FOR OFFICIAL USE ONLY
The Defense Information Systems Agency (DISA) is in the process of selecting a contractor for JSEIO provides the Joint Staff (JS) with a cycle of assessments that evaluates the readiness of the NC3 Enterprise. The assessment capability consists of a quality planning, assessing, analysis and reporting cycle that tests, validates, and/or improves the NC3 personnel, procedures, and component systems. NC3OA evaluate NC3 system capabilities to support nuclear decision makers, the JS, and Combatant Commanders in the operational and threat environments expected during nuclear war. They also measure the ability of the entire NC3 community to receive Presidential direction and disseminate that direction to nuclear-capable fielded forces utilizing a redundant, system-of systems enterprise. The scope of these assessments includes the evaluation of survivable and non-survivable communications connectivity and operational information flows for the NC3 tasks of situation monitoring, decision making, force direction and force management.
Additionally, these assessments integrate evaluations of personnel performance, communications platforms, systems, networks, and supporting procedures. The work consists of technical engineering support across the span of operational assessment cycles from concept, planning, coordination, and execution through data collection, adjudication of findings, analysis, and reporting. Additionally, the assessment results and data will be maintained in order to conduct trend analysis over time. The Request for Proposal number is HC1047-16-R-4009.
One of the considerations in proposal evaluation is the verification of the offerors' past and present performance on contracts, which reflect the offeror's ability to perform on the proposed effort.
We depend on information received from agencies such as yours, which have had firsthand experience with an offeror, for the evaluation of the offeror's performance on those contracts.
Our areas of interest in the offeror are summarized in the enclosed questionnaire. As discussed in our initial phone contact with your office, our schedule is extremely tight and we need your written response no later than the closing date for receipt of proposals. Past performance questionnaires not received within the deadline will be considered a late submission, and the Government reserves the right to not include those in the evaluation. Early submission of the Past Performance Questionnaires is preferred, and the Government encouragesd to be submission of Questionnaire submitted 5 calendar days after the POC receives the Past Performance Questionnaire. To assist you in preparing your response and expediting your reply, the questionnaire may be filled out and emailed to claudia.g.melgar.civ@mail.mil. The Subject Line in the email shall include “Source Selection Sensitive, PP Response for HC1047-16-R-4009.”
Please email Claudia Melgar at claudia.g.melgar.civ@mail.mil or call at 301-225-4081 if you have any questions. Your completed questionnaire will become a part of the official contract file. Your help is greatly appreciated and your prompt response will be one of the keys to the successful and timely completion of this Source Selection.
