ReferenceSection, Text,
or Terminology in QuestionQuestionGovernment AnswerRevision Required?

PWS 1 3 Background Will any non-DISA government entities (agencies, bureaus, departments) be authorized to order against this contract, or otherwise use this contract? All orders will be initiated by DISA. DISA may place orders on the customer's behalf if it is to support a DISA hosted/supported application. No

PWS 1 3 Background Will the Joint Service Provider community have the ability to use the CSCII contract? JSP is considered a DISA entity and will therefore have the ability to order against this contract. No

PWS 1 4 Objectives Will CSCII be used to support the DISN? Multiple DISA entities will be able to leverage this contract to fulfill communications requirements. No

RFP 5 Sect B Contract Minimum/Maximum Why is the ceiling on CSCII so much higher than CSCI? The scope and requirements for CSC II has greatly increased when compared to CSC I. The increased scope and new requirements is the main driver for the increased ceiling on CSC II. No

RFP 5 Sect B Contract Minimum/Maximum Will entities beyond DISA be allowed to use this contract? If so, which entities? All orders will be initiated by DISA. DISA may place orders on the customer's behalf if it is to support a DISA hosted/supported application. No

J&A 1 2.a Nature/Description of Actions Per the J&A, CISCO Nexus switches are required, for compatibility purposes, with currently installed fabric architecture. CISCO nexus switches include flexible extender module (small) fabric capable switch (medium, large and extra-large). All of the foregoing products are found in the B-Table with the exception of the Extra-Large Fabric Capable Switch. Is this an oversight? If so, will the B-Table be updated to reflect the addition of the Extra Large Fabric Capable Switch? The J&A is being rescinded in its entirety Section J_Attach C-1, PWS Appendix 5 -1-Example Products List, section 6.6, Section J_Exhibit B-1, CSCII Cost Model, SLINS 0006F19-6F24L added on TAB B-TABLES at line 2103

J&A 2 2.b Nature/Description of Actions The J&A specifies the use of CISCO Nexus switches and CISCO Fabric (Fabric Path) throughout the life of the CSCII contract. CISCO is transitioning its switching offering to CISCO ACI. Furthermore, CISCO has announced that CISCO ACI implementation does require a greenfield/new architecture. Given that the Government's justification, in part, for eliminating competition by requiring bidders to offer CISCO Fabric Path is its compatibility (now and over the life of the contract), the Government lacks proper justification and should eliminate this requirement. Refer to answer to Question 6 PWS (6.1.4.2), Section L (L.4.2.13), Section M (M.2.1.5)

J&A 2 2.b Nature/Description of Actions Cisco Nexus is no longer the latest version of switching that Cisco is shipping. Cisco’s newer version of switching is no longer Fabric Path, but Cisco ACI. Cisco ACI and Fabric Path are incompatible with no upgrade process. By the time this contract is awarded you will need to tech refresh the existing environment with new technology, even if you so desire to do this with Cisco it will be a complete forklift upgrade similar to any other potential competitive switches. Please redact the entire J&A Refer to answer to Question 6 Refer to answer for Question 6.

J&A 2 3.c Description of Supplies/Services The J&A states that the CISCO Nexus switch devices will be sustained under a ‘utility service’ model under the new CSC II Communications as a Service contract resulting from an award expected early in FY17. However, there are NO sustainment requirements in the CSCII PWS. Will the Government be adding sustainment requirements, or is the basis for the justification unfounded? Contractor has sustainment responsibilities only for the capacity devices that are deployed under this contract. No

RFP L.4.2.1 Compliance Requirements Compliance requirement b. states that the "CISCO Gold Certified Partnership has to be between the offer/contractor and CISCO." There is no rational basis for this requirement as the full benefits of a Cisco Gold Certified Partnership can be provided by having a teaming partner/subcontractor on a team without any diminution in benefit or added cost the government. Based on that, this requirement serves the singular purpose for limiting competition by limiting the field of eligible bidders to those selected by Cisco. Accordingly, we strongly suggest the requirement be re-written to read that a "CISCO Gold Certified Partnership has to be held by either or the offeror/contractor or any team member or subcontractor." Does the government concur?. If not, kindly explain the rationale for keeping this requirement. Requirement removed. PWS, QASP, Section L, Section M

J&A 2 3.d 3. Description of Supplies/Services Which Cisco Nexus-specific tools are in place today monitor and sustain? Refer to answer for Question 6. Refer to answer for Question 6.

Section J_Attach C-1, PWS Appendix 5 -1-Example Products List Many Many Multiple When DS-3 interfaces are referenced, is that really a "must" requirement? Erroneous entries identified. Removed DS-3 interface requirement throughout Section J Attach C-1, PWS Appendix 5-1.
