adjudicated Tier 5 Investigation (formerly known as a Single Scope Background Investigation (SSBI)) as a minimum requirement. The T 5 will be maintained current within 6-years and requests for Tier 5 reinvestigation (T5R formerly known as Single Scope Background Period Reinvestigation (SBPR) or Phased Periodic Reinvestigation (PPR)) will be initiated prior to the 6-year anniversary date of the previous Tier 5.
11.3.1 The contractor is required to have personnel cleared with an interim or final Secret/IT-II (as specified in the table located in section 11.2) at contract start date. If contractor personnel is replaced during performance of the contract, replacement personnel should also have interim or final clearance Secret/IT-II (as specified in the table located in section 11.2). All personnel requiring Secret or IT-II access under this contract/order shall undergo a favorably adjudicated Tier 3 (T3) Investigation formerly known as a National Agency Check, Local Agency Check and Credit Check or Access National Agency Check and Inquiries as a minimum investigation. The Tier 3 Investigation will be maintained current within 10-years and requests for Secret Periodic Reinvestigations will be initiated by submitting a Tier 3R investigation prior to the 10-year anniversary date of the previous Tier 3 Investigation.
11.4 Visit Authorization Letters (VAL). Visit requests shall be processed and verified through the Joint Personnel Adjudication System (JPAS) to SMO DKABAA10. JPAS visits for contracts/orders are identified as “Other” or “TAD/TDY” and will include the Contract/Order Number and ADP/IT-Access level of the contract/order in the Additional Information section. Contractors that do not have access to JPAS may submit visit authorizations by e-mail in a password protected .pdf to the Contracting Officer Representative (COR) or Alternate COR specified in Section 1.0.
If JPAS is not available, the VAL must contain the following information on company letterhead
• Company name, address, telephone number, facility security clearance
• CAGE CODE
• Contract/Order Number
• Name, SSN, date and place of birth, and citizenship of the employee intending to visit
• Certification of personnel security clearance and any special access authorizations required for the visit
(type of investigation & date, adjudication date & agency, and IT access level)

• Dates or period the VAL is to be valid

11.6 Information Security and other miscellaneous requirements.
11.6.1 Contractor personnel shall comply with all local security requirements including entry and exit control for personnel and property at the government facility.
11.6.2 Contractor employees shall be required to comply with all Government security regulations and requirements.
Initial and periodic safety and security training and briefings will be provided by Government security personnel.
Failure to comply with Government security regulations and requirements shall require the company to provide the Government with a written remediation/corrective action plan; furthermore, failure to comply with such requirements can be cause for removal and the contractor will not be able to provide service on this contract/order.
11.6.3 Contractor employees with an incident report in JPAS who have had their access to classified suspended will not be permitted to fill positions requiring access to classified information on a DISA contract/order.
11.6.4 The Contractor shall not divulge any information, classified or unclassified, about DoD files, data processing activities or functions, user identifications, passwords, or any other knowledge that may be gained, to anyone who is not authorized to have access to such information. The Contractor shall observe and comply with the security provisions in effect at the DoD facility. Identification shall be worn and displayed as required.
11.6.5 DISA retains the right to request removal of contractor personnel regardless of prior clearance or adjudication status, whose actions, while assigned to this contract, clearly conflict with the interest of the Government.
11.6.6 Contractor personnel will generate or handle documents that contain For Official Use Only information at the DSO facility. Contractor personnel will have access to, generate, and handle classified material up to Secret only at the location(s) listed in the place of performance section of this document. All contractor deliverables shall be marked in accordance with DoDM 5200.01, Vol. 3, Vol. 4, Information Security, DoDM 5400.07, Freedom of Information Act Program, unless otherwise directed by the Government. The contractor shall comply with the provisions of the DoD Industrial Security Manual for handling classified material and producing deliverables. The contractor shall comply with DISA Instruction 630-230-19, Cybersecurity.
11.6.7 The Contractor shall afford the Government access to the contractor’s facilities, installations, operations, documentation, databases and personnel used in performance of the contract/order. Access shall be provided to the extent required to carry out a program of IT inspection (to include vulnerability testing), investigation and audit to safeguard against threats and hazards to the integrity, availability and confidentiality of data or to the function of information technology systems operated on behalf of DISA or DoD, and to preserve evidence of computer crime.
12. Government-Furnished Information (GFI).
The Contractor will be provided the necessary GFI by the Government to perform the PWS Tasks within the limitation of the contract and DoD security guidelines. The GFI to be provided will be determined by the Government. The DSO will provide historical project files and reports if available. The DSO reserves the right to restrict GFI in support of national security and DoD interests.
Government Furnished Information (GFI) - The contractor shall utilize and maintain GFI (consulting reports, records, manuals, microfiche, drawings, etc.) that will transfer “as is” from the current DSO engineering support services contract. This GFI is comprised of published Defense Spectrum Organization, Joint Spectrum Center (JSC), and Electromagnetic Compatibility Analysis Center (ECAC) reports as well as reference reports from other government organizations. (The JSC and ECAC were predecessors to the Defense Spectrum Organization.) The classification of the GFI ranges from UNCLASSIFIED through SECRET with special access markings of: Allied Restricted, COMSEC, Foreign Government Information, For Official Use Only, Formerly Restricted Data, No Foreign, Proprietary Data, Restricted Data, Unclassified Controlled Information, and Warning Notice-Intelligence Sources & Methods Involved. The contractor is required to have access to these documents to perform engineering duties in support of this contract and to maintain a library of these documents for Government access. The contractor shall periodically provide an updated list of GFI. When the contract ends, all GFI will be reported to the COR for disposition.

13. Other Pertinent Information or Special Considerations.
a. Identification of Possible Follow-on Work. Not Applicable
b. Identification of Potential Conflicts of Interest (COI). The contractor shall identify any possible organizational conflict of interest (OCI) as defined in Subpart 9.5 of the Federal Acquisition Regulation. If there is an OCI, the contractor must inform the KO and COR and provide an OCI Mitigation Plan that identifies how the OCI is to be mitigated.
c. Identification of Non-Disclosure Requirements. All DISA Contractors must execute a DISA-provided contractor non-disclosure agreement (NDA) for all services contracts regardless of award amount. The NDA must be signed within one week of contract/TO award. The DISA contractor is responsible for obtaining and maintaining NDAs for each contractor employee assigned to the contract/TO

d. Inspection and Acceptance Criteria. Final inspection and acceptance of all work, performance, reports, and other deliverables required under this contract shall be performed at place of delivery by the COR.
Pursuant to FAR 52.246-5, “Inspection of Services”:
e. Property Accountability. Not applicable.
f. Contract Data Requirements. In support of the major task areas described in section 6 of this PWS, the contractor shall provide contract data in the following areas:
1) Task Orders - In response to the government’s Performance Work Statements, the contractor shall submit details of the proposed product, schedule, deliverables and projected cost of each task performed under this Contract. The contractor shall not begin a task until the Task Order has been awarded. The government may request RFPs or use the approved MSP Rate table.
g. Transitioning.
1. Transition-In (Phase In). The contractor shall propose a transition-in responsibility between the contractor and predecessor contractor. All key personnel/key positions must be onboard at start of the period of performance. 50 percent total staffing must be complete within two weeks of the start of the PoP and 100 percent within 30 calendar days. The contractor shall provide the first draft of the Transition Plan fifteen (15) business days after contract award and shall deliver the final ten (10) calendar days after Government feedback is received. The contractor shall conduct a formal review of the Transition Plan and associated test plans as part of the contract Kickoff Meeting.
2. Transition-Out (Phase Out).
The contractor shall support a Transition-Out period during which transition between the contractor and the successor Contractor is necessary to assure minimum disruption to vital services and Government activities. During the transition period, the incumbent will be fully responsible for the continuation of services as detailed in the PWS. The contractor shall collaborate with the MP at least 120 calendar days or sooner, prior to the end of the contract, to develop a transition-out plan IAW FAR 52.237-3.
h. Supply Chain Risk Management (SCRM). Not Applicable
i. Training. Contractor employees will be required to take periodic mandatory training courses as specified in the DISA CMIS mandatory training guide, such as records management training and other training required by statute, regulation, DoD, or DISA policy. No other training of contractor personnel shall be provided by the Government unless authorized by the Contracting Officer.
