Question:
“XXX is not a CIOSP3 SB contract holder so we do not have access to the documents. A friendly SB partner of ours has forwarded us the notice to inquire about teaming. We were expecting this work to come out Unrestricted which would allow us to submit a prime bid. The NITAAC contracting officer is Erin Flynn at 301-435-4618.
We are trying to figure out whether these two activities are one and the same or whether they are different in scope. If they are the same can I assume the SB posting is for market research to establish whether SBs are capable of doing this work?”
DITCO Response:
The two actions are not the same requirement. The Sources Sought Notice #SS-35820-SB was issued by the National Institutes of Health (NIH) Chief Information Officer – Solutions and Partners 3 (CIO-SP3) program office at the request of the Department of Defense (DoD) Chief Information Officer (CIO). The DoD CIO is exploring the possibility of pursuing a different acquisition strategy to achieve their objectives. Although both strategies began with a similar draft Performance Work Statement, the DoD CIO requirement envisions different capabilities and locations. The Defense Information Systems Agency (DISA) is fully committed to continuing to pursue HC1028-16-R-0020 and will be releasing the RFP shortly.
