| Question # | Questions / Comments | RFP Reference | Government Response | RFP Change Required (Y/N) | Location of Change |
The Government's response to Question 74 indicates that the offeror is to provide a CMP with their proposal that is separate from the Technical/Management Proposal Response (similar to the SCRM Plan). However, the Government not make any changes to the submission instructions that verify this. Would the Government provide additional clarification by updating the submission instructions to include specifically calling out this plan as a separate Tab/Part and exempting it from the 20-page limit? | Attachment 9, QA Responses, Question 74 | The Government has revised RFP Section L.2.2, Table 1.1 to indicate that Part C shall include the Technical / Management Approach, Contract Management Plan (CMP) and Resume of Key Personnel - Contract Program Manager. The page limit has been revised to indicate that the Technical / Management Approach shall not exceed 30 pages, inclusive of the CMP. | Y | RFP Section L.2.2, Table 1.1
If the CMP is to be submitted as a separate document and is not included in the 20-page limit, what, if anything does the Government expect the offeror to include in Technical/Management Proposal for Subfactor 2 (M.2.2.2)? | Attachment 9, QA Responses, Question 74 | The Offeror shall submit a CMP as part of their technical proposal to be evaluated as one component of Subfactor 2: Contract Management and Task Order Management (Task Area 1, PWS 6.1), as indicated in RFP Sections L.4.2.2.3.2 and M.2.2.2.
| In accordance with RFP Section M.2.2.2, the Contractor’s management approach should address how the Contractor will track and manage all resources to support the efforts outlined in the performance work statement (PWS Task Area 6.1) and the Offeror's Contract Program Manager Key Personnel. | N | None | ||||
Is the page count for the separately submitted CMP unlimited? | Attachment 9, QA Responses, Question 74 | The Government has revised RFP Section L.2.2, Table 1.1 to revise the page limitation to indicate that the Technical / Management Approach shall not exceed 30 pages, inclusive of the CMP. | Y | RFP Section L.2.2, Table 1.1 |
In its response to question 10, the Government clarified that it is requesting a generic resume rather than a named individual. However, the requirements for the generic resume specify that the offeror provide: "…company they worked for…" References to specific companies for which an individual worked indicates that the resumes represents a real individual rather than just the standards required of the person that will fill the position. In addition, the resume could be attributed to a named individual. Would the Government please clarify or update the RFP to remove "...company they worked for.." from the resume requirement? | Attachment 9, QA Responses, Question 10; RFP L.4.2.2.3.2 | The intention of the Government for requesting a "generic resume" is only so that individual names that are being proposed are not made part of the contract terms and conditions until formally added in the Key Personnel DARS clause 52.237-9000. It is the Offeror's responsibility to propose the Contract Program Manager Key Personnel who have demonstrated the ability to meet or exceed the requirements of the PWS through a description of experience, skills, positions companies they have worked for and levels. | N | None |
The Government's Response to Question 34 indicates that the offeror is to fill-in the text for Key Personnel at Section H.9. Is it expected that this is the person for which a resume is provided for the Key Position in the Technical Proposal? | Attachment 9, QA Responses, Question 34, RFP H.9 | No; key personnel DARS clause 52.237-9000 can be updated at the time of award. | N | None |
Can you confirm that the Attachment 6 Labor Rate Build detail is required only for the Prime contractor and not required for Subcontractors? | Attachment 6 | The Offeror is to provide rates for each labor category regardless if the labor is provided by the Prime or Subcontractor. | N | None |
Since Offerors are requested to bid a single rate for CONUS and OCONUS labor categories, can you clarify which labor categories are expected to be on Contractor site and which labor categories are expected to be on Government site in performance? | PWS Section 9, Place of Performance, On-Site Support Afghanistan , and Attachment 2 | The Fixed Price Labor Rates proposed represent the Offeror’s fully-burdened fixed price hourly labor rates for each skill classification for work performed at Government and Contractor sites both CONUS and OCONUS. | N | None |
Question 32 affirmed the Government’s requirement for ORCA filings. ORCA was discontinued approx. 5 years ago. Can this please be removed? | Attachment 9, Number 32 | No. Offerors shall provide a copy of their Online Representations and Certifications (ORCA) filings from the SAM.gov repesentations and certifications (FAR & DFARS Report). | N | None |
Rather than provide a copy of SAM (presently ORCA) representations, can offerors please respond to 52.204-7 | Attachment 9, Number 32 | Offerors shall provide a copy of their Online Representations and Certifications (ORCA) filings, please see clarification response above. In addition, Offerors must comply with the clause in Section I – 52.204-7 entitled “System for Award Management.” | N | None |
Can the Government please clarify that no response is required for section I? | RFP Section L.3.5.7 | See RFP. The Offeror shall comply with the clauses provided in Section I. Please note that many clauses require the prime Contractor to include the same or similar clause in contracts with subcontractors. | N | None
