2. Contractors are requested to submit a written technical and price quotation in response to the included Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP). Further information on submission of technical and price quotations is provided throughout this document.
a. Each contractor shall submit an Organizational Conflict of Interest (OCI) plan that delineates whether or not any OCI exists. If the contractor believes that no OCI exists, the OCI plan shall set forth sufficient details to support such position. If the contractor believes that OCI does exist, the plan shall explain in detail how the OCI will be mitigated and/or avoided.
b. Contractors must complete Blocks 6 and 7 of the DD Form 254 with the appropriate information for their companies and any subcontractors. Completed DD Form 254 must be submitted with offeror’s quotation.
3. Evaluation Factors and Basis for Award Determination:
a. Award will be made to the contractor whose quotation is determined to represent the overall best value to the Government using a lowest price technically acceptable (LPTA) evaluation process. Quotations will be evaluated with regard to how they respond to the requirements of the PWS and on price submissions. The technical portion of the quotation should include all information the contractor wants the Government to consider and evaluate regarding its company’s ability to perform all required tasks and conform to all required terms and conditions. All aspects of the PWS must be sufficiently addressed for a quotation to be considered responsive to the solicitation. The best value determination will be based on the stated evaluation factors. In order to be eligible for award, a quotation must be responsive and meet the stated evaluation factors. Section 508 Accessibility Standards do apply to this requirement. Section 508 requirements are listed in the included PWS. Compliance with Section 508 standards will be considered prior to evaluating any of the selection criteria listed below. Any quotation failing to meet the Section 508 Accessibility Standards, as listed in the PWS, may be eliminated from consideration for award.
b. After receipt of quotations, the Government will first evaluate the lowest price quotation. If the lowest price quotation is determined to be technically acceptable and otherwise properly awardable, no further evaluations will be conducted, and award will be made. If, however, the lowest price quotation is determined to be technically unacceptable and/or otherwise not properly awardable, further evaluations will be conducted, starting with the next lowest price offeror. Price quote evaluation will be completed upon determination of the lowest priced, technically acceptable quote.
c. The standards for determining technical acceptability are below, as well as information concerning price quotations. Page limitations are identified below under each evaluation factor and will be treated as maximums. If exceeded, excess pages will not be read or considered in evaluation of the quotation. The following items will not be considered when calculating page limits: cover page, table of contents, glossary, executive summary, generic resumes, past performances, and OCI mitigation plans. In the event any evaluation notices (ENs) are issued, page limitations may also be placed on those. The technical portion of the quotation is to be submitted as an MSWord 2007 or PDF document. The page format shall have a 1 inch margin using no smaller than an 11 point Ariel, Times New Roman, or Courier New font for all text to include any text contained in a table. The price quotation spreadsheet shall be a separate document from the technical quotation and shall be submitted in MSExcel 2007 format. All formulas shall remain present in the spreadsheet for verification. The file size of each document shall not exceed 2MB. Page limitations shall not be circumvented by including inserted text boxes/pop-ups or internet links to additional information; such inclusions are not acceptable and will not be considered part of a quotation. The Government reserves the right not to consider for award any quotation that does not adhere to the administrative requirements of this RFQ.
(1) Technical Approach Factor: The Technical/Management Subfactors will be evaluated and rated either Acceptable or Unacceptable. In order for a quotation to be rated overall Technically Acceptable, each of the following subfactors must be rated Acceptable. Technical/ management proposals should not exceed 10 pages. The following Technical Approach Subfactors are listed in order of descending importance.
(a) Subfactor 1: Security System Equipment Upgrade/Replacement (PWS Paragraph 6.1)
In order to be rated acceptable the contractor must be able to plan, design, procure, and install a comprehensive upgrade to the current security system that will result in an integrated security system, and remove older (unnecessary) security system components when the new system is operational. The Contractor must be able to provide a security system cutover schedule and allow a minimum of 14 calendar days of notice prior to any outages in the security system. The maximum downtime for any portion of the security system during this installation shall be four (4) hours.
Design of the upgraded/replacement security systems, to include all necessary revisions and acceptance by the Government, shall be completed within four (4) months of contract award. Completion of system upgrade/replacement for all tasks, to include commissioning and final acceptance by the Government, shall be completed within ten (10) months of contract award.
(b) Subfactor 2: Operations and Maintenance (PWS Paragraph 6.3 Preventive Maintenance)
In order to be rated acceptable the contractor shall perform the semi-annual PM for the security system. The PM Service shall include all consumable parts, remedial repairs, labor, and expenses. The contractor must clean the databases semi-annually the databases are to be backed up and stored in a secure offsite location at least quarterly.
(c) Subfactor 3: Unscheduled (Emergency) Maintenance & Repair (24 x 7) PWS 6.5
In order to be rated acceptable for Emergency Maintenance services the contractor shall include all troubleshooting and repair of all covered equipment. The contractor must provide: Emergency services to the Government 24 hours per day, 7 days per week, with a 4-hour response time.
(2) Management Approach Factor: Management portion of the quotation must be limited to 10 pages. The following Management Approach Subfactors are listed of equal importance.
(a) Subfactor 1: Configuration Management PWS 6.3.1 In order to be rated acceptable the contractor shall perform CM services; CM services shall include production of updated records for installed equipment, equipment power sources, equipment operation and maintenance manuals, warranty information, and an up-to-date Record Drawing of the security device locations and power/datacomm cabling pathways on a (Government-provided) map of the facility.
In order to be rated acceptable the contractor shall provide a plan for a Record Drawing; the Contractor will develop a Record Drawing of the security system fully compliant with the Record Drawing Configuration Management (CM) Specification in section 01 78 39 of CSI 360-95-3, Facilities Standards. The Record Drawing shall include, at a minimum, equipment type, location, and label data.
(b) Subfactor 2: Software/Firmware Updates PWS 6.3.2
In order to be rated acceptable the contractor shall perform Software/Firmware Updates; The Contractor is responsible for ensuring that the operating systems (OS), anti-virus programs, and all installed applications (security system software and accessory software including office productivity and photo manipulation) are kept up-to-date with current updates, security patches, and similar. See additional ongoing maintenance in section 6.1.6.2 .
In order to be rated acceptable the contractor will agree to implement the Security Technical Implementation Guide (STIG) Requirement. (STIG): All computer equipment, operating systems, applications, and peripheral devices installed to support this system must meet any applicable STIG requirements (http://iase.disa.mil/stigs/index.html). The Contractor must ensure that all proposed equipment and systems meet all current STIG requirements to the satisfaction of the DECC San Antonio site Security Manager prior to procurement and/or installation; this may require alternate approaches to those normally taken at non-DoD locations, and costs for such shall be fully absorbed by the Contractor.
(f) Subfactor 3: Security Accreditation & Maintenance PWS 6.7 In order to be rated acceptable the contractor shall ensure: All Information Technology (IT) systems designed, implemented, and operated in the DISA environment are subject to a strict set of Information Assurance (IA) requirements before those systems are allowed to operate or connect to any other system (including but not limited to the internet for stand-alone systems). Prior to operation or connection of any system, the Contractor shall obtain (and then maintain) all necessary certification(s), accreditation(s), and authorization(s) for:
Access Control and Closed Circuit Television Systems (see division 28)
(3) Past Performance Factor:
Past performance information may be obtained through the Past Performance Information Retrieval System (PPIRS), through interviews with program managers on past efforts, or any other sources known to the government.
When past performance is used, it will be reviewed as part of a responsibility determination but will not impact the technical evaluation. If overall past performance is found to be unacceptable, this may be cause for the contractor's proposal to be excluded from further evaluation. A prospective contractor shall not be determined responsible or nonresponsible, however, solely on the basis of a lack of relevant performance history. Contractors shall submit no more than 3 recent past performance efforts and efforts must have occurred within the last 3 year for consideration.
(4) Price Factor:
(a) Price quotations will be evaluated to determine if they are reasonable and complete. The contractor shall submit pricing for the base period and all option periods, including option pricing for an additional six-month period that may be authorized IAW FAR 52.217-8. See FAR 52.217-8 which authorizes the government to require continued performance of any services within the limits and at the rates specified in the contract. The pricing quotation should include a separate line item for the additional six-month period IAW FAR 52.217-8. These prices shall be identical to the quoted pricing in the six months prior to expiration of the base period, or the final option period, if option periods are present. The total evaluated price will consist of the contractor’s quoted price for the base period, all option periods, and the option pricing for the additional six-month period.
(b) Contractors shall propose a fixed price payment plan in accordance the CLIN structure of the solicitation. A firm fixed price payment plan with the total dollar amount divided into twelve (12) equal monthly payments will not be accepted unless the contractor provides justification for this plan that the Government subsequently deems adequate. The eventual awardee will be authorized to invoice monthly for all approved travel costs incurred and approved by the COR. Monthly invoicing is not applicable to the Time and Materials CLIN for Emergency Maintenance.
(c) Contractors should ensure price quotations include detailed information regarding the resources required to accomplish the task (e.g., labor categories, labor hours, number of employees for each labor category, rates, travel, incidental equipment, contract access fees, etc.). Again, the price quotation spreadsheet shall be a separate document from the technical/management proposal. The Government is requesting discounted pricing.
(i) Due to the nature of the Emergency Service CLIN the contractor shall propose 1 labor category for emergency service calls and submit the labor rate for principle period maintenance, holiday period maintenance and weekend period maintenance.
4. The Government intends to evaluate quotations and award a contract without exchanges with contractors. However, the Government reserves the right to conduct exchanges or seek clarifications if the Contracting Officer (KO) determines they are necessary. The Government further reserves the right to reduce the number of quotations being competitively considered to the greatest number that will permit efficient competition among the most highly rated quotations. If a contractor’s quotation is removed from further consideration for award, written notice of the removal will be provided to the contractor. In the event issues pertaining to a proposed task cannot be resolved to the KO's satisfaction, the Government reserves the right to withdraw and cancel the proposed order. In such event, contractors will be notified in writing.
5. The resultant order will be subject to Wide Area Workflow for payment provisions. Therefore, DFARS Part 252.232-7003, Electronic Submission of Payment Requests and DFARS Part 252.232-7006, Wide Area WorkFlow Payment Instructions, will be incorporated at award. Additionally, the clauses included in the solicitation document will be applicable to the resultant order. Clauses can be viewed on http://farsite.hill.af.mil.
6. In response to this RFQ, no terms, conditions, or assumptions will be entertained. If terms, conditions, or assumptions are included in a quotation, the quotation may be excluded on grounds that it is non-responsive to this RFQ. All issues will be resolved via a question and answer process.
7. A contractor agrees that if its offer is accepted within 60 calendar days from the date of receipt of quotations (unless a different period is stated in the quotation), it will furnish the items and/or services identified in its quotation at the price offered to the designated point(s) within the time specified in the schedule.
