About this file
This is a Pre-Proposal Site Visit Instructions document for the Columbus HD Upgrade federal contract opportunity (Solicitation HC102826R0036) issued by the Defense Information Systems Agency (DISA). The site visit is scheduled for Wednesday, July 8, 2026, at 0900 CST at the Data Center Columbus Defense Supply Center located at 3990 East Broad Street, Columbus, Ohio 43216. The visit itinerary runs from 0900 to 1130 and includes a contractor sign-in, project overview, and facility tour with DISA staff. Interested vendors are strongly encouraged to attend to gain a comprehensive understanding of the work location and conditions. Each company may send no more than two representatives (two per prime contractor and two per subcontractor) due to facility security restrictions.
All attendees must submit a Visit Authorization Letter (VAL) on company letterhead, signed by the company's Facility Security Officer or responsible point of contact, at least five business days before the visit. The VAL must include visitor information (full name, Social Security number, date and place of birth, citizenship, and clearance data if applicable), company clearance data if any, and facility security officer contact details. Individuals without a DoD-issued Common Access Card (CAC) must request base access no later than five calendar days before the site visit through the pass and ID office, coordinated with DISA contact Jack White. All questions arising from the site visit must be submitted in writing to the Contracting Officer no later than five calendar days after the visit (by Monday, July 13, 2026, at 1700 CST), and a record of the site visit with answers will be distributed to all contractors as a solicitation amendment. VALs should be emailed encrypted or in password-protected format to the designated DISA security manager email addresses, with no phones or photography permitted during the facility tour.
