13. SECURITY GUIDANCE. The security classifiection guidance needed for this classified effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract;
and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended. (Fill in as appropriate for the classified effort. Attach, or forward under separate correspondence, any documents/guides/extracts referenced herein. Add additional pages as needed to provide complete guidance.)

| security: 10a/11h. Classified COMSEC material is not releasable to contractor employees who have not received a FINAL clearance at the appropriate security level. COMSEC information/material will be processed IAW DoD 5220.22-M, NSA/CSS Policy Manual 3-16, AR 380-40 (Policy for Safeguarding and Controlling Communications Security), and additional security guidelines (Appendix A). When access is required at Government facilities, contractor personnel will adhere to COMSEC rules and regulations as mandated by Command policy and procedures. Contractor personnel requiring COMSEC access and/or authorized a COMSEC account must be U.S. Citizens and possess a final clearance at the appropriate level. All contractors shall be briefed before access to COMSEC is granted. Subcontracts requiring classified COMSEC information shall be awarded only upon the written approval of the Contracting Officer. Per AR 380-40, Chapter 4: Contractor personnel are subject to the Department of Army Cryptographic Access Program (DACAP). |
10j. Safeguarding "For Official Use Only” (FOUO) information, Appendix D. FOUO Information generated and/or provided under this contract shall be safeguarded and marked as specified in AR 25-55 and DoD 5200.01M (Marking is in Volume 2).
10k. Access to SIPRNET is required. All contractors granted SIPRNET access must be aware that they are not authorized to download ANY classified material without the guidance and written permission of the Cognizant Security Agency. Contractors must also be aware that NATO classified material resides on the SIPRNET and they are not authorized to access, download, or to disseminate any NATO or other special access data (i.e. intelligence, COMSEC, etc.). All contractors will read the NATO Central Registry awareness briefing located at: https://secureweb.hqda.pentagon.millcusr/fmms.aspx prior to being issued a SIPRNET account. This briefing does not authorize NATO access, and is solely for the purpose of awareness. Access to SIPRNET, if access needed, at contractor facilities requires sponsorship through CECOM G2 for determination of TEMPEST from the Army TPM, 902nd MI Group. IAW AR 380-27, Control of Compromising Emanations (FOUO), 19 May 2010, Chapter 4, TEMPEST Countermeasures Review. Appendix E.

| 13_cont1: 11c. Contractor/subcontractor is authorized to receive and generate classified material at the contractor's facility documents and/or hardware. The contractor requires access to data up to and including Secret in support of the work effort. Any extracts or use of such data requires the contractor to apply derivative classifications and markings consistent with the source documents. Use of "Multiple Sources" on the "Derived From" line necessitates compliance with the NISPOM, paragraph 4-208a, and the use of a bibliography. Contractor will also follow guidance set forth within the Security Classification Guide (SCG). |
11d. The Contractor/subcontractor must provide adequate storage at their facility for classified hardware to the level of Secret. The contractor/subcontractor will generate or utilize hardware which is classified due to its existence, uniqueness, appearance, application, capability, or product produced. If more than 2 cubic feet of storage is required, contact DSS to verify storage capacity at the contracting facility.
11i. TEMPEST Information is not releasable to contractor/subcontractor employees who have not received a FINAL Clearance at the appropriate security level. Written concurrence of the KO is required prior to subcontracting. TEMPEST requirement are reviewed and determined lAW AR 380-27, Control of Compromising Emanations (FOUO), 19 May 2010, Chapter 4, TEMPEST Countermeasures Review. Appendix E.
11j. This contract requires the application of Operation Security (OPSEC) in accordance with DOD 5205.2, “Operations Security Program.”, AR 530-1 and local User Agency policies and programs. An OPSEC Plan shall also be provided per the Statement of Work.
11k. Contractor is authorized to use Defense Courier Service (DCS). The KO must obtain written approval from the Commander, Defense Courier Service, Attn: Operations Division, Fort George G. Meade, MD. 20755-5370. Only certain classified information qualifies for shipment by DCS. Prior approval of the KO is required before a prime contractor can authorize a subcontractor to use the services of DCS.
