The purpose of this Amendment is to incorporate the following changes to the RFP:
1. Extend the deadline for Proposals to 11 December 2015. Proposals must be received no later than 11 December 2015 at
9:00AM EST.
2. Section C.6. is revised to remove "6.5 Task 5 Transition Support" as a set-asides for small businesses.

Section H.15. SUBCONTRACTS (NOV 2004) (DITCO/PL83)
a. Because of the wide diversity of IT work contemplated under this contract, and the rapidly changing nature of IT capabilities, the Government encourages the contractor to continuously review the market place for companies that provide new and innovative products and professional services with which to subcontract.
The contractor is also encouraged to have non-exclusive access to multiple product and service providers.
b. In accordance with FAR 52.244-2 - Subcontracts, if the contractor does not have an approved purchasing system, the contractor shall obtain written KO consent prior to subcontracting under a:
(1) Cost-reimbursement, T&M or labor hour type contract; or
(2) Firm fixed price contract that exceeds $75 million.
c. The minimum subcontracting plan small business goals for large businesses is as outlined below and is based on Total Contract/Total Task Order Dollars. Subcontracting plans submitted by large businesses are incorporated into and become a part of this contract at time of award. The Small Business (SB) category shows the total percentage to Small Businesses. All other categories are sub-sets of the SB category. A subcontract award can be counted in more than one sub-set category, as applicable:

d. The contractor shall not add or delete subcontractors from its planning/support team without the express written consent of the Contracting Officer. The contractor shall provide as necessary a list of current team members upon request from the KO. No additions or adjustments to the rates set forth in Section B will be made to account for added subcontractors.
e. Individual firms may subcontract with any of the EMS Services Operations, E3 Program, and Strategic
Planning Support prime contractors, regardless of whether a firm is associated as a team member of one of the contract’s prime contractors, to the extent that the subcontractor’s team membership agreement with the prime allows. Small businesses performing as prime contractors shall perform at least 50 percent of the cost of contract performance incurred for personnel for all task orders they are awarded cumulatively, over the life of the contract, in accordance with FAR 52.219-14. There is no prohibition against teaming between prime contractors.
f. There is no prohibition against second tier subcontracting. The prime contractor can take credit for small business goals based on the business classification of the second tier subcontractor.
7. Section L.3.1 Factor 2 - Past Performance Attachment 1 will have a limit of (3) pages per reference excluding the template. Attachment 2 will have a page limit of (3) pages per reference excluding the template.
8. Section L.4.3.5 - "the Offeror may complete Sections 1, 2, and 3 of the Past Performance Questionnaire" is revised to "the Offeror may complete Sections 1 and 2 of the Past Performance Questionnaire…"
9. Section L.4.5.1. Small Business Participation Plan shall be revised and replaced with the following:
Both large and small businesses that submit proposals are required to propose on the extent of their inclusion of small businesses, including: small business, small disadvantaged business, women-owned small business, HUBZone business, veteran-owned small business, and service-disabled veteran-owned small business in their performance of the contract. Both large and small businesses are required to submit a small business participation plan that is an evaluation factor in the source selection process. The Government’s assessment of small business participation and commitment is measured against the total value of all TOs awarded to each IDIQ awardee. All offerors shall provide their proposed goals in terms of percentages and the total dollars planned to be subcontracted, specifying the total dollars planned to be subcontracted to the various types of small and small disadvantaged businesses. For evaluation purposes, total dollars shall be calculated based on the offeror’s total proposed prices for the base period of performance and for each option period. Percentage and dollar value goals shall be listed separately for each period of performance. Small business participation is small business contributions to contract performance at the prime contract through first tier subcontract levels.
Where possible, offerors shall identify by name, type of business, product/service, dollar value, and nature of commitment for the small business participation planned for future TOs. Small Business Participation Plans will be evaluated by the CO as acceptable/unacceptable based on meeting the minimum requirements of the solicitation and the offeror’s explanation and justification in achieving their proposed goals for TOs awarded under the IDIQ basic contract. For small business offerors, a Small Business Participation plan will be unacceptable if it does not demonstrate an ability to comply with FAR 52.219-14, Limitations on Subcontracting.
Table L.4.5.1 below describes the business types for the percentage of participation.

Offerors shall provide narrative to address:
(a) The extent to which such firms, as defined in FAR §19, are specifically identified in proposals;
(b) The complexity and variety of the work small firms are to perform;
(c) The extent of participation of such firms throughout the life of the contract in terms of the total value of all task orders awarded;
(d) The extent to which the offeror provides detailed explanations/documentation supporting the proposed participation percentages;
(e) The extent to which the offeror provides a mitigation statement to ensure that the small business participation goal is met;
(f) The extent of any new, contract specific initiatives and tools (e.g., mentor-protégé agreements and developing second sources focused on improving readiness or reducing cost);
(g) Offerors shall identify by name, type of business, products/services, planned dollar value, and nature of commitment the small business participation planned for this contract as outlined in Table L.4.5.2 template below whenever possible. Offerors shall describe the nature of commitments planned for future TOs (e.g., fully executed teaming agreement, planned purchase orders).
(h) Offerors shall describe the process used to ensure proper flow down of requirements, process management, and performance assessments of small business participation at lower tiers.

11. Section M.6. Factor 4 Small Business Factor shall be revised to add the following information for the Small Business Participation Plan:
Both large and small businesses will be required to submit a small business participation plan. As part of the source selection evaluation of the small business participation plan, the offerors will be evaluated on meeting the minimum solicitation requirements and the offeror’s explanation and justification in achieving their proposed goals for TOs awarded under the IDIQ basic contract. This evaluation will include:
1. The percentage or extent of inclusion of small business participation based on the contract value,
2. Their level of commitment to utilizing small businesses in performance of prior contracts. Table M.6.4.1 below provides a template for the past performance record in meeting the subcontracting goal for small businesses:
