Due to heavy workloads, it is the current practice of DSS to grant facility clearances (FCL) at time of award to Federal contractors with pending FCL applications. Considering that we have a pending Top Secret facility clearance application with DSS and that DSS will grant clearance at time of award, will the Government accept a DD254 that includes a pending FCL application?

The solicitation notice has been updated to reflect “THIS REQUIREMENT IS A TOTAL SMALL BUSINESS SET-ASIDE”. Please update RFP document to reflect total small business set-aside as well.

Section L 2.0.1 requires that “The offer shall address all requirements as stated in the Performance Work Statement (PWS).” However, Section L.4.2.2 only requires that PWS 6.3, 6.4.6, and 6.6 responses be included in the Tech/Management Volume II. In addition, Section M1.1.3 also states, “the offeror’s proposal must address all aspects of the PWS”

Do we need to address all PWS Tasks and Subtasks (Section 6.0) or just the three listed in L 4.2.2 ?

Section L 2.0.1, Section L.4.2.2, M 1.1.3
In accordance with L.4.2.2 offerors must address the (3) subfactors. Per M2.3, the technical/management evaluation will be evaluated using a combined technical/management rating and risk rating.

In addition L.4.2.2, states ‘Address PWS requirements IAW RFP Sections L4.1 and M1.1.3’. Per M1.1.3, to be eligible for award, the offeror’s proposal must address all aspects of the PWS.

Attachment L-1 Past Performance Information Section G asks for past performance that covers the applicable subfactors under the technical/management factor in M. Can the Government confirm that past performance should be restricted to the PWS elements listed in M2.1 - PWS Task 6.3, PWS subtask 6.4.6 and PWS Task 6.6?

5.
L.7.1. states “The Offeror’s proposal must include a signed copy of the solicitation and completion of Section A through K. Please clarify what is to be completed for Sections C, D, E, F, G, and H (no Section H included in the RFP).

L.7.1.2. Section B-Supplies or Services and Costs/Prices. Please clarify that each offeror is to complete Section B with pricing information and that Section B should be included in Volume V Contract Documentation in lieu of Volume IV – Cost/Price.

Item L.9 and L.10 are missing. Please clarify what are the requirements of these missing items.

Section L.2.0 General Instructions indicates that “The offer shall address all requirements as stated in the Performance Work Statement (PWS),” however, the requirements in Section L.2.2 Table Organization and Section M.2.1 Factor 1: Technical/Management, indicate that bidders are required to address only PWS Task 6.3 Subfactor 1: PWS Task 6.3-Order

Management, Subfactor 2: PWS Subtask 6.4.6, and Subfactor 3: PWS Task 6 - Circuit Management Support. To enable bidders to provide a fully compliant response, would the Government clarify whether bidders are required to address all requirements in the PWS, as indicated in Section L.2.0, or only the requirements as specified in Sections L.2.2 and M.2.1?

In accordance with L.4.2.2 offerors must address the (3) subfactors. In addition L.4.2.2, states ‘Address PWS requirements IAW RFP Sections L4.1 and M1.1.3’

If bidders are required to address all requirements as stated in Section L.2.0 of the Performance Work Statement (PWS), it will be difficult, if not impossible to comply with all requirements within 20 1.5 spaced pages, because there approximately 11 single-spaced pages of requirements that bidders must respond to. Given these constraints, to ensure that bidders provide fully compliant responses, would the Government consider increasing the page limit to 50, or provide additional page count and decrease the requirement from 1.5 spacing to single spacing?

The RFP has been updated to increase the page limitation to 30 pages. The remaining administrative requirements are unchanged.

Because an increase in the time available for bidders to update their solutions to clarifications will help bidders provide more compliant responses (and lead to fewer post-submission issues); due to the fact that the week of July 6 includes a national holiday; and due to the importance of this opportunity to the US Navy, and to ensure that all bidders have enough time to address the requirements and absorb the modifications from answers to questions, would the Government extend the due date of this opportunity by three weeks from July 6, 2018?

Because the format of 1.5 spacing will reduce the space in which to respond in full compliance, would the Government consider increasing the number of pages to 40 or reducing the spacing format requirements to single, rather than 1.5?

Section L.2.2.2.1 indicates that “ Except for the reproduced sections of the solicitation document, the text size shall be no less than 10 point Arial, Times New Roman, or Courier New font for all text.” Would the Government provide an example of what is meant by “Except for the reproduced sections of the solicitation document…”?

Reproduced sections of the solicitation refer to the RFP attachments/information (i.e. Past performance info sheets, certifications, DD254, etc) that are incorporated into the RFP and require the offerors to complete and submit as part of their proposals.

Section L.6.1.2 indicates that bidders are required to provided “unsanitized cost/price proposals” Attachment L.2 Would the Government clarify what it considers an unsanitized proposal (e.g., use of CLIN numbers and labor categories, but no associated pricing)?

Comment: L.7.1 states that the offeror’s proposal must include “a completion of Sections A through K.” Sections A – K do not all require completion.

Comment: Page 84 table includes organization and page limits.

Question: Will the Government please clarify where sections A – I should be included in Volume V? If required, will the Government confirm that they are excluded from page limits.

Page 90, L7.0 – Contract Documentation Page 84, Table 1 Proposal Organization, Section V Only Section K requires completion. RFP section L.7.1 has been revised.

Comment: The Department of Defense, Defense Security Service (DSS) has a new system of record for DD-254’s which is called NCCS. A new DD-254 was created in November of 2017 and then revised in April of 2018. The DD-254 attachment is the old DD-254.

Question: Will the Government provide a revised solicitation DD-254 Attachment L4 to be compliant with NCCS?

Comment: Section L2.2.2.1 states” “A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches. Pages shall be typed with 1.5 line spacing. Except for the reproduced sections of the solicitation document, the text size shall be no less than 10 point Arial, Times New Roman, or Courier New font for all text.”

Question: For Att. L1, request the Government adjust the format of the Past Performance Attachment L1 to match the format of the proposal as follows: Past Performance Margins to .75 for left and right Past Performance Fonts Arial, Times New Romans, Courier New no less than 10pt.

limitations shall not be circumvented by including inserted text boxes/pop-ups or internet links to additional information” L.2.2.2.2 states “Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc.”

Question: Please confirm that the reference to ‘Text boxes/pop-ups’ stated in L2.2.1 does not include ‘legible tables, charts, graphs, and figures’ as described in L.2.2.2.2.

Comment: “7. Annual Contract $ Value” Question: Does the Government prefer to have the Offeror list out each year’s annual contract value? Or does the Government prefer the Offeror to provide a yearly average? Typically, the amounts by contract year change.

In addition, a sanitized version of the proposal listing labor categories and labor hours by CLIN/PWS task only shall be submitted along with the unsanitized proposal.”

Question: Given that this is a firm fixed price standalone contract type, can the Government confirm that Offerors are required to submit an unsanitized version of the Cost/Price proposal?

Per Attachment L-2 instructions, offerors may provide supporting documentation through an attachment if required. The information provided shall allow traceability between the proposed price included in the cost/price template and any provided source information.

Microsoft Word or PDF is acceptable for the submission of the supporting data.

Question: Given that this is an FFP standalone contract type that is not based on a GSA schedule or existing contract rates, can the Government update the Attachment_L2- Cost_Price_Template to remove columns F and G?
