The following have been added by full text:

ATTACHMENT J-4: Q&A

b. The guaranteed minimum amount is $2,500.00 during the base period only. There is no minimum guaranteed for any option periods.

c. Maximum Contract Value: The total amount for all orders placed against the contract resulting from this solicitation shall not exceed $1.875 billion over the lifecycle of the contract:

i. One, 9-month base period (August 29, 2015 through May 28, 2015)

ii. Four, 1-year option periods (May 29, 2015 through May 28, 2109)

d. The government anticipates a single contract award resulting from this solicitation.

B.2 Pricing The offeror shall propose pricing for the lifecycle of the contract (a 9-month base, and four, 1-year option periods) for their technical solution in response to the request for proposal. All delivery orders awarded pursuant to this contract will be awarded on a firm fixed price basis and will use the pricing set forth in the Attachment J-1 – IB Value Tiers pricing schedule.

SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

SECTION M – EVALUATION FACTORS FOR AWARD

M-1 BASIS FOR AWARD

a. The government intends to conduct the acquisition in accordance with FAR Part 12 – Acquisition of Commercial Items, as supplemented by the Defense Federal Acquisition Regulation Supplement, and the DISA Acquisition Regulation Supplement. Award will be made to the offeror whose proposal is technically acceptable and offers the lowest price to the Government using LPTA evaluation process.

b. The government intends to award one IDIQ contract resulting from this solicitation; however, the government reserves the right to make no award at all.

M-2 EVALUATION OF PROPOSALS

Offerors are cautioned to ensure that their proposals are complete, address all requirements of Section L, are reflective of the evaluation criteria set forth in Section M, and are submitted on the most favorable terms to reflect their best potential.

M-3 EVALUATION FACTORS FOR AWARD

a. The Technical Subfactors will be evaluated and rated either Acceptable or Unacceptable. In order for a proposal to be rated overall Technically Acceptable, each of the following subfactors must be rated Acceptable. The following evaluation factors will be used to evaluate the proposal. It will not be acceptable for the offeror to state, “Have read, understand, and will comply.” This statement or similar statement will be cause to reject the proposal for noncompliance. The following factors will be rated:

(1) Technical Factor – Failure to be found technically acceptable will result in the offeror being ineligible for award.

(1) The offeror must be able to provide all aspects of SMARTnet support as described in the Terms and Conditions. To be deemed technically acceptable, the offeror must be able to provide all aspects of SMARTnet support at each level of the IB Pricing Tiers (CLINS X001 – X036).

(2) In order to be deemed technically acceptable, the offeror shall be the OEM or a certified Cisco Gold Partner/reseller of Cisco SMARTnet at the time of bid. If the offeror is not the OEM, the offeror shall submit with its proposal, a separate letter from Cisco, confirming that the offeror is a certified Cisco Gold Partner/reseller. This letter shall not be older than 30 days from the date proposals are due. In this letter Cisco shall confirm the offeror is a certified Cisco Gold Partner/reseller of Cisco SMARTnet who is capable of providing SMARTnet for all the agencies listed in the Terms and Conditions. To be deemed technically acceptable, the offeror shall submit a recent letter (within the past 30 days) from Cisco that the offeror is an authorized certified Cisco Gold Partner/reseller for Cisco SMARTnet at time of bid.

Only authorized Gold Partners/resellers of Cisco SMARTnet are eligible for award. The awardee shall maintain Gold Partner status from award through the entire contract period. The awardee shall notify the Government immediately if the awardee loses its gold partner status. The awardee must provide evidence of their Gold Partner status prior to the exercise each contract option period.

(2) Cost or Price Factor –

(1) The offeror’s price proposal will be evaluated for completeness, reasonableness, and unbalanced pricing. An offer may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government.

(2) Evaluation of options shall not obligate the Government to exercise such options.

(3) The offeror’s price proposal will be evaluated as defined in FAR 15.404.

(4) The Government will verify that all solicitation requirements have been priced, figures are correctly calculated, and prices are presented in a clear and useful format.

(5) For EVALUATION PURPOSES ONLY. The proposed prices per tier will be multiplied by the Government provided weightings to arrive at a total evaluated price per year. The Total Evaluated Price is the sum of the Base Year and all Option periods pricing as calculated in Attachment J-1.

(end of provision)

(End of Summary of Changes)

1. In order to increase competition and to allow small businesses to respond, would the government allow bids from a Cisco registered partner with a security clearance if they were teamed with a Cisco Gold partner?

The Request for Proposal (RFP) remains unchanged and is requesting proposals from Cisco, the Original Equipment Manufacturer, or its certified Cisco Gold Partners.

2. Where do I get the part numbers and serial numbers to quote this request?

This is an RFP. See RFP, specifically section L and Section J - List of Documents, Exhibits and Other Attachments. Attachment J-1: IB Value Tiers lists the required part numbers.

3. Does Cisco have all the information so we can bid on this request?

The RFP was posted to FedBizOpps.

4. Section L (n), page 174 states, “The offeror shall describe the SMARTnet per the RFP not to exceed 20 pages. If exceeded, excess pages will not be read or considered in evaluation of the proposal.” Will the government please clarify what is required in the 20-page response? Is pricing included in the 20 pages?

The offeror is to describe SMARTnet offering as detailed in the RFP in their 20-page response. All other offerings by the offeror shall be detailed in the 20 pages. No, pricing is to be provided in Attachment J-1: IB Value Tiers.

5. Will this be a mandatory use contract for DISA?

It is anticipated to be mandatory.

6. Will this be a mandatory use contract for other DoD agencies?

7. Is there an expectation for the awarded SMARTNet Contractor to promote/market this contract to the DoD?

Yes.

8. Can we assume that Cisco hardware and software will continue to be procured through multiple sources and contracts?

Yes.

9. Do you anticipate a need for the SMARTNet Contractor to conduct a verification of an enrollee’s IB valuation before enrollment?

Each Enrollee will establish an IB baseline based on the List Price value of their inventory at the time of enrollment. It will be mutually agreed upon by the Government and Contractor at the time the delivery order is placed

10. Section H.5 Determining IB Range indicates that the contractor provide an alternate solution for asset valuation in the event that the ITAM system is not fully functional. Does the government have any specifications for the minimum functionality they require for this solution?

No specifications will be provided.

11. Does DISA anticipate the bulk of the enrollment at the start of each POP or a staggered enrollment throughout the POP?

It is anticipated that one order will be issued with the IDIQ award. Other enrollment will be staggered throughout the lifecycle of the contract.

12. Cisco Gold certification lasts for a 12-month period and Cisco recertifies partners annually. Only Gold Partners that recertified between May 2014 and July 2014 will be able to demonstrate that they will be Gold Certified in May 2015. Will DISA amend the requirement to state, “the offeror shall submit with its proposal, a separate letter from Cisco, confirming that the offer is a certified Cisco Gold Partner at time of bid?”

RFP Section M has been updated as follows:

In order to be deemed technically acceptable, the offeror shall be the OEM or a certified Cisco Gold Partners/reseller of Cisco SMARTnet at the time of bid. If the offeror is not the OEM, the offeror shall submit with its proposal, a separate letter from Cisco, confirming that the offeror is a certified Cisco Gold Partner/reseller. This letter shall not be older than 30 days from the date proposals are due. In this letter, Cisco shall confirm the offeror is a certified Cisco Gold Partner/reseller of Cisco SMARTnet who is capable of providing SMARTnet for all the agencies listed in the Terms and Conditions.

13. The Government has not required, nor intends to evaluate, any past performance on the part of a contractor that might demonstrate competence to fulfill a contract of this magnitude. Would the Government consider the addition of an evaluation factor that assessed a contractors past performance. If so, please stipulate the number of past performance references to be submitted and other related details.

No, past performance will not be an evaluation factor.

14. The RFP does not provide a proposal format and guidelines for the proposal. Please provide.

See RFP, specifically Section L.

15. Will this contract be a mandatory use contract for all qualifying DoD entities for all new and renewing SMARTnet contracts?

16. In the RFP Section M-3 the Government states in section a.2.5 that pricing provided by bidders will be used “FOR EVALUATION PURPOSES ONLY”. Please elaborate. Is it not accurate that the intent of this RFP is to establish Firm Fixed Prices, which would form the basis of future orders under the resultant ID/IQ?

Yes, it is the intent of this RFP to establish firm fixed prices by tier for future orders under the resultant contract. For purposes of evaluation of the proposed tier pricing, the government will use weightings to evaluate the total proposed prices per year to determine that the pricing is fair and reasonable as well as balanced across the tiers.

17. Please confirm the period of performance for the base year and each option period. There is conflicting information in the documents.

The period of performance is as follows:

Base Period – August 29, 2014 to May 28, 2015

OY1 – May 29, 2015 to May 28, 2016

OY2 – May 29, 2016 to May 28, 2017

OY3 – May 29, 2017 to May 28, 2018

OY4 – May 28, 2018 to May 28, 2019

18. In relation to the safeguarding requirement in the DD254, must the bidder have the capability to safeguard classified information at the time of contract award or can the bidder utilize the contract award to acquire the authorization from DSS to become accredited to store classified information? IF no, can the prime flow the storage requirement to an already authorized sub if the prime has the necessary top secret FCL in place?

All bidders must possess a current Top Secret facility clearance.

19. The Government requires that the prime contractor maintain TS-cleared personnel who will support the requirements. In the execution of this contract, the Cisco Gold Partners (prime contractor) will be selling Cisco SMARTnet services that will be performed by Cisco, not the Gold Partner. The Cisco Gold Partner will not have access to any classified information or systems. Given that, would the Government consider dropping the security clearance requirements for the prime contractor and instead allow those requirements to be fulfilled by Cisco?

No. The Contractor may be required to have access to classified information.
