2. Contract Title. Global Command and Control System - Joint (GCCS-J) Modernization and Architecture Analysis Support

3. Background. GCCS-J is the Department of Defense (DoD) Joint Command and Control (C2) system of record and was previously designated as an Acquisition Category (ACAT) IAC Special Interest Program. GCCS-J supports Commanders and staffs as they conduct joint and multinational operations by providing a fused picture of the battle space within an integrated system that is supporting joint warfighter needs today. The GCCS-J Program Management Office (PMO) is tasked to sustain the current capability and to complete the evolution of the current operational system into a fully modern, affordable C2 system capable of supporting joint needs across the DoD to include those of the GCCS Family of Systems (FoS).

GCCS-J incorporates the core planning and assessment tools required by Combatant Commanders and their subordinate Joint Task Force Commanders while meeting the readiness support requirements of the Services. To achieve this, GCCS-J provides the Situational Awareness (SA), Force Protection (FP), imagery exploitation, indications and warning, collaborative planning, course-of-action development, intelligence mission support, and real-time combat execution capabilities needed to support or accelerate operational tempo and conduct successful military operations in the modern crisis environment. Additionally, GCCS-J provides critical components, interfaces and data that are used or integrated by the Service GCCS FoS systems and critical interfaces. Although GCCS-J officially entered into sustainment in August 2009, the GCCS-J Program Management Office (PMO) has been charged with three (3) primary areas of responsibility moving forward: (1) sustaining the current operational GCCS-J capabilities, (2) maintaining synchronization across DoD of GCCS-J, joint interfaces and the GCCS FoS, and (3) evolving from the current GCCS-J to a next generational system using state of the art technology with minimal impact to the operators. The modernization, synchronization and sustainment of the GCCS-J capabilities as part of the GCCS FoS, is defined as follows:

Sustainment: operations, support, training, technology refresh and maintenance of the system which keeps it operating at a high level of availability and utility for the Warfighter.

Synchronization: coordination among the FoS components that rely on the GCCS- J infrastructure and data. Changes to GCCS-J, and FoS component or interfaces must be planned, funded and implemented with minimal impact to the user and the program.

Modernization: modification and enhancement of GCCS-J capabilities in order to implement new requirements enhance functionality, increase efficiency or lower operating and deployment costs while taking advantage of the progress made by current operational systems and incorporating available agile technologies and capabilities.

The GCCS-J PMO is in a unique situation where it must maintain the deployed system, while also addressing the need to enhance and transition logical capabilities away from local instantiations to the enterprise or use available enterprise services. The GCCS-J PMO requires expertise to support the operational system and to design, develop, and implement innovative solutions and evolving capabilities to the enterprise.

4. Objectives. The objective is to provide mission critical engineering support to the

GCCS-J PMO and Chief Engineer to support GCCS-J Modernization in accordance with (IAW) the Joint C2 Objective Architecture.

The requirements for these tasks will be to execute a broad range of System Engineering tasks supporting the GCCS-J PMO. This effort includes, but is not limited to, strategic planning, conducting trade studies on various engineering topics, and performing engineering analysis. The contractor will provide options with recommended paths forward, migration plans for transitioning legacy systems components, updates to GCCS- J modernization documentation and provide ad-hoc engineering support to the GCCS-J Chief Engineer and Program Manager. DoD program management and senior-level acquisition experience is essential. Also essential is the demonstrated ability to create acquisition documents, perform analysis of program level data and ability to anticipate requirements and independently perform such tasks in a dynamic environment with the resultant outputs prepared for a varied audience of stakeholders including the Joint Staff (JS); Undersecretary of Defense (Comptroller) (USD(C), DoD Chief of Information (CIO), Deputy Assistant Secretary of Defense (DASD) for Command, Control, and Communication (C3) Space and Information Technology (IT) Programs and Resources, DISA, Combatant Commands (COCOM), and Joint Task Force (JTF) Commanders.
