2. CONTRACT TITLE. EMS Services Operations, E3 Program, and Strategic Planning Support

3. BACKGROUND. The DSO’s mission is to enable effective and efficient use of the EMS in support of national security and military objectives. The DSO is responsible for a broad range of EMS services and capabilities, ranging from short notice on-the-ground operational support at the forward edge, to long range spectrum planning and policy support in pursuit of national strategic objectives. This support includes:

1. Operational spectrum management (SM)

1. EMS technical services

1. Joint spectrum enterprise services and capabilities

1. Strategic spectrum planning and analysis

1. Spectrum advocacy/policy in support of DoD, Federal, National, and International regulatory bodies

1. Spectrum technology evaluation and research

These services/capabilities provide direct support to the Office of the DoD Chief Information Officer (CIO), the Joint Staff (JS), the Military Services, Combatant Commands (CCMDs), and Defense Agencies. As a part of the Defense Information Systems Agency (DISA) Joint Information Environment (JIE), DSO works in concert with supporting mission areas including Cyber Operations and Joint Electromagnetic Spectrum Operations (JEMSO) activities to enhance coordination and synchronization supporting information superiority. Spectrum operations are an integral part of the overall information battle space and is critical to ensuring information is readily available to decision makers to achieve mission objectives. The challenges we face in maintaining information superiority to meet our objectives include:

· Warfare ranging from asymmetrical operations to traditional large force on force

· Increasing operational tempo, reduced force size and budget realities

· Adversaries utilizing advanced technologies
