Q&A FOR HC102825R0011 (HAWAII RAISED ACCESS FLOOR AND CRAH REPLACEMENT)

Answer
1. Please refer to the PWS, page 9 of 28, para. 6.2.2.5. The raised floor parts table includes Room 180A. This room was not included in the site visit. Please confirm whether this room is part of the scope. If it’s to be included, is there currently existing raised flooring and you want the current system changed out?
Yes, the current system is not rated for equipment and will be changed from admin to storage within the next year. Both substructure and floor require replacement.
1. The transition between the hallway 167 & Data Center Room 180 has a concrete pony wall where the old Hallway panel overlaps. Will you either build up the concrete pony wall to make it flush with Room 180 floor or chip concrete down to accommodate the TecCrete panel thickness?
Transition method is not defined and shall be determined by the contractor. The requirement is a smooth transition which can handle relocation of equipment.
1. Please provide new layout for cable cutouts and grommets.
Rack layout will not change. Cable cutouts for racks containing active equipment shall be edge cut and existing panels removed in situ. Racks not containing active equipment may be moved out of the way for removal and installation of a new center cut panel. Actual location of cable cutouts shall be determined by the contractor, based on available slack of existing cables.
1. The 6 live cabinets toward the back of Room 164 have two (2) cable cutouts and grommets outside the cabinet. The cables are coming out of grommets and over cabinet frame from outside cabinet to inside of cabinet. Confirm the new cutouts be in the same locations, outside of cabinet? If cable cutouts are to be moved underneath the cabinet, then the racks will need to be shutdown.
Cable cutouts are required under the rack unless there is not slack in the cables to relocate these 2 racks. Lifting and lowering of active racks, as required by the PWS, will prevent the need for shutting down any rack during the floor upgrade.
1. (See attached “Allowable Flow Rates for Closed System Piping”) It is being requested to upsize both CRAH-1-A-01 & CRAH-1-B-02 serving the Data Center (Room 164) from two (2) 20-Ton units, to two (2) 40-Ton units. While the main branch line serving that room is 4” (141-280 GPM), the branch lines serving each CRAH unit are only 2” Piping (25-48 GPM). In order for the 40-ton units to run efficiently, the branch lines will need to be upsized to 3” (40Ton x 2.4GPM/Ton = 96 GPM = 3” piping (Per the attached chart)), which means we will need to upsize the branch lines at the existing 4” main line.
Flow rate is dependent on the proposed replacement CRAH, and any upsizing based on the replacement CRAH shall be provided by the KTR. Per current observation
1. Being that we will no longer be able to utilize the existing 2” isolation valves on the branch lines (to keep one unit in operation during replacement) we will need to isolate the CHW lines at the 4” branch line which will result in no cooling in room 164, and will need to provide temporary cooling. Please advise on how temporary cooling can be achieved (with only one point of access/egress in room 164) and without interrupting both daily operations (of building) and construction activities in room 164.
New CRAH feed lines are based on the proposed units. It is reasonable to install new branch isolation valves during a single day shift, which will provide supplemental cooling during normal shift hours. As long as 1 existing CRAH unit can restart as soon as the new isolation valve is installed and operate during the replacement of the other unit, no further supplemental cooling is required
1. PWS states “replacement condensate line shall be constructed of stainless steel”, however the existing condensate drain lines are Type L copper. Please confirm the new condensate drain line needs to be constructed of stainless steel or can Type L copper be installed (to match existing).
Condensate line shall match connection to CRAH. If CRAH drain connection is plastic, drain line shall be stainless steel.
1. Please confirm new CHWS/R piping can either be constructed of Type L Copper (with ProPress fittings) or Sch. 40 Black Steel Piping (With Victaulic Fittings)
Yes, preference is to match existing which should be copper.
1. Please advise if the existing (empty) cable trays within the raised flooring will be removed prior to CHW piping/CRAH installation as the existing CHWS/R piping will need to be rerouted in order to accommodate the new CRAH(s). The new upsized CRAH unit has a larger footprint and the existing CHWS piping currently conflicts with the new CRAH layout.
PWS requires empty cable trays below the floor shall be removed.
1. Please advise if it is required that the new CRAH equipment stands needs to be seismic rated. Please note, the existing CRAH equipment stand is not seismic rated.
Seismic calculations/area category determine if seismic rated stand is required, in accordance with the PWS.
1. During the site visit we were shown multiple locations for the breakers feeding the CRAH units. Please provide as-builts including the existing one-line diagrams, panel location, breaker and wire sizes if available.
Each CRAH is dual power with internal ATS, both existing and required replacement.

· Source 2: EDP_1-B-02 ckt 50/52/54; 20 amp, 3-pole circuit breaker (Cutler-Hammer HFD 65k cat. # HFP3020); (3) #10, (1) #10 GND, (CU) in a 1" EMT conduit

1. Please provide ALL cleared pictures taken during the scheduled site walks on July 23 & 24, 2025.

1. The scope of work indicates that the contractor is to “replace” the Signal Reference Grid (Section 6.3). Upon investigation during the site visit, no existing grid existed. Please confirm there is no grid that needs demo, and that the contractor shall install a new SRG.
A traditional signal reference grid is not installed. Any grounding between the ground bar under the floor and the individual racks shall be treated as the existing signal reference grid.
1. Format for Proposal Submission
The format for proposal submission will be as follows:

Pricing Volume: This should not exceed five (5) pages. The Excel sheet provided shall be used in conjunction to any other format being provided to the Government.

Technical Volume: Due to the complexity of this work, a limitation of a maximum 20 pages for this volume is required. The format can be in word or PDF.

All other required attachments shall be completed and sent in conjunction with the contractor’s complete proposal an considered not part of the pricing or technical volume.

Please be aware that there is also a maximum amount of data sent through email of 20MB. Any emails that will exceed this amount, please include them as two separate emails.

Please be aware that it is your responsibility to ensure that the Government has received your proposal.
