This one day event will be held on 3 November 2025 and 2 November 2026, will be Firm Fixed Price (FFP). Funds are not presently available for this effort and no award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

2. Offerors are requested to submit a written technical and price quotation in response to the attached Statement of Work (SOW). Further information on submission of technical and price quotations is provided throughout this document. The quotation shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of statements asserted in the quotation. The offeror's quotation shall include all data and information requested by the RFQ and shall be submitted in accordance with these instructions.

a. Each offeror shall specifically identify in its quotation, whether or not any potential or actual Organizational and Consultant Conflicts of Interest (OCCI) as described in FAR Subpart 9.5 exists for this procurement. The OCCI language is contained along with the FAR/DFARS provisions/clauses as H1, Organizational and Consultant Conflicts of Interest (OCCI). If the offeror believes that no OCCI exists, the OCCI response shall set forth sufficient details to support such a position. If an offeror believes that an actual or perceived OCCI does exist on this procurement, the offeror shall submit an OCCI plan with the quotation, explaining in detail how the OCCI will be mitigated and/or avoided.

b. Offerors must complete all fillable blocks within in the SF 1449 Solicitation Document and Provisions/Clauses that require response.

c. Section 508 Accessibility Standards do not apply to this requirement.

d. The following administrative requirements apply to the offerors’ quotations in response to the RFQ. A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page limitations are identified below under each evaluation factor and will be treated as maximums. If exceeded, excess pages will not be read or considered in evaluation of the quotation. The following items will not be considered when calculating page limits: SF1449, cover page, table of contents, glossary, executive summary, OCCI mitigation plans, and provisions/clauses. It is the sole responsibility of the offeror to ensure that the electronic files submitted are virus free and can be opened and read by the Government. Quotation submissions shall not be locked, encrypted, or otherwise contain barriers to opening. The Government is under no obligation to seek clarification regarding electronic quotation submissions if submissions cannot be opened or accessed. Page limitations shall not be circumvented by including text boxes/pop-ups or internet links to additional information;

such inclusions are not acceptable and will not be considered part of a quotation. The Government reserves the right not to consider for award any quotation that does not adhere to the administrative requirements of this RFQ.

e. Offeror shall prepare the proposal as set forth in the Quotation Organization Table below.

The titles and contents of the volumes shall be as defined in this table, all of which shall be within the required page limits. To the greatest extent possible, each volume shall be written on a stand-alone basis so that its contents may be evaluated with a minimum of cross-referencing to other volumes of the quotation.

Each volume shall be a separate document as specified in Table 1 - Quotation Organization below.

Documentation Volume (includes SF1449, OCCI, FAR/DFARS

Provisions and Clauses)

1 Electronic No Page Limit

Volume I – Cover Page and Technical Volume The Cover Page is required to identify the following:

• Name of the Prime Offeror, Company/Division Address, Cage Identifying Codes, and Unique Entity ID (UEI).

• Identify the Authorized Offeror Personnel. Provide the name, title, and telephone number of the company/division point of contact regarding decisions made with respect to your quotation and who can obligate your company contractually. Also, identify those individuals authorized to negotiate with the Government.

• Identify proposed subcontractors, if any. If subcontractors are proposed, identify the percentage of work to be performed by each subcontractor. Their names, Company/Division Address, Cage Identifying Codes, UEI, and DUNS number shall be included.

Description

Acceptable Proposal/quotation clearly meets the minimum requirements of the solicitation.

Unacceptable Proposal/quotation does not clearly meet the minimum requirements of the solicitation.

ii. Cost/Price Factor: Since this requirement is based on LPTA, award will be made to the contractor that presents the lowest priced technically acceptable approach. The contractor’s quote will be evaluated to determine if it is reasonable and complete. Normally, price reasonableness is established through price analysis as described in FAR 15.404. The Government will determine completeness of the venue provider’s quote by verifying that all solicitation requirements have been priced, and costs are presented in a clear and useful format. Again, the price quotation shall be a separate document from the technical quotation and the SF 1449.

4. The Government intends to evaluate quotations and award a contract without exchanges with offerors. However, the Government reserves the right to conduct exchanges or seek clarifications if the contracting officer (KO) determines they are necessary. In the event issues pertaining to a proposed task cannot be resolved to the KO’s satisfaction, the Government reserves the right to withdraw and cancel this solicitation. In such an event, offerors will be notified in writing.

5. Solicitation document contains provisions that apply to this solicitation and clauses that will be applicable to the resulting award. Some of the provisions and additional DITCO instructions require a response from the offeror and will need to be submitted along with your quotation.

6. In response to this RFQ, no terms, conditions, or assumptions will be entertained. If terms, conditions, or assumptions are included in a quotation, the quotation may be excluded on grounds that it failed to comply with the RFQ’s instructions.

7. An offeror agrees that if its offer is accepted within 90 calendar days from the date of receipt of quotations (unless a different period is stated in the quotation), it will furnish the items and/or services identified in its quotation at the cost offered to the designated point(s) within the time specified in the contract. You also agree that if the Government awards you the contract, the award document sent by the Government to the contractor is a binding and enforceable contract. The contractor has a legal obligation to perform in compliance with all aspects of the SOW if awarded the contract.

8. Portions of the successful offeror’s quotation may be incorporated into the contract.

9. The Contracting Officer (KO), Michael Pirone and Contract Specialist (CS), Stephanie Chapman are the sole points of contact for this procurement. Questions should be addressed to stephanie.h.chapman2.civ@mail.mil and michael.e.pirone.civ@mail.mil. Please provide any questions, in writing, no later than 12:00 PM EST on Wednesday 5 March 2025. The Government reserves the right to not answer questions submitted after this time. Questions submitted to any parties aside from the KO and CS will not be addressed under any circumstances.

10. Quotations are due no later than 12:00 PM EST on Friday 21 March 2025 and should be submitted to the KO and CS at DITCO via the following email addresses:

michael.e.pirone.civ@mail.mil and stephanie.h.chapman2.civ@mail.mil.
