1. This notice serves as solicitation requirement to rent a booth and background display structures with graphics, exhibit furniture, installation/dismantling services, and shipping for the JFHQ-DODIN exhibit at AFCEA TechNet Cyber 2024. Contractors are required to follow the specific instructions incorporated into this solicitation and submit the quotation before the quotation deadline. The solicitation will be evaluated as Lowest Price Technically Acceptable (LPTA) against Federal Acquisition Regulation (FAR) Part 15.

2. Please submit your Quotation to using the following restrictions outlined below in section a.

a. The following administrative requirements apply to the schedule contractors’ quotations in response to the Request for Quotation (RFQ). The technical portion of the quotation shall include information regarding the offeror’s ability to conform to all required terms and conditions in the solicitation. A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches. Page

Page 4 of limitations are identified below under each evaluation factor and will be treated as maximums. If exceeded, excess pages will not be read or considered in evaluation of the quotation. The following items will not be considered when calculating page limits:

cover page, table of contents, glossary, executive summary, generic resumes, OCCI mitigation plans, SCRM plans, GSA schedule, GFP Attachment, Fixed Price Payment Plans, FAR/DFARS Provisions/Clauses attachment. In the event any evaluation notices are issued, page limitations may also be placed on those. The technical portion of the quotation shall be submitted in Microsoft (MS) Word 2007 or newer file. The page format shall have a 1 inch margin using no smaller than an 11 point Ariel, Times New Roman, or Courier New font for all text to include any text contained in a table. The price quotation spreadsheet shall be a separate document from the technical quotation and shall be submitted in MSExcel 2007 or newer format. All formulas shall remain present in the spreadsheet for verification. The total size of each email (including all attachments) shall not exceed 20MB. It is the sole responsibility of the schedule contractor to ensure that the electronic files submitted are virus free and can be opened and read by the Government. Quotation submissions shall not be locked, encrypted, or otherwise contain barriers to opening. The Government is under no obligation to seek clarification regarding electronic quotation submissions if submissions cannot be opened or accessed. Page limitations shall not be circumvented by including text boxes/pop-ups or internet links to additional information; such inclusions are not acceptable and will not be considered part of a quotation.

The Government reserves the right not to consider for award any quotation that does not adhere to the administrative requirements of this RFQ.

3. Evaluation Factors and Basis for Award Determination:

a. Award will be made to the schedule contractor whose quotation is determined to represent the overall best value to the Government using an LPTA evaluation process.

The evaluation factors and subfactors identified in paragraph 3c(1) and paragraph 3c(2) below will be used in the determination of technical acceptability.

b. After receipt of quotations, the Government will first evaluate the lowest price quotation. If the lowest price quotation is determined to be technically acceptable and otherwise properly awardable, award will be made to that offeror. The Government reserves the right to evaluate only the lowest price quotation or to conduct further evaluations of additional quotations.

c. The Government will use the following evaluation factors to determine which offeror represents the best value to the Government:

(1) Technical/Management Approach Factor: The Technical/Management Subfactors will be evaluated and rated either Acceptable or Unacceptable. In order for a quotation to be rated overall Technically Acceptable, each of the following subfactors must be rated Acceptable. Technical/management quotations should not exceed 30 pages.

(a) Subfactor 1: TechNet Cyber Requirements for Non-Official Contractors, PWS Paragraph 6.1. In order for this subfactor to be rated acceptable, the contractor’s quote must include a digital PDF copy of the completed “Intent to Use Non-Official Contractors” Form and a digital PDF copy an original “Certificate of Insurance” with the proposed solution.

(b) Subfactor 2: Background Display Structures, PWS Paragraph 6.2. In order for this subfactor to be rated Acceptable the contractor must submit a digital layout of the proposed booth design in PDF file

Page 5 of format. Layout must be drawn to scale. Quotation and/or digital layout must include the dimensions of the individual structures to include the dimensions of the structure features, and identification of the materials for the proposed wall structures.

(c) Subfactor 3: Exhibit Furniture Rental, PWS Paragraph 6.3. In order for this subfactor to be rated Acceptable the contractor must provide images, dimensions (width, depth, and height), and material identification of the furniture proposed to meet the requirement.

(d) Subfactor 4: Graphics Criteria, PWS Paragraph 6.4. In order for this subfactor to be rated Acceptable the contractor must provide confirmation that the graphics can be provided as specified in 6.4. The contractor must also provide their templates for the graphics, print specifications for the graphics, and the proposed material(s) of the graphics display surface.

(2) Price Factor:

(a) Price quotations will be evaluated to determine if they are reasonable and complete. Price reasonableness is established through cost and price analysis techniques as described in FAR 15.404. For a price to be complete, all solicitation requirements must be priced, figures correctly calculated, and prices presented in a clear and useful format. The Government reserves the right, but is not obligated, to conduct a realism analysis.

(b) Please ensure price quotations include detailed information regarding the resources required to accomplish the task (e.g., labor categories, labor hours, number of employees for each labor category, rates, travel, incidental equipment, contract access fees, etc.).

4. Please propose a fixed price payment plan as a separate document commensurate with the value of the deliverables and/or significant milestones in the SOW for this requirement. A fixed price payment plan with the total dollar amount divided into 12 equal monthly payments will not be accepted unless the schedule contractor provides justification for this plan that the Government subsequently deems adequate. The eventual awardee will be authorized to invoice monthly for all approved travel costs incurred and approved by the COR.

5. The Government intends to evaluate quotations and award a contract without exchanges. However, the Government reserves the right to conduct exchanges or seek clarifications if the contracting officer (KO) determines they are necessary. The Government further reserves the right to reduce the number of quotations being competitively considered to the greatest number that will permit efficient competition among the most highly rated quotations. If a schedule contractor’s quotation is removed from further consideration for award, written notice of the removal will be provided to the schedule contractor. In the event issues pertaining to a proposed task cannot be resolved to the KO's satisfaction, the Government reserves the right to withdraw and cancel the proposed order. In such event, schedule contractors will be notified in writing.

The plan required by DFARS 252.237-7024, Notice of Continuation of Essential Contractor Service, will be evaluated for acceptability based on the requirements of DFARS 252.237-7024 (2)(i-v).

6. In response to this RFQ, no terms, conditions, or assumptions will be entertained.

If terms, conditions, or assumptions are included in a quotation, the quotation may be excluded on grounds that it failed to comply with the RFQ’s instructions.

7. All quotations received in response to this RFQ shall remain valid for 30 calendar days from the quotation due date below.

Exhibit booth services for Joint Force Headquarters – Department of Defense Information Network (JFHQ-DODIN) exhibit at TechNet Cyber 2024 Conference.

3. Background.

JFHQ-DODIN participates annually in the Armed Forces Communications and Electronics Association International (AFCEA) TechNet Cyber conference held at the Baltimore Convention Center, Baltimore, MD, the 2024 conference is scheduled for June 25, 2024 – June 27, 2024. For the event, the Command has a 20ft by 20ft exhibit space to utilize for use within the exhibit hall of the convention center. JFHQ- DODIN requires rental of exhibit backdrop structures, graphics, furniture, and shipping in support of the JFHQ-DODIN exhibit booth space. As well as installation and dismantling services for the rented items.

4. Objectives:

This requirement is to provide rental of exhibit booth information display structures with graphics, exhibit furniture, carpeting/padding, installation/dismantling services, and shipping for the JFHQ-DODIN exhibit at TechNet Cyber 2024. All services required are non-personal services.

5. Scope.

Exhibit booth information display structures, graphics, furniture; installation and dismantling services; and material handling and shipping in support of the JFHQ-DODIN exhibit at TechNet Cyber 2024.

6. Performance Requirements.

6.1 Task 1 – TechNet Cyber Requirements for Non-Official Contractors

TechNet Cyber is hosted by AFCEA and Vista Convention Services is the designated official General Service Contractor for the event. To provide services on-site at the Baltimore Convention Center the contractor must meet Vista Convention Services non-official contractor’s requirements. The contractor shall meet the following tasks below.

6.1.1 Subtask 1. Intent to Use Non-Official Contractors Form

Contractor shall complete and sign Vista Convention Services’ “Intent to Use Non-Official Contractors” Form (Attachment 1). The Contractor shall provide a digital PDF copy of the completed form as part of the proposal submission, failure to do so will consider the contractors proposal ineligible to receive the award.

Following award, the Government will submit the completed form to Vista Convention Services prior to the published deadline of May 31, 2024.

6.1.2 Subtask 2. Original Certificate of Insurance

The Contractor shall provide an original “Certificate of Insurance.” The contractor shall provide their certificate of as part of the proposal submission, failure to do so will consider the contractors proposal ineligible to receive the award. Following award, the Government will submit the “Certificate of Insurance” to Vista Convention Services prior to the published deadline of May 31, 2024.

Non-Official Contractors shall obtain an “EXHIBIT CREW” badge at the Vista Convention Services Labor Desk and wear the badge to access the Exhibit Hall.

6.1.3 Subtask 3. Non-Official Contractor Labor Guidelines

The contractor shall coordinate and follow the event designated General Service Contractor, Vista Convention Services, labor guidelines with regards to labor used on-site at the convention center .

shows, conventions, and special events in the vicinity are governed by local union contracts. The following reflects the applicable union jurisdictions as stated within the TechNet Cyber 2024 Exhibitor Manual:

“MATERIAL HANDLING

Carpenters Local Union 491 claims jurisdiction over all unloading and reloading of freight, exhibit materials, product, empty containers and related equipment. They also have jurisdiction over all material handling equipment including, but not limited to, forklifts, tow motors, dollies, pallet jacks, etc. An exhibitor may hand carry any material that does not require the use of wheels or other material moving devices, provided that it does not require more than one trip. Hand carried is defined as small cartons, packages, or portable laptop computers that weigh less than 30 pounds.

BOOTH LABOR

Carpenters Local Union 491 claims jurisdiction over all installation and dismantling of exhibits and displays including banners, signs, laying of floor coverings and the operation of all power tools etc. with the following exceptions:

• Up to two (2) fulltime exhibitor employees may work without carpenter labor for one (1) hour during the move in and one (1) hour during the moveout.

• Exhibitors may work in 10' x 10' booths without carpenter labor. Use of power tools is not permitted under any circumstance.

IN GENERAL

Craftsmen at all levels are instructed to refrain from expressing any grievances or directly challenging the practices of any exhibitor. All questions originated by labor are to be expressed directly to VISTA management personnel. It is recommended that any questions arising with regard to union jurisdiction or practices should be directed to a management representative of VISTA.”

6.2 Task 2 – Exhibit Booth Display Structures, Furniture, and Carpeting/Padding

The contractor shall provide rental of exhibit booth display structures with graphics and exhibit furniture for the JFHQ-DODIN exhibit space. The contractor shall provide the materials, installation, dismantling, and required labor for the requested structures below. Government requests that the structures meet the requested dimensions and designed to the layout depicted within the PWS Exhibit Layout Concept (Attachment 2). The contractor shall submit a digital layout of their proposed booth design in PDF file format as part of their proposal. The digital layout shall include, at minimum, the entire 20’ x 20’ exhibit footprint and be drawn to scale. The contractor shall provide the dimensions (length, width, depth, height) of the individual structures within the digital layout to include the structure features (i.e. doors, windows, graphic surface space, etc.). The contractor shall provide identification of the wall materials used for the proposed structures.

6.2.1 Subtask 1. Information Structures

The contractor shall provide rental and installation services of structures to serve as a central information station near the center of the exhibit space. The station must meet the following requirements: The structures must meet the following requirements:

a. Installation of (1) backlit wall display with 1 side custom graphic

i. Dimensions: 20 ft wide by 8 ft high

ii. Backwall must be able to display graphics per paragraph 6.4 Task 4

iii. Backwall must be placed 20 ft from the front of the exhibit footprint and centered to the exhibit footprint (see Attachment 2 – Exhibit Layout Concept).

b. Installation of (2) non-backlit free standing displays with 2 side custom graphic

i. Dimensions: 5 ft wide by 8 ft high

ii. Display must be able to display graphics on each side per paragraph 6.4 Task 4

iii. Backwall must be placed diagonally at the front left and right corners 20 of the exhibit footprint (see Attachment 2 – Exhibit Layout Concept).

c. Installation of (1) Custom Graphic Skin for Overhead frame

i. Dimensions: Circular display ~11 ft 8 in. diameter (~36.65ft circumference) by ~3 ft 4” tall

ii. JFHQ-DODIN will provide the frame for the display. Overhead display must be able to display graphic on outside circumference per paragraph 6.4 Task 4

iii. Overhead must be hung above the exhibit booth.

d. Installation of Special Background Drape

i. Dimensions: 20 ft wide by 8 ft high

ii. Pipe/drape must be placed along the right side of the booth separating JFHQ-DODIN’s booth (#2334) from U.S. Cyber Command’s booth (#2335).

e. Installation must occur during the exhibit hall Move-In days during open hours The requested

Central Information Station must be completely installed and fully functional within the JFHQ- DODIN exhibit footprint no later than 5:00 p.m. on June 24, 2024.

6.2.2 Subtask2. Furniture

The contractor shall provide rental of furniture that will be utilized by JFHQ-DODIN Exhibitors and conference attendees within the JFHQ-DODIN exhibit footprint. The furniture must meet the following requirements:

a. Installation of (1) Bar Unit with custom graphic

i. Dimensions: 6 ft wide Bar Unit; 72”W x 24”D x 42”H(Bar), 13”D x 18”H (Shelf)

ii. Frosted Plexi with Built-in Wireless LED Kit with remote control

iii. Bar Unit will be placed at the back left corner of the exhibit directly in front of backwall display (see Attachment 2 – Exhibit Layout Concept).

iv. Bar unit front must be able to display graphics per paragraph 6.4 Task 4.

b. Installation of (2) White Round Bar/Cocktail Tables

i. Dimensions: 40”– 45” High, 30”– 40” Round

ii. Bar/Cocktail Tables will be placed at the front of the exhibit between the two free-standing displays (see Attachment 2 – Exhibit Layout Concept).

c. Installation of (1) White Leather Curved Love Seat

i. Dimensions: 6 feet

ii. Love Seat will be placed at the center of the exhibit (see Attachment 2 – Exhibit Layout

Concept).

d. Installation of (2) White Leather Armless Chairs

i. Dimensions: 28” Square x 29”H

ii. Chairs at the center exhibit (see Attachment 2 – Exhibit Layout Concept).

e. Installation of (1) Glass Cocktail Table Oval - Chrome

6.2.3 Subtask3. Carpeting and Padding

The contractor shall provide rental of carpeting and padding furniture that will be utilized by JFHQ-DODIN Exhibitors and conference attendees within the JFHQ-DODIN exhibit footprint. The furniture must meet the following requirements:

6.2.4 Subtask4. Structure & Furniture Delivery and Removal

The contractor shall deliver the items requested above to the JFHQ-DODIN exhibit space during the Exhibit Move-In dates, and no later than 4:00 p.m. ET on June 24, 2024. All items must be dismantled and removed from the exhibit footprint during the designated Exhibit Move-Out on June 27, 2024, from 1:30 p.m. to 9:00 p.m. ET. No dismantling can occur before 1:30 p.m. per AFCEA guidance.

6.3 Task3– Graphics Criteria

The contractor shall display graphics on the following structures requested:

Contractor shall provide seamless backwall display, two (2) free-standing displays, and end-to-end graphics on each requested structure. The Government will provide the graphic images for each structural display following contract award. Display graphics must be color-matched to the graphics submitted by the Government. The contractor requests a print proof of each display graphic for review and acceptance prior to the contractor printing on materials. The contractor requests advanced submission of any design/layout templates for the requested structures and print specifications within the contractors’ quote submission. Contractor requests identification of the wall/structural materials proposed, and the proposed material of the graphics displays within their quote submission. All graphics must be completed and fully installed on all requested items no later than 5:00 p.m., June 24, 2024.

6.4 Task4– Cleaning, Material Handling and Shipping

6.4.1 Subtask 1 JFHQ-DODIN Booth #2334 will require daily cleaning (3 days). This should include emptying all trash receptacles, cleaning all surfaces, and cleaning/vacuuming the carpet.

6.4.2 Subtask 2. Outbound Shipping

The contractor shall provide round trip material handling and shipping services for the JFHQ-DODIN exhibit equipment. Equipment will be prepackaged for transport on either wrapped pallet(s) or plastic shipping crate(s). Items will be picked up by the contractor on a scheduled date from the JFHQ-DODIN Warehouse at address:

To access the Fort Meade military installation, the contractor’s driver must have and show a REAL ID (identification) license to the security guard(s) at the gate. The contractor must also enter the military installation through the Fort Meade Main Entry Gate. The contractor shall transport the equipment/items to the conference Show Site location and JFHQ- DODIN exhibit space at address:

The contractor shall transport the shipment to the JFHQ-DODIN exhibit booth (#2334) Exhibit Hall during the Exhibit Move-In dates/hours:

6.4.3 Subtask 3. Return Shipping

The contractor shall provide Bill of Landing (10 copies) for return shipping. The contractor shall pick-up the JFHQ-DODIN equipment during the conference Exhibit Move-Out on Thursday, June 27, 2024, from 1:30 p.m. – 9:00 p.m., and transport the equipment back to the JFHQ-DODIN Warehouse.

The equipment must be picked-up and removed from the exhibit space no later than 9:00 p.m. on June 27, 2024. In accordance with event policy, the Government will not begin dismantling the JFHQ-

DODIN exhibit and re-pack items for shipping until 1:30 p.m. The Government will coordinate a specific pick-up time with the contractor following award.

The contractor will notify the JFHQ-DODIN Exhibit Showcase Manager and COR of the shipments return date. Government requests shipping equipment be returned to the JFHQ-DODIN Warehouse no later than 2:30 p.m. ET on July 12, 2024.

52.204-24 REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO

SURVEILLANCE SERVICES OR EQUIPMENT (NOV 2021)

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services-- Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Products and Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.

(a) Definitions. As used in this provision-

Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause

52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition.

(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to--

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to--

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services."

(d) Representations. The Offeror represents that--

(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the original equipment manufacturer (OEM) or a distributor, if known);

(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and

(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(ii) For covered services--

(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or

(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.
