SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0001 BODY

The purpose of Amendment 0001 is to:

I. Provide Answers to timely questions received.

II. Make editorial changes to Section L.

III. Provide a revised Attachment 4 Pricing Sheets.

I. ANSWERS TO TIMELY QUESTIONS RECEIVED

1. Vendor Question:

Is there an incumbent(s) on this work or is it a new or combined effort?

DISA Response:

The current incumbent is The Raytheon Company.

2. Vendor Question:

In section L, the small business factor is stated in L-27, between the cost proposal requirements (L-26) and the contract documentation requirements (L-28). In Section M, the small business factor is stated in M.2.4 between past performance (M.2.3) and price (M.2.5). Can the government clarify which volume the small business information shall go?

The Small Business Participation information required in L-27 shall be included in Volume V. Please see changes to section L-27 in Amendment 0001.

3. Vendor Question:

What are the requirements for gaining access to the SOW documentation?

Section L-10 SECURITY REQUIREMENTS states how to obtain access to the SOW documentation electronically or hard copy:

“The Statement of Works for both the basic contract and the task orders are classified secret. In order to obtain access to the statement of work, offerors shall submit an e-mail request through the Secret Internet Protocol Router Network (SIPRNet) e-mail system. The E-mail shall be addressed to Claudia.g.melgar.civ@mail.smil.mil. Said request shall be submitted no later than 10 days after RFP release. Failure to request a copy of the Statements of Work within the required timeframe will not result in any RFP extensions being granted.

Those offerors that do not currently have access to SIPRNet shall submit a request for in-person viewing of the Statements of Work to Claudia.g.melgar.civ@mail.mil no later than 5 days after RFP release.

Those offerors that submit in-person viewing requests will receive detailed instructions for statement of work access as response to their request. Failure request in-person viewing of the Statements of Work within the required timeframe will not result in any RFP extensions being granted.”

4. Vendor Question:

In Section F.2 the government states that, "The effective period of this contract during which task orders may be issued is from date of contract award through five years thereafter.". The period of performance for the base SOW is six (6) months, from 01Aug16-31Jan17. Will the government clarify that the base SOW period of performance is 5 years to be consistent with Section F of the IDIQ?

The basic SOW mistakenly stated a six (6) months for the ordering period. The ordering period is from award through five (5) years thereafter. Amendment 0001 corrected this typographical mistake. This change has been incorporated in the SOW. Offerors can follow the same procedures detailed in section L for obtaining the revised SOW per this change.

5. Vendor Question:

In Section L-26 b, the government states, "The prices for the six-month period shall be identical to the proposed pricing in the six months prior to expiration of the base period, or the final ordering year.". The period of performance for the base SOW is six (6) months. What should the offeror price for the six-month period if there is no scope for month 7 of the final ordering year?

Please see answer to question 4.

6. Vendor Question:

This solicitation requires classified proposals in order to effectively respond to the classified SOW.

However, DoD 5220.22-M does not allow contractors to use classified information systems for proposal development unless there is an associated DD-254 for that proposal effort. Will DISA provide a DD-254 for interested bidders to allow us to accredit our systems for this proposal?

The solicitation provided a copy of the DD254. See Attachment 5 located on FBO made available to all interested vendors at time of RFP release date April 29. 2016. No extension will be granted as a DD-254 was originally made available with the RFP.

7. Vendor Question:

In Section B of the RFP, there are 4 items to price (3 task orders and the Travel/ODCs). In Attachment 4, the government provided pricing sheet, there are 5 items on the summary tab (3 task orders, one base and the option). Does the government intend to update Section B of the RFP in order to reflect what is being asked for in Attachment 4?

DISA has issued a revised Attachment 4 to reflect Section B. See Amendment 1.

8. Vendor Question:

In Attachment 4 the "Base Yr" tab is designed for inputting a single year's pricing information. The "Summary" tab has a link from the total of the base year tab to a cell that is aligned with the "Base Year (1-5)". Will the government allow offerors to add additional tabs to the spreadsheet to provide pricing for each contract year (1- 5)?

DISA has issued a revised Attachment 4 to reflect Section B. See Amendment 0001.

9. Vendor Question:

The Task Order SOW requires the contractor to prepare reports to summarize findings from activities that were conducted by the incumbent contractor. How much transition time will be provided to allow the transfer of data and documentation relating to the previous activity from the incumbent?

There will a minimum of a 10 day transition period.

10. Vendor Question:

The SOW requires 90% of the work to be performed in the NCR (National Capitol Region). Can you please define NCR?

For the purposes of the contract National Capitol Region is defined as Washington DC, the Virginia counties of Loudoun, Arlington, Fairfax, as well as the City of Alexandria and the Maryland counties of Prince Georges, Anne Arundel, Montgomery, Frederick and Charles.

Vendor Question:

Are the escalation values identified on the Rate Sheet tab in Yr's 2-6 notional or required?

DISA has issued a revised Attachment 4 to reflect Section B. See Amendment 0001. Escalation rates will be established at the discretion of the offeror.

11. Vendor Question:

In section L-26 g, the government states "The Offeror shall complete a labor rate tab in the workbook that encompasses fully-loaded/burdened labor rates for all labor categories proposed for the next seven years."

Will the government update Section L-26 (g) to reflect six (6) years as requested in Labor Rate Tab in Attachment 4?

12. Vendor Question:

BASE SOW 6.1 and 6.2 provide an overview of the effort for PH and Other Operational Assessments respectively. Each Individual Task Order SOW provides detailed scope and requirements required for each effort.

Please confirm:

1) The Price requested for Section B ITEM 0001 is to be developed using the scope defined in Individual Task Order-1 SOW

2) The Price requested for Section B ITEM 0002 is to be developed using the scope defined in Individual Task Order-2 SOW

3) The Price requested for Section B ITEM 0003 is to be developed using the scope defined in Individual Task Order-3 SOW

Yes, Section B Item 0001 is for Task Orders that fall under Strategic Operational Assessments SOWs;

Section B Item 0002 is for Task Orders that fall under The Theater Operational Assessments SOWs; and Section B Item 0003 is for Task Orders that fall under the Other Operational Assessments SOWs.

13. Vendor Question:

BASE SOW 12.3 provides instructions for Travel/ODC for the Strategic, Theater and Other Operational Assessments respectively whereas each Individual Task Order SOW provides the specific Travel/ODC required for each effort.

Please confirm:

1) The Price requested for Section B ITEM 0004 is to be developed using the scope defined in the BASE SOW 12.3 in conjunction with each Individual Task Order-1, 2 and 3 SOW's.

The price for section B, ITEM 0004 under each task order is provided by the Government. See L-26 b.

14. Vendor Question:

BASE SOW requirements 6.3 and 7.0 through 12.0 are not aligned with any of the four Section B Item Numbers provided.

Please identify where pricing for these requirements should be included in:

1) Section B

2) Attachment 4 Pricing Sheet

BASE SOW requirements 6.3 and 7.0 through 12.0 are aligned with section B.

15. Vendor Question:

Please confirm that the Individual Task Order-1, 2 and 3 Statement of Works are to be used for the purpose of developing the Task Order Prices identified in Attachment 4 Pricing Sheet Tabs for Task Orders 1, 2 and 3?

Yes, the task Orders 1, 2, and 3 SOWs are to be used for the purpose of developing the Task Order prices using revised Attachment 4 per Amendment 0001.

16. Vendor Question In Attachment 4 the "Base Yr" tab is designed for inputting a single year's pricing information. The "Summary" tab has a link from the total of the base year tab to a cell that is aligned with the "Base Year (1- 5)". Will the government allow the offerors to adjust the formula so the "Base Year (1-5)" line is a total of the base year pricing + Contract Year's 2 through 5?

17. Vendor Question

Neither the Base SOW nor the individual Task Order SOW's describe the required contents of the Concept Briefing. TOs 1&2 specifically mention the Concept Brief as "Not required during this period of performance" .

TO 3 does not mention the Concept Brief.

Can the Government include development and delivery of a CONCEPT BRIEF in the BASE SOW with timing in accordance with CJCSis?

DISA Response:

The timing associated with the Concept Brief will be included in ensuing Task Order SOWs, not the Base SOW. There is no requirement for Concept Brief for Task Order 1, 2 or 3.

18. Vendor Question

The Base SOW does not address development or delivery of assessment plans (Draft or Final). TO1 and T02 describe the content and delivery timeline of the Final assessment plan. T03 describes the content and delivery timeline of the Draft and Final assessment plans. Can the Government include Assessment Plan Development and Delivery (Draft and Final) to the BASE SOW?

DISA Response:

Assessment development will be carried out in accordance with section 6.3.1.1. Details associated with the timing and content of the Assessment Plans (Final) are outlined in the Task Order 1 and 2 SOWs.

TO1 and TO2 Draft assessment plans are not required for this contract.

19. Vendor Question

The Base SOW does not address development and delivery timing of Operational Results Reports (Draft or Final). All TOs provide a description of the deliverable and timing for the Draft and Final Operational Results Reports. Can the Government include Operational Results Report Development and Delivery timing (Draft and Final) in the BASE SOW?

DISA Response:

The Final BASE SOW will include a description of the Operational Results Report as section 6.3.4.

Because the Operational Results Report is considered a deliverable, its development and delivery timing is detailed only in the Task Order SOW.

20. Vendor Question

The Base SOW does not address development or delivery timing of the Executive Summary. Each TOs provide a description and delivery timing for the Executive Summary. Can the Government include Executive Summary Development and Delivery timing in the BASE SOW?

The Executive Summary is considered a deliverable, its development and delivery timing is detailed only in the Task Order SOW.

21. Vendor Question

The Base SOW does not address development or delivery timing of the Mission Stream Results and Unit/Systems Ratings Brief. T01 and T02 both development and delivery of the briefing. Can the Government include Mission Stream results and Unit/Systems Ratings Brief in the BASE SOW. Delivery to be concurrent with "Final Hot Wash Brief '?

DISA Response:

Mission Stream Results and Unit/Systems Rating Brief are considered a deliverable, its development and delivery timing is detailed only in the Task Order SOW.

22. Vendor Question

FAR 52.216-18 Ordering (1995) Section (a) has a TBD listed for the Ordering Period. Can the Government please clarify or update?

See Section F-2 . FAR 52.216-18 will updated at time of award.

23. Vendor Question

The Government has specified in Section M.2.1.1 the order of importance of its evaluation subfactors in descending order. Price is effectively the "most important"- the reference to FAR 15.304(e) (2)-"All evaluation factors other than cost or price, when combined, approximately equal to cost or price." Contractor recommends Government amend Section M to remove language from FAR 15.304(e)(2) and replace with FAR 15.304(e)(1)- "All evaluation factors other than cost or price, when combined, are significantly more important than cost or price."

DISA Response:

The government has taken your request into consideration but no changes are made as result of your request.

24. Vendor Question Per the HC1028-08-D-2025-VC12 Statement of Work, this contract requires the contractors to possess sensitive insight into NMCS, NC3, and JSEIO program and budget analysis, new requirements, and other sensitive activity. Is there insight, knowledge, or information gained from performing on HC1028-08-D-2025- VC12 which might influence the independent analysis required for the conduct of NC3OA Support requirements?

Can the Government please confirm that any Contractor(s) who is or has been involved in the following SETA (System Engineering and Technical Assistance) functions for DISA currently supporting NMCS, NC3, and JSEIO would be unable to compete for this PoloHat effort?

Any actual or perceived conflict of interest will be handled in accordance: Section H-1 DARS 52.209- 90000 ORGANIZATIONAL AND CONSULTANT CONFLICT OF INTEREST (OCCI) (DEC 2005) and

H – 2 CONFLICT OF INTEREST MITIGATION PLAN.

26. Vendor Question

In Section L(g), Tab B "Price Summary Spreadsheet"- "The Offeror is required to submit prices for all labor categories in accordance with the Statement of Work. The Offeror shall complete a labor rate tab in the workbook that encompasses fully-loaded/burdened labor rates for all labor categories proposed for the next seven years. This will be incorporated in the award as a rate schedule for additional orders."

How does the Government intend to evaluate the labor categories across the seven years, evaluation criteria is not listed for labor rates in Section M?

DISA has issued a revised Attachment 4 to reflect Section B. See Amendment 0001. The government does not intend to evaluate the labor categories across seven years. The Offeror is required to submit prices for all labor categories proposed in accordance with the Statement of Work. The Offeror shall complete a labor rate tab in the workbook that encompasses fully-loaded/burdened labor rates for all labor categories proposed for the next seven years. This will be incorporated into the award as a rate schedule for additional orders.

27. Vendor Question

Could the government update Personnel Clearance levels to specify which personnel have active clearance level information to include NC2-ESI access at time of submittal?
